Approved by the State Council, since January 1, 2019, five cities of Xiamen, Qingdao, Wuhan, Chengdu and Kunming have implemented the policy of 144-hour visa-free transit for foreigners.Citizens from 53 countries, holding valid international travel documents and interline tickets for travel to a third country (region) with a date and seat determined within 144 hours, can enter the country without a visa from the relevant ports of the above cities and stay visa-free, respectively, in the cities of Xiamen, Shandong Province, Wuhan, Chengdu and Kunming for a visa-free stay of 144 hours.
In recent years, China has been stepping up its efforts to attract international tourists by expanding and optimizing its visa-free policy and asking the private sector to help. Currently, 39 ports of entry open to the outside world located in 19 provinces (autonomous regions and municipalities directly under the central government) are implementing a 72-hour or 144-hour visa-free transit policy for people from 54 countries. Meanwhile, mobile wallet giants such as Alipay and WeChat have made their apps and payment processes more foreigner-friendly by simplifying lengthy setup processes and accepting international credit cards. Hotels and attractions are also being asked to accept international credit cards. Some cities, such as Beijing, have introduced all-in-one passes that allow travelers to pay electronically for things like attraction tickets and public transportation.
Based on statistics alone, these measures appear to be working. China received about 14 million foreign visitors in the first half of 2024, up 152.7 percent from 2023, according to China's National Immigration Bureau. About half of those travelers entered China through various types of visa-free policies. “Thanks to the new 15-day visa waiver policy, we've seen an increase in visitors from these countries over the past year or so,” said Denny Tian, travel specialist and manager of The China Guide, a private travel agency based in Beijing. At the same time, some airports are hiring multilingual staff to welcome travelers in different languages.
There have been many announcements and changes in recent months, with China signing mutual visa waiver agreements with 23 countries, including Singapore and Thailand, and implementing a new unilateral visa waiver policy for another 15 passports. The 15 countries/territories currently enjoying visa waivers until December 31, 2025 are Austria, Australia, Belgium, France, Germany, Hungary, Ireland, Italy, Luxembourg, Malaysia, the Netherlands, New Zealand, Poland, Spain and Switzerland. Citizens of these countries can visit China without a visa for up to 15 consecutive days.
Foreign tourists are advised to visit the China Visa Application Service Center or their country's foreign affairs website to learn about the latest entry agreements before booking their travel. If your country is not on the visa waiver list or you do not wish to make a stopover visit to China, you will need to apply for a tourist visa. China's two visa-free transit policies allow travelers from certain countries to enter China for up to three to six days - but only if they then connect to a third destination outside of China. In both cases, travelers will need to present a purchased travel document as proof of their next stop before entering China.
