One Piece has plenty of characters growing through suffering at a young age, but we rarely see it happen this young and this viscerally. Really let it sink in, this isn't just a baby this is a newborn. Chucked hundreds of meters down into freezing snow and was attacked by wild animals in a matter of minutes. Cold and bleeding and definitely hungry because he was abandoned before he could even be nursed. Having to crawl up a massive, gnarled, rough, scratchy tree as a blizzard blows about and his only protection from the elements is a torn onesie and the tears he's crying immediately freeze to his little cheeks.

Baby Loki has no idea what's going on, he's freezing and in pain and just wants somebody anybody to pick him up and make all of it stop but nobody ever does. And we have no idea how long it even took him to climb up the Adam Tree, but given how small and young he is there's a chance he could have been down there until his toddler years (10 being about 3 for a giant), which lines up with the Elbafian's recounting of Loki's childhood escapades.

The Underworld wasn't just 'Loki's playground', it was where he spent his first hellish moments of life and it later became his prison for a crime he didn't commit. He wasn't controlling the animals, they were his only friends and might have even raised him before he made his way back to the Sun Realm, at least the ones who didn't try to eat him. Which makes them being attacked by the God's Knights hurt even worse knowing how much history they share with Loki.
