The girl in the photo on Teo’s desk in episode 30 is the same girl in the picture when Rayne and Sam first see the house!

It’s unclear whether or not Teo is related to them, but regardless, it’s pretty safe to assume that the girl isn’t his daughter. He could potentially be her uncle or brother, though; as others have pointed out, he does share some similarities to the mother and father in the picture

Alternatively, maybe the little girl was a past student of his (assuming he wasn’t lying about being a teacher)?
