I know that a pretty common criticism of some 40k writing is how stinted and one note the characters feel at times.

Reading AoS really makes it clear that more often than not that’s a stylistic choice by the authors. The stormcast eternals are a *lot* more expressive, tend to be more… character-ful in noticeable ways, and even express their cultures more clearly (Tornus for example has some very interesting grammatical habits that lead me to conclude that whatever language they’re speaking amongst Stormcast isn’t his native language, and his native language might be Slavic inspired due to the specific grammatical choices he makes).

They’re also, majorly, not the products of a fascist regime that only allows regional cultures as long as they’re useful to its imperialism and fascism, and they’re, different to space marines, fully mature adults. There’s no stunted growth and indoctrination there, and their faith is also, as Gardus puts so nicely, a choice, also different from for example the Imperial Guard.
