7th Pay Commission: The Center is expected to announce the second hike in Dearness Allowance (DA) and Dearness Relief (DR) for employees and pensioners in early September. The Narendra Modi-led government will approve a 3% hike in DA and DR during this period. DA or dearness allowance is given to active government officials. Whereas retired people get DR or dearness relief. 7th Pay Commission: DA 50%  7th Pay Commission: changes in retail prices 7th Pay Commission: employees and pensioners 7th Pay Commission: DA 50%  Dearness allowance for central government employees has been increased to 50% from January 1, 2024. With DA reaching 50%, various allowances including House Rent Allowance (HRA) have been increased in recent months. The government usually increases DA/DR twice a year. And reveals an increase in March and September respectively. However, this increase is applied retroactively from January and July every year. 7th Pay Commission: changes in retail prices The increase in DA is based on All India Consumer Price Index (AICPI). Which tracks changes in retail prices in different regions. Earlier, the increase in DA was determined using the Consumer Price Index with the base year of 2001. However, the government has now substituted a new consumer price index with base year 2016 for calculating DA from September 2020. 7th Pay Commission: employees and pensioners During the monsoon session of Parliament, questions were raised regarding non-payment of 18 months of DA dues. Two MPs asked the Finance Minister whether the government was considering distributing 18 months of stalled inflation benefits to central government employees and pensioners. A decision that was postponed during the COVID-19 pandemic crisis. MPs demanded answers from the government and an explanation as to why the dues were being withheld, especially considering that the economy is the third largest in the world. Further, he sought information about the representations received on the matter till 2024 and the steps taken by the authorities thereafter. In a written reply in the Rajya Sabha, Minister of State for Finance Pankaj Choudhary said: “The decision to stop three installments of Dearness Allowance (DA)/Dearness Relief (DR) to Central Government employees/pensioners from 01.01.2020 and 01.01.2021 is a decision taken by the Government. To ease pressure on finances, taken in the context of COVID-19. Which caused economic disruption. The Center saved Rs 34,402.32 crore by stopping three installments of DA. The Center used this fund to meet the economic impact of the COVID-19 pandemic.

54 फीसदी महंगाई भत्ते का लाभ मिल सकता है

सातवें वेतन आयोग के अनुसार केन्द्रीय कर्मचारियों के वेतन में महंगाई भत्ते को हर छमाही में दो बार बढ़ाए जाने की बात कही गई है जिसमे अगर इस छमाही में महंगाई भत्ते को चार फीसदी बढ़ाया जाता है तो कर्मचारियों को 54 फीसदी महंगाई भत्ते का लाभ दिया जाएगा जिसमें कर्मचारियों को जुलाई माह से महंगाई भत्ता बढ़कर मिल सकता है । 2 छमाही में महंगाई भत्ता बढ़ाने की बात कहीं गई हर साल जनवरी माह से लेकर जून माह के पहले छमाही और जुलाई माह से लेकर दिसंबर माह तक की छमाही में महंगाई भत्ते को बढ़ाने की बात कही गई है जिसका लाभ कर्मचारियों को चुनाव खत्म होने के बाद दिया जाएगा 4 जून को लोकसभा चुनाव के रिजल्ट आने को है जिसके बाद कर्मचारियों को महंगाई भत्ता बढ़ाने की खुशखबरी दी जा सकती है । आठवें वेतन आयोग का हो सकता है गठन महंगाई भत्ता बढ़ाने के साथ-साथ ही आठवें वेतन आयोग का भी गठन किया जा सकता है जिसके बारे में अभी कोई सूचना जारी नहीं की गई है लेकिन चुनाव के रिजल्ट आने के बाद सरकार इस पर चर्चा कर सकती है और इसका गठन कर सकती है जिससे कर्मचारियों को लाभ मिलेगा और उनकी सैलेरी में बढ़ोतरी होगी । Read the full article

The decision will also benefit 15 lakh non-teaching retired staff from the state, public, and affiliated universities.

HRA structure has impacted inflation

The increase in HRA for employees of the central government has impacted the Consumer Price Index (CPI) by nearly 35 basis points at its peak, as per the research paper by the Reserve Bank of India’s department on monetary policy.

Benefit for railways employee under the 7th pay commission

The railway employees can now avail themselves of Leave Travel Concession (LCT) for the first time. Government employees working in the Indian Railways and their spouses are now entitled to LTC as the facility of “Free Pass” is now available to them.

How to calculate increment in 7th pay commission?

To calculate the salary and increment in the new structure of the 7th pay commission, you have the option to use one of many 7th pay commission calculators, which suggests that the salary or pay package can get computed in the following manner:

Step 1 – Enter the basic pay along with your pay band and grade pay.

Step 2 – Select your transport allowance, location, along the percentage of your current house rent allowance.

Recommendations of 7th pay commission

New pay structure

The new pay structure as by the 7th pay commission consists of all the existing levels in the pay matrix, and the commission has not introduced any new levels or hierarchy.

The minimum pay for government employees

As per the 7th pay commission, the minimum pay is now revised to Rs. 18,000 per month for a new government recruit at an entry-level. The minimum salary amount stands at Rs. 56,100 per month for a newly recruited Class I officer.

Pay matrix

The previous system of Grade Pay will not decide the government employee’s salary once the 7th pay commission gets implemented. The salary will get determined as per the level in the new Pay Matrix.

Maximum payment for government employees

It is recommended by the 7th pay commission to increase the maximum pay for government employees to Rs. 2.5lakhs. This revision gets recommended for the apex scale-like cabinet secretaries and others at the same scale or level.

Military service pay

The military service pay will now be admissible to only Defence forces personnel, unlike earlier when it was payable to all ranks, including Brigadiers and their equivalents. Military service pay is compensation for military service, and the 7th pay commission has recommended enhancing MSP for various categories.

Advance

Both non-interest and other interest-bearing advances except Personal computer advance and House Building Advance are abolished in 7th pay commission. Additionally, the House Building Advance ceiling now gets revised to Rs25 lakhs from its earlier amount of Rs.7.5 lakhs.

Pay based on performance

The 7th pay commission has recommended introducing the performance-related pay to subsume the existing bonus scheme for all categories of employees of the Central Government.

महंगाई भत्ते को लेकर है कर्मचारियों में दुविधा

कर्मचारियों के महंगाई भत्ते को 4 फीसदी बढ़ाया गया था जिससे की उन्हे 50% महंगाई भत्ते का लाभ मिलेगा लेकिन जब-जब महंगाई भत्ते को 50 फीसदी किया जाता है तो सातवें वेतन आयोग के नियम के अनुसार महंगाई भत्ते को शून्य किया जाता है साथ ही में अब इसी बात को लेकर कर्मचारियों को दुविधा है की उनके महंगाई भत्ता शून्य किया जाएगा या 54% इजाफा किया जाएगा जिसके बारे में सरकार ने अभी तक कोई भी जानकारी नहीं दी है । आंकड़ों के मुताबिक महंगाई भत्ता पहुंचा 50.84 फीसदी तक इसी के साथ अगर कर्मचारियों का महंगाई भत्ता बढ़ाया जाता है तो उन्हे बढ़े हुए महंगाई भत्ते का लाभ जुलाई महीने में दिया जाएगा साथ ही में AICPI के जो आँकड़े है वह 138.9 तक पहुच चुके है जिससे की महंगाई भत्ता 50.84 फीसदी तक पहुंच चुका है इस आँकड़े को जनवरी 2024 के डेटा के लिए जारी किए गए थे जिसके बाद से लेकर अभी तक कोई भी अन्य आंकड़ा पेश नहीं किया गया है । महंगाई भत्ता कीया जा सकता है चेंज महंगाई भत्ते को लेकर फरवरी, मार्च,अप्रैल, मई और जून के आँकड़े आने को बाकी है जिसमे अगर इन महीनों के आँकड़े पेश किए जाते है तो महंगाई भत्ता निश्चित तौर पर बढ़ेगा जिसका फायदा कर्मचारियों को तुरंत तो नहीं दिया जाएगा लेकिन इसका लाभ जुलाई के महीने में दिया जा सकता है जिसके बाद अगर महंगाई भत्ते को शून्य भी किया जाएगा तो भी कर्मचारियों को 4 फीसदी महंगाई भत्ते का लाभ दिया ही जाएगा । Read the full article
