Corruption and Us

Giving money to an officer so I can obtain my driving permit without accomplishing all the requirements.

Going to a grocery store and giving some bill to the cashier so you can buy alcohol or cigarettes being an underage.

Paying to the safeguard of a club to let an underage in.

Paying a police officer to not arrest me.

Buying tickets, selling them again for personal purposes outside a concert and paying the officers so they won’t say anything about.

As we give a “mordida” or we are breaking some laws we are being part of corruption.

Government corruption

Example 1

The governmental corruption is present in the case of diversion of resources with the company that makes all the national roads and the elevated highways OHL when they announced that new Viaducto Bicentenario will cost more than the expected budget. Here they had some “private” phone calls where they established how much will the price will increase and also that the everyday tariffs will depend on inflation. These actions were known by some governmental functionaries and they approved them without saying anything and knowing that it was a huge fraud. Pieces of evidence: Audios of the conversations.

The master scam-. Since 2013 the government have contact a hundred of ghost companies even that didn't have the raw materials or infrastructure to give the service, this cause a diversion of resources like 7670 millions of pesos, from this money they have illegal contracts but 3430 millions of pesos aren’t proven anywhere, this was shown when some Mexicans checked the public accounts. The main institutions that were involved were federal dependencies, functionaries and public schools: these ones gave the money to the companies without giving any results. Ricardo Anaya

Anaya is one of the candidates for the next election accused with more cases of corruption since 2011, where we can find things like deviation of resources or cases that are very similar to what happened with Peña Nieto and his white house, also one of the most recent cases of corruption in which he is involved is in the deviation of resources through ghost enterprises

Alberto Galindo and Daniel Rodríguez, denounce to the procuratorial general de la Republica (PGR), the creation of an alleged network of "ghost companies" at the request of another businessman called Manuel Barreiro Castañeda. The network, according to statements by Galindo and Rodriguez, was created to launder money for the benefit of the "For Mexico at the Front" coalition, represented by candidate Panista, Ricardo Anaya.   

Also, according to information revealed by the newspaper, El Universal, Barreiro Castañeda sold a lot to "Juniserra" (Company owned by Ricardo Anaya) in ten million pesos, which two years later was resold to the workers of Castañeda as an industrial ship, but now for the amount of $54 million pesos. This is where the candidate is accused of participating in the crimes of triangulating resources and financing ghost companies.

So, in conclusion, we have that if Anaya reaches power the government will follow the same model that now has in which the deviation of resources and stealing money will be something normal and no one will have consequences.

Margarita Zavala

She has been involved in corruption scandals like the fire in the Kindergarten ABC, the businesses with the Mouriño family along with her husband and her family links.

On June 5th, 2009 in Hermosillo, Sonora the Kindergarten ABC got on fire. The incident left 49 death and 106 injured. This kindergarten was a surrogate daycare center in charge of Marcia Matilda Altagracia Gómez del Campo, cousin of Margarita. Next to it, there was the warehouse where the fire began, according to the official version a cooling system heated up, burned the files kept there and then the fire spread to the Kindergarten. Some say that some files there contained compromising documents for the Sonora governor at the time, Eduardo Bours and that the fire was intentional. As well as Margarita´s cousin, her husband, who was the co-owner, paid a bail of $3,000 and remained free. Juan Francisco Molinar Horcasitas, director of the IMSS was punished with community work and denigration of the public service. Other officers were just removed from their charges. Until 2016, 22 implicated were judged and out of them, 19 were sent to jail.

Juan Camilo Mouriño was the first Government Secretary for Felipe Calderón, he was involved in some businesses related to gas stations and the transportation of fuels. Mouriño who died in 2008, was part of a company which arose when Calderón was Energy Secretary with Vicente Fox, this company worked during his mandate and is supposedly reorganizing to help Margarita in her campaign. There is no direct link with Margarita but as she is Calderon´s wife she is supposedly involved in the businesses too.

She is part of the Gómez del Campo, a family that has achieved roles inside of the government. For example, her brother owns the enterprise Hildebrando, which works as a software productor. Some people believe that as this enterprise managed the software for the 2006 elections they made Calderón win, in exchange they have been safe from paying taxes.

She has said that in case she wins she will treat fairly corruption acts. She remarks that what the citizens need is to trust again in the institutions, this will be achieved by making institutions work for the people instead of political parties. But in reality, in case she wins the elections she will be benefiting his family members and friends providing them illicit enrichment and impunity.

Jaime Rodríguez Calderón

He was the governor of Nuevo León and up to the day he has resigned, he had not fulfilled his proposals. He had been accused of abandoning his charge and responsibilities, there was no transparency, no fight for corruption or austerity. In the case of corruption, he made the program “Cobijagate”, he bought blankets at an inflated cost where he made a diversion of resources but he had an “amparo”. In case he wins the elections, we will have the same consequences as in his governance like not fulfilled his proposals in corruption or he will continue making a diversion of resources.

Andrés Manuel López Obrador

In April 2012, the first year AMLO ran for president, the notorious groups of hackers known as Anonymous revealed they had investigated AMLO for proof of corruption, however, found no evidence. The journalist Anabel Hernandez was also unable to find evidence of corruption. These investigations were almost 6 years ago, meaning there could have been accusations since.

What has been said is that during his 2012 campaign, Luis Costa Bonino, a considered strategist said in a meeting that in order to win the elections they would need 6 million dollars, an amount that would be illegal to use for the campaign. The audio was leaked by Universal. There has been no evidence that they actually used this amount.

Also, in 2017 an ex-candidate of Morena for Chiapas and Veracruz was exposed presumably receiving half a million pesos for AMLO. She later said that AMLO didn’t receive the money and that she isn’t even close to him. The party, including AMLO, claimed that this was part of a conspiracy orchestrated by the “mafia del poder”.

While investigating the topic, we were unable to find any other reliable sources accusing AMLO of corruption or evidence of any sort that he has been corrupt. While we do not agree with many of his points of view, it appears he is genuine about his being against corruption. Either way we did find many accusations of corruption toward people he has worked with that have made it looked bad.

In 2004, when he was Private Secretary there was a video of his colleague René Berenjena receiving big stacks of cash from the businessman Carlos Ahumada. According to Aristegui Noticias, it was part of a conspiracy to destabilize the government.

The same year, the financial secretary during AMLO’s administration, Gustavo Ponce was seen gambling in Las Vegas. After this was exposed, Bernardo Bátiz informed the government of a 31 million peso fraud in which Ponce participated. He was sentenced 8 years.

In 2017, de Delegado of Cuahtémoc was shown to have provided 16 contracts with a value of 27 million to friends of his daughter. He later tried to deny the accusations in an interview with Bloomberg. This made AMLO look bad as this delegate was a part of Morena and very close to AMLO.

Our conclusion is that if AMLO wins it is very likely he will not be corrupt and may even diminish corruption, however, he will also make some ill-informed and/or poor decisions as he is known to make claims with little to no evidence.

Armando Ríos Piter

There isn't any corruption accusation against this candidate. He has worked with PRI, PAN, and PRD and then became independent, his trajectory is similar to the Emmanuel Macron´s one. Both of them are economists, Macron belonged to the team of Francois Hollande and after he quit he created the movement En Marche! which was against the particracy. The last party he worked with was PRD because he said he didn't want to get involved in corruption. If he wins he can work with good projects, the fact that he had worked with the three main parties in Mexico gives him the advantage of knowing how they work and what they need to improve. Until now he has been less involved in corruption scandals compared to the other candidates and that may be a factor which can make people trust him. 

José Antonio Meade 

Meade has worked in the government while the presidency of Felipe Calderón and Enrique Peña Nieto, in different positions. He is seen as the “grey cloud” of our elections and Calderón says that Meade has the “Corruption of the PRI as a string on his neck”.

His primary accusation is collaborating with Peña Nieto and some “Secretarios de Hacienda”  because even though he is known as a respectable and loyal citizen, nobody guarantees that he didn’t ignore some corrupt acts while he was there and that makes him as guilty as the ones who did break the law.

In case that Meade wins this election, we will have more corruption as we are having nowadays because as he has a complot with the secretaries of Hacienda and other political parties he has the open doors to make a deviation of resources and obviously these people won't say anything because they are at their favor.

Deviation of resources is one of the main problems in the Mexican Corruption

Demand that certain institutions, like the Sistema Nacional Anticorrupción, to really do their work and penalize all that governors or people in the power to stop corruption and also to make use of the laws that they propose or that are on the Constitution.

As a society we must start asking the results that the transparency should be providing us, here they can also publish all the information on the internet, so with these making a change will be easier because we will ask for all the resources that are shown with things in species or that we make proposals for the government of what it should do with all these resources and they do it immediately.
