i'm pretty sure it's damian in his most recent design. he's had tim-esque hair for a while now, and they recently redesigned his costume to be more robin-y again (i actually did like the gray and red-orange one, but i know that a lot of people didn't). the pants are green (tim had black), there's the gold knuckle things and kneepads that tim never had (tim has never really been a gold fella), and there's the claw-looking fingertips that tim never had. also, look at the emblem on the chest; damian's has always been spikier, and that's dami's emblem, just in red instead of black. and the hood. damian's weirdly the only one with a hood (at least consistently). also, like you said, that's dami's mask.
