THINGS WE KNOW ABOUT HOUZUKI MANGETSU IN CANON:

- Was more levelheaded than Suigetsu

- Was more humble than Suigetsu

- Mastered all of the blades belonging to the Seven Swordsmen of the Mist at a young age

- Knew Kisame, at least in passing

- Wielded Hiramekarei (probably)

- Took on lots of dangerous missions and hoped becoming one of the Seven Swordsmen would improve his and Suigetsu’s status in Kiri

- (But their grandfather [?] was a Kage?? Surely even if they were from a lower caste that would make their lives at least a little less shitty???? It’s not as if Gengetsu was a traitor, he killed the Nidaime Tsuchikage ffs)

How long Suigetsu was in that tank

Okay, so when Sasuke lets Suigetsu out, Suigetsu’s sixteen, nearly seventeen. That much we know from the databooks. But how old he was when he was captured… that can be worked out, to some degree.

Point the first: he is aware that Sasuke’s team took down Zabuza. And, it is implied, has some inkling of the sword being up for grabs, and possibly what nation it’s in. This sounds like the sort of thing he might have learned back home in Kiri – and, knowing Suigetsu and his goal of having the blades, which the databooks indicate preceded his capture, he may well have intended to reclaim the blade before. This gives us a very tentative earliest capture date of after the Land of Waves arc.

Point the second: he was made to fight Juugo, who was kept with Kimimaro a lot. Juugo does not know for sure that Kimimaro’s dead and has to be told he died for Sasuke, ergo Juugo has been locked up since Kimimaro went to get Sasuke and has not been exposed to the news. Therefore, Suigetsu would almost certainly have fought him prior to the Sasuke Retrieval Arc, which makes that the latest possible point he could have been captured.

This means that Suigetsu would have been thirteen when he was abducted. He spent about three years as a prisoner, being experimented on, being made at least once that we know of to fight someone else there, and being held in what seems to effectively have been solitary confinement, during some fairly important social development years.

And when he was abducted, his official mission record stood at: 2 D-rank, 33 C-rank, 40 B-rank, 13 A-rank, 4 S-rank. 

A reminder, from the wiki: A-rank - assigned to jōnin, concerning, among other things, village-or state-level matters and trends. Examples are guarding VIPs or suppressing ninja forces. The reward for an A-rank mission is between one hundred fifty thousand and a million ryō. S-rank - assigned to experienced jōnin and concern state-level confidential matters. Examples are assassinating VIPs, and transporting highly classified documents. The reward for an S-rank mission is more than a million ryō.

He was doing the kinds of missions that suggest he was already considered a jōnin, or on par with one. At a maximum age of thirteen.

Not for nothing was he described explicitly as a child prodigy. And the fact that Pain refers to him as one of ‘the Hozuki brothers’ indicates that he and his genius-shinobi older brother were really making names for themselves.

At least, until their respective chances to increase their reputations were ended by Mangetsu’s death and then Suigetsu’s kidnapping by Orochimaru…
