When creating a society what steps should someone take to make a functional government with all the roles it would need to be fuctional
Creating a Functioning Government
It really, really depends on the needs of your story. Think about The Hunger Games books, for example. We don’t know every role in that government or every aspect of how it functions. All we need to know are the roles and functions that are important to the story.
So, look at your story’s plot and ask yourself what government roles and functions are needed, either to move the story forward or to illustrate what is right or wrong with your story’s world. At the very least, you want to figure out what kind of government it is... for example, is it a democracy, monarchy, oligarchy, dictatorship... you can do research into the different types of government to see what makes sense for your story and to learn how to structure whichever one you choose. 
Next, you may want to look at the most important leaders in the government of your choosing. For example, if you choose to create a monarchy, you will want to choose a monarch and consort at the very least, but also probably some advisors, maybe a privy council, and possibly a religious advisor. 
You’ll also want to figure out this government’s political philosophy. What are the beliefs held by this government and how are those beliefs put into practice? (See Creating a New Political Philosophy for more help.)
Finally, you’ll want to consider the ways in which this government impacts the world of your story, and more specifically the plot and your character’s world.

Aaah my comp copies of MINOTAUR, my new YA cyberpunk novel, arrived today and it always feels really good to get to hold a book you wrote in your own hands. I’m not going to throw these down and roll in them (I like taking care of my books) but know I am very much doing it figuratively. Please consider buying a copy!
