Mix the all-purpose flour, baking powder, and salt together in a different bowl. Slowly add the dry ingredients to the wet ones while stirring them together. When the baking pan is ready, pour the batter in and spread it out evenly. Pour the caramel sauce over the batter in the pan. If you want, you can use a knife to make swirls in the sauce. In a hot oven, bake for 25 to 30 minutes, or until a toothpick stuck in the middle comes out with a few moist crumbs on it. While the brownies are still warm, take them out of the oven and sprinkle the flaky sea salt on top. Let the blondies cool all the way down on a wire rack in the pan. Cut it into squares and serve after it has cooled.
