When Homra was in Las Vegas, they visited a casino which Fushimi had a mission requiring him to go undercover in.

Undercover wearing a leotard, high heels and bunny ears, preferably :3c Imagine while Fushimi's overseas maybe some kind of issue comes up, like some Strain that Scepter 4's been trying to chase down for a while has fled to the US and is running this whole illegal gambling ring. Part of Fushimi's mission in going overseas in the first place is to find the Strain and try to arrest them, and to do this he ends up needing to go undercover. He applies to work at the casino, probably intending to use his hidden weapon skills in order to work as a card dealer or something. Unfortunately for him there's a job opening that's considered far more fitting for Fushimi's pretty face and he ends up getting to be one of the bunny girls serving drinks on the floor. Fushimi's totally irritated by this (also do you realize how hard it is to hide knives while wearing a playboy bunny outfit) but he figures at least this is a solo mission and the rest of S4 are back in Japan so no one will know this ever happened. He's been working for a couple days and is getting everything into place so he can arrest the Strain and finally put some pants on when one day Homra shows up at the casino to gamble.

Imagine Fushimi sees them and immediately he has this moment of irritated panic, like what are those idiots doing here why do they always show up at the worst possible moment. Besides his desire to not let Misaki (or anyone else) see him in a bunny outfit there's also the issue of his mission, he's spent so much time preparing for this mission and trying to maintain his cover and now this group of moron street punks could ruin the whole thing. He decides the best thing to do is just grit his teeth and stay far away from Homra but of course that becomes difficult because just imagine the kind of scene they're probably making, like Yata's loudly dragging Kamamoto to the slot machines, Totsuka's cheering on Mikoto in roulette (which Mikoto is somehow managing to win every game of, putting luck of Kings to good use), the Homra alphabet are already getting drunk and rowdy and Fushimi's just in the corner muttering to himself.

He's almost managed to make it the whole shift while avoiding Homra when suddenly someone walks over to ask him for a drink, Fushimi turns to tell the customer to order at the bar when he finds himself face to face with Totsuka. Totsuka immediately grins and starts to say hi to Fushimi, Fushimi quickly puts a hand over Totsuka's mouth and is like don't say a word. Totsuka is just super amused by this, wondering if Fushimi's on a mission and Fushimi clicks his tongue like of course I am idiot why else would I be dressed like this. He's telling Totsuka to keep his voice down and try to get the rest of Homra to leave before they blow his cover, which is when Yata comes storming up like hey Totsuka-san is this guy threatening you. Fushimi doesn't even turn as he's like this is why I hate you idiots from Homra all you do is yell and yell without even bothering to take stock of the situation. Yata's like hey who are you calling idiots, grabbing Fushimi by the shoulder and then suddenly letting go with a yell of surprise as he realizes that one, he's yelling at someone dressed in a sexy bunny outfit, and two, that person is Saruhiko. Yata's torn between embarrassment and laughing, like what the hell Saruhiko what's with that outfit. This is already starting to cause a commotion and finally Fushimi starts to laugh a little under his breath. Totsuka says his name all worriedly and Yata's like wait Saruhiko what's wrong, Fushimi gives this big grin as he pulls a bunch of very large knives from seemingly nowhere as he's like you know what fuck it time to finish this mission and the first step will be getting you out of my way Misaki.
