For anyone still thinking that Carlos in any way deserved a penalty.

In summary:

Turn 1 outside line is THE place to overtake in Zandvoort. It’s how Lando overtook Max earlier in the race. There’s very few places elsewhere to overtake.

Carlos was keeping his own outside line. Lawson was initially aiming to gradually and safely close the outside line to block off the overtake (as he was entitled to do) but had a snap of oversteer as he was trying to drift slowly left.

Carlos has already corrected his course further towards the track edge to avoid Lawson, but the oversteer was a sudden change of direction directly into his path and therefore he couldn’t possibly react in time to avoid a collision.

The stewards did not bother to watch Lawson’a onboard and therefore penalised a Carlos for another driver’s mistake. Whether Carlos’s axle was in front at the apex is irrelevant here; that regulation only applies when the driver trying to overtake forces a lunge when the door is being closed in such a way that the driver should see that he cannot reasonably make the overtake.

In the same vein the driver attempting to overtake cannot be responsible if the driver in front makes an erratic motion, in this case the snap of oversteer. Carlos would have deserved a penalty if if Lawson made a smooth closing of the door and Carlos crashed into him. But as we see Lawson snap-oversteered into him, so the incident was not Carlos’s responsibility.

It was a racing incident. But the stewards couldn’t be arsed to investigate properly, so ten seconds, two penalty points, and a joke is what were left with.
