just experienced the worst ~1 hour of gaming of my life
oktavia's mechanics are RIDICULOUS and i'm going to hunt down whoever decided that this was a good idea.
it has 2 phases. once you finish the first one it cuts back to the story so you think to yourself "oh, that wasn't too bad! i don't understand why people think this boss is hard ^_^" until it throws you back into the battle again and then you find out IMMEDIATELY why people say that.
you have to be using your breaker's skills constantly because every single turn this thing replenishes its break gauge. and you have to do that while keeping watch of the amount of skill points you have left. why? because every single turn it gets +1 stack of an attack buff AND a defense buff--it eventually starts hitting like a truck at some point because of this, so you need to have your healer always ready. also, once you break it, good job! about 50% of the damage your dps did during that time window will be for nothing because this thing can heal itself. and throughout the battle your dps will gradually just do less and less damage due to the defense buffs making it harder to Actually Do Damage and not have it all be nullified by oktavia's heals. at the start of the battle my homura was doing 11k with her ultimate. by the end she was doing 5.3k.
as a result this makes the entire battle excruciatingly long to complete all while being a stressful and difficult battle too--even if you're a ton over the power recommendation you're still going to be there for a WHILE. it genuinely took me around an hour in one go to finally kill this thing.
