World Building June Day 8: Hierarchy, Power and Governance

The Overcast Union is a representative democracy.

The central legislative is Overcast Parliament, made up of currently 364 members. There are several parties in the political scene:

-The Robots revolution Party (RRP), the currently ruling party created from a revolutionary faction of the Overcast Liberation Front. They are a left wing, social democratic party.

-The Gangwerkian Principles Party (GPP) is elite, right-wing-populist party founded by wealthy Gangwerk immigrants. Its politics are pro human and pro Gangwerk

- Other parties, I won’t mention now

The executive is made up pf the Prime minister (Currently Sony Sonara Overcast) and her cabinet. The executive has power over the military, intelligence agencies and the police.

The Judiciary is formed by the High Court of Overcast. Under it are the 7 Borough Courts of Overcast.

Here is a rough outline of the Overcast governmental structure:

Overcast Central City is often referred to as “unnecessarily democratic”, due to its infamous system of trivial direct democracy. On a City level, almost all disputes and City plans are solved by Island wide, direct democracy.

From the color of fireworks used in a festival to the lightbulb brand inside the highway streetlights, everything is solved by immediate digital election.

One can vote from a handheld computer device, a phone, a home computer or a public voting machine.

Another issue with the system is that many of the issues for public election require complicated know how and interest in specific subjects. Many splinter groups and small movements have abused this fact and were often able to influence the public on seemingly unimportant decisions.

The most notable flaw of the system of direct democracy however is the meaningless issues being decided. Many critics call it a voter’s patronization, because large decisions, like outside politics and governmental reforms are never left up to the people. They criticize it as a system that creates the illusion of democracy, while only giving the average person a trivial vote.

 This overuse of public opinion has become so ingrained in Overcast society that it has become a laughingstock of pop culture. Humans refer to Overcast as a “Lot of squabbling children”.

Much worse than the ridicule however, is the mindset this system has given many. A large amount of Overcasts Population don’t take these elections seriously and vote for any random option. Many don’t vote at all and will close an election notification on their phone as if it were a spam email.

This attitude has the affected serious elections like Parliament and Mayor elections, causing a record low in voter participation in years.

The Sentinel

The Sentinel is a type of Guardian and representative of the entire Overcast Union. This Sentinel travels between all 5 independent States of Overcast and checks on them. He is a representative to the human world as well as a military leader.

The Police:

Overcasts Police is filed into three categories:

1.  Overcast Central City Police Department (OCPD)

2.  Overcast Special Forces (SWAT teams)

3.  Overcast Coastguard and the Marine Police Department
