Рано или поздно устоявшаяся картина вступает в острое противоречие хаотичному массиву. Тогда происходит ее разрушение. Старая структура валится, рассыпается на отдельные куски. Начинается процесс построения новой картины из обломков старой и тех хаотичных фрагментов, которые накопились до этого момента. Эту фазу гейткиперы называют «открытой». Ее логичным завершением является построение новой, непротиворечивой для человека картины мира. Человек вновь имеет мировоззренческую основу для принятия решений. Эта фаза называется «закрытой». Но внешний информационный поток снова набрасывает новые факты и события, хаотичный массив снова начинает расти. Если он вырастает и снова становится в противоречие существующей картине мира, то цикл повторяется. Точка перехода между «открытой» и «закрытой» фазами называется «моментом истины». Из «закрытой» в «открытую» — «конусом тишины».
