Radio Scanning and Law in Japan
In Japan, there’s no legal regulation for the possession of radio scanners. However, if you try radio scanning in Japan, you have to understand the Article 59 (Protection of Secrecy) of the Radio Act that says; Article 59 Unless otherwise specified by law, no one must intercept, and divulge or take advantage of the existence or contents of radio communications that are conducted to a specific person (except communications under Article 4 paragraph (1) or Article 164 paragraph (2) of the Telecommunications Business Act; the same applies to Article 109 and Article 109-2 paragraphs (2) and (3)).
This law is generally understood that it’s legal for you to listen to radio communication with a scanner but it’s illegal to disclose what you hear in the scanned communication. That’s why you cannot find any live streaming of scanned radio communications in Japan.
