Dream a Little Dream - A Question on the plane of Dreams

Hullo, Gentle Readers. Time for another Question from a Denizen. This one comes from doomboy911, who asks, "Alright I've asked many a dm this question so I present it to you. In the plane of dreams you're able to cast spells you wouldn't normally be able to cast, how do you think spells like plane shift or astral project would work?"
Intriguing question, doomboy. Well, firstly, I'm not sure there are any hard and fast rules for casting spells in the Plane of Dreams. This plane has been used off and on in various editions of the game. For example, in D&D 5E, there really hasn't been an exploration of a specific plane of Dreams. Instead, the Astral Plane is referred to in the DM's Guide as a "realm of thoughts and dream". If you use this as D&D 5E's Dream Plane, then there really aren't any specific rules about casting spells you can't normally cast there. I actually sort of like this, as it offers some interesting ideas for the Astral Plane that I hadn't considered before. Maybe as PCs travel through it, they catch glimpses of dream fragments that could reveal bits of the past and future that they might not otherwise be aware of.
Having said that, let's take it that the campaign we're referring to has a Plane of Dreams in which one can cast spells that normally can't be cast by the PC in question. My interpretation of what this was meant to be would be that the caster is using their imagination to manipulate the dreamstuff of the plane to allow them to do a greater effect. For example, maybe your 5th level wizard can't yet cast Earthquake, but they can use their imagination to manipulate the highly mutable dreamstuff to make it seem that they could.
To my mind, this would only affect the stuff of the dreamworld itself. As soon as it tried to extend out of the plane, it would fail. So you could rule that, as soon as that self-same caster tried to enter the Astral Plane via Astral Projection, or to head to the Abyss via Plane Shift, the spell would fail.
If the DM were so inclined, and if it seemed fun, it could be that the Dreamscape would do its best to oblige the PC by making it seem like they had succeeded. In such an example, the spell would seem to work, and the PCs could go off and have adventures in the Astral Plane or the Abyss or what have you. Ultimately, however, this would only be a dream, so treasures they captured or goals they achieved would melt away as soon as they returned to reality. At the DM's discretion, however, if they were actually in danger of dying, they could still gain experience.
So there's my answer, doomboy. I don't believe these spells would work, but, at your discretion, they could seem like they worked. Ultimately, though, they'd only be offering a dream version of what the PCs were trying to do. That would be my ruling, but, of course, in your campaign, you're free to do whatever you wish!
