Person HC of Martial Law:

Martial Law is more like a mode/phase of a country or state and it can affect any depending on the circumstances.

Martial Law itself is basically defined as the military being in control, often characterised by curfews and human rights abuses (whoops).

So in the case of Phil (since Martial Law of the Phillipines is basically his own character), I propose using the flag of the armed forces rather than the war flag since martial law doesn’t necessarily mean the country’s also at war

The naval jack could also work

the only times that the Philippines had their flag turned upside down was the WWII where the Japanese go and ruin everything,,, Martial Law’s flag is dark blue, and temporarily got turned to a light colored flag by the end of the martial law. as for appearance, the highest ranking military official would possibly be the best.
