Campaign Update:
- 135th IPU General Assembly: 23-27 October 2016 in Geneva
A meeting for liberal parliamentarians attending the 135th IPU General Assembly was co-hosted by LI and National Democratic Institute (NDI) focused on stopping violence against women in politics. The main theme of the Assembly was “The freedom of women to participate in political processes fully, safely and without interference: Building partnerships between men and women to achieve this objective”

Liberal International (LI) together with UN Watch and International Network of Liberal Women discussed the challenges which remain to end violence against women and girls around the world and to promote and advance women’s rights globally.

Debated at length the joint LI/INLW campaign on the Council of Europe’s Istanbul Convention on Preventing and Combatting Violence against Women by considering the role of the United Nations and other international organizations in globalizing the Convention as well as the current gaps in the international legal framework.
The Istanbul Convention is “the most comprehensive international legally binding instrument on ending violence against women” according to Phumzile Mlambo-Ngcuka, Executive Director of UN Women
LI and INLW aim to extend the Convention beyond the borders of Europe as a first step in creating a global women rights legal framework which addresses violence against women both as a form of discrimination and as a human rights violation.
Liberal International welcomes the joint appeal, issued in April 2016, by seven of the Special Rapporteurs together with the Chairperson of the Working Group on the issue of discrimination against women in law and in practice.
The Government of Honduras was called on to provide justice following the assassination of Berta Cáceres, an environmental activist who was killed because of her political conviction and her gender.
Her murder was condemned internationally, including by UN Women, as a serious crime under national and international norms, including under the provisions of United Nations General Assembly resolution 68/181 of 2013, which applies to the protection and rights of women human rights defenders.
Liberal International commits:
For liberal parliamentarians in government and opposition to take a stand in their parliaments and urge their governments to speak up and assert that violence is not the cost for women’s political engagement.
To continue to work with the National Democratic Institute to spread awareness about the need to stop violence against women in politics by launching the Institute’s Call for Action.
To raise the National Democratic Institute’s Call for Action before the 61st Session of the UN Commission on the Status of Women by organising a side-event for civil society actors and relevant stakeholders.
To support those who work to bring male leaders together to contribute to this endeavour for women’s rights.
To incorporate the fight against violence against women in politics in Liberal International Human Rights Committee’s work and LI’s internal reflection on the challenges to liberalism in the twenty-first century.
