They're living in an Underdog cartoon where Simon Barsinister and his weather machine is real.
Simon Barsinister is actually real though. And there're a 100+ of him, they don't own weather machines, they own a political party and all of the media that shovels shit into their followers heads all day, everyday.
Meyer noted that he posted the sign, adding that he believes the government is modifying the weather. 
"They can embed their technology and civilian infrastructure in every home and every household utilizing the phones and their network towers to not only control the weather, modify the weather, but they can [target] individuals,” Meyer stated. 
News 9’s Chief Meteorologist David Payne said that’s not what weather radars do at all. 
“We have one of the most powerful live radars in Oklahoma, and one of the most powerful live radars in the country, but we cannot do any weather modification at all,” he explained. 
When it's sabotaged, “We cannot track severe weather. We cannot track tornadoes, and it basically becomes instantly obsolete," Payne said. 
Meyer argued that the U.S. Military is also behind weather modification.
"When the military plays God with the weather, they're mocking our Heavenly Father by calling one of his most favorite instruments a 'weather weapon.'" 
Payne added that he wishes it were that easy.

When my teenage stepson announced he wanted to be a chef and took over the kitchen to do a meal, I inadvertently discouraged him from his dream by advising him that clean up is part of the craft. A vital and important task as you go. Boy did I ruin the meal vibe that day.
Advice from the stepdad was not accepted or appreciated at age 14. Would he've been a chef if I had just have STFU that day? I don't know, but he's a 40 yr old Dad now who calls me Dad.

I don't begrudge anyone's religious healing beliefs. The placebo effect of true faith is worth around 42% in any blind study. That ain't nothing, but imposing the 42% total faith regimen upon everyone else when a 90-99.999 % solution is available to all is insane or psychopathic.
Pro tip: If you start imagining what Jesus, Allah, God, Muhammed, Mary, Joseph, Krishna, Ganesh, Buddha, the holy spirit, et al. wants for everyone, you've entered the brainwashed psychopath zone. You've heard and accepted absurdities and will commit horros when asked.
What works for me?

My Mimosa.

I love Mimosa blooms and the leaves.
For my 1st 18 years my next door neighbor had a 50 yd propery line of mimosas. Their house was between my house and the high school. Nearly everyday I zipped stripped those little leaves, it was theapuetic.
Anyhow, I've always wanted a mimosa so 15 years ago I was ecstatic when a wild mimosa started growing in my yard.
Ufortunately, I didn't like where it was growing and moved it. The wild mimosa didn't like its new location and died.
5 yrs ago this Mimosa appeared against the outside of my fence. I left it be where it wanted to be and fought off the virginia creeper and wild grape vine.
2.5 yrs ago my neighbor's tree bent my fence up and missed the mimosa.
This is it's 1st full bloom. They just popped when it hit a 100 degrees.
