so before all this advertising junk, f1 cars ran in "national colors" much like they did in le mans; italian entries like Ferrari were in rosso corsa red, french teams were in blue, japanese teams like Honda in white, and so on.

cigarette advertising got started in 1968 with Team Gunston running a privateer brabham in the orange, brown & gold colors (left) found on gunston cigarette packs at the first race of the year, but the first full-year sponsorship was with team lotus' iconic 49B and its red & white livery (right).

formula 1 was starting to get expensive in the late 60s, and tobacco companies were (unsurprisingly) swimming in cash at this time, so it was a very common affair throughout the following decades; this is where we see iconic liveries like the JPS Lotus 79 & Camel Lotus 99, Marlboro-themed McLarens of the 80s, BAR essentially being owned by British American Tobacco, and so on.

some european countries were starting to clamp down on tobacco sponsors in the late 90s & early 2000s, and in 2005 the entire tobacco industry was barred from advertising in the EU on television. you point out gambling advertisements, which do come later, but a more immediate filling of the void was actually provided by many alcohol companies (among the usual tech giants), which we see to this very day in Heinekin and (previously? idk if they're still in f1) Johnnie Walker.

the reason alcohol and gambling are allowed to stay? idk, more likely than not the lawmakers just aren't bothered to care. but even after the ban tobacco companies were still sneakily (and not-so-sneakily) trying to stay relevant, in particular Marlboro first with their iconic 'barcode' livery then much later on under the guise of 'Mission Winnow'. they all just have too much money to ignore, i suppose...
