The miniskirts would have been more progressive if they'd been presented as a choice, I think. Honestly, Star Trek had so many opportunities to present uniforms as a general style guide rather than a strict dress code, and they just... Didn't take them.

In a lot of @dianeduane novels, nonhumanoids show up with the "uniform" applied in novel ways. A Horta named Nehrat has department colors and rank stripes painted on, for example. Nowadays, Trek would shrinkwrap him. Lower Decks shows us cetaceans in whole-ass uniforms (though that may be mostly because of the implied funny scene of a beluga getting into a onesie)

Picard and Kirk, notably, get a lot of outfits. So do Mccoy and Crusher, relatively. Belanna's pregnancy uniform shows a similar hint of variation. But to really show a "progressive" uniform policy, that level of variation and more should be available to everyone. Practical cuts, sure, they're still work clothes, but it would feel more futuristic and free if you had Starfleet personnel working side by side in skants, jumpsuits, three-piece suits, tank tops, rompers, and miniskirts, according to their own preferences.
