My controversial Mass Effect take was post-first contact war Turian-Human relations were intentionally continuously soured and never shown in a positive light, beyond token projects designed to cause fiction by the Citadel Council. As the Asari and Salarians both recognised that Turian and Human culture had a lot of similarities and were both intentionally downtrodden and used by the council to their own ends, and any meaningful turian-human diplomacy would have long term threatened the amount of power held by the Asari and Salarians.
