Charles Anders has always been a stickler for the rules. Ever since he was born he has had a penchant for order. He has never been late for any event, he obeys the most trivial of instructions, and when he was a child he was a hall monitor. He originally joined the Dallas Police Department as a means to preserving the order. Little did he realize that police contribute to the chaos as often as the general public does. Charles couldn't stand it. He was appalled that men so corrupt, so greedy, so ambitious, could be heralded as heroes or keepers of the peace. It was then when Charles realized rules didn't help maintain the order, but force did. Charles then decided to purge all those people who contributed to chaos, misery, and discord. The first person he decided to purge happened to be the Captain of the Dallas Police Department. Ever since then he has been one of the most pursued criminals in the country. He operates under the alias 'The Emissary of Order'.
