Neither the President nor the Treasurer can be telling the truth, since they both say the Treasurer had the key.

The VP doesn't give out enough info to contradict anything.

That leaves the Secretary as the only one who could be telling the truth.

As for who stole the money...

I think it's the VP.

Unlike the first two, who claim to know exactly where the key was, the VP feigns ignorance.

If she's lying, then that means she's the only one who knew where it was.

Therefore, she's the only one who could've stolen it.
