This is the best way I've ever heard this explained! It's been my theory since the beginning! I wish I could like it multiple times!

Naruto had many names for Sasuke. Rival, Friend, best Friend, Brother, best Friend and one and only Friend. Do you think you can see the development of their relationship through the names he gave him in the manga? And what is your theory in which Sasuke saw him, especially when for Sasuke the word "friend" didn't seem enough in chapter 698?

One thing doesn’t rule out the other. Lovers can be (best) friends too. In fact, having a strong friendship bond with your partner is the secret to having a long-lasting romantic relationship. 

Moving forward, in most narratives, there’s an element of trust that the person telling you the story is telling the truth. However, in unreliable narration, this convention is discarded. In our case, the unreliability is never fully revealed; it’s only hinted at, leaving us to wonder how much the narrator should be trusted and how the story should be interpreted. 

If you go a bit back in a story, you can notice the change in words and actions. For instance, in a whodunnit: From “I didn’t do it” to “I couldn’t ever do anything like that” to “I’m sure I’d never do anything like that.” (Subtext = “I did it.”)

In the beginning, Naruto says that their bond is similar to a brotherhood. Later on, he corrects this and says that their bond is similar to a friendship. Especially Sasuke wants to know why Naruto is so determined to help him when they finally find the time to talk after all these years. Towards the end, Sasuke asks him the same question and wants to know what Naruto meant when he said they are friends. Suddenly, Naruto isn’t sure anymore how to answer his question because the feelings he has for Sasuke are far too great and deep. We, as the readers, can notice subtle changes. Are they brothers? Friends? Lovers? They aren’t brothers, Naruto denied this. And it can’t be a normal friendship, Sasuke questioned this.

It’s pretty evident that Sasuke is aware that there is more than just friendship. Otherwise, he wouldn’t insist on Naruto to explain what his understanding of the term “friend” is. Sasuke knows what friend means, but he doesn’t know what friend means to Naruto because Naruto’s actions can’t be easily waved aside as “that’s what best friends do for each other.” It almost seems like Sasuke wants Naruto to confess his love. At least, that’s what I believe. 

Sasuke’s wide-eyed expression stresses my assumption. Naruto’s words can be interpreted as a roundabout confession of his deep love for Sasuke—which leaves Sasuke surprised.
