In my day it was considered bad taste to put the name of your brand on the outside of an item. People would just ask what was the designer who was the designer? If they liked it, then fast fashion became something that people put their labels on the outside as part of the design because youth were beginning to turn their shirts inside out to show their labels as part of snobbery. I paid this much for this outfit and the fashion designers ran with it and all the sudden it became bug and acceptable to have a big name brand on your outfit like with Abercrombie and Fitch now that has died down. Thank God for that because I didn't like it even though they did good with some of the designs. I thought this is just some cheap clothing with the design on it and you're paying for the name before people used to ask because they liked it. I said this is some cheap snobbery Nike has an iconic design on the side of their shoe and I have noticed that a lot of the shoes that have a slight flaws do not get the full Nike emblems that are often sold off as generic high quality seconds. I had a pair of shoes. I said these look like Nike shoes. They were advertised on television for $40. They have the new memory foam inserts. They were horrible. I think I gave them away bench eventually put some inserts in and gave them away but they were very comfortable and I was wondering why I was able to get them for $10 while they were advertised for 40 and I looked at the toe on one of them they had mates but one of them the stitching was off very slightly. It took me being in the dentist orthodontist chair looked down at my feet when I was getting my teeth fixed. Hoping to fix my migraines. I went to the EMT and found it's the damage from the for 104° f 5 and 1/2 day fight fever and hospitalization in the military from the injection from the Neo-Nazi Geneva convention criminal violators who were doing bioterrorism pretending it was a vaccine and just injecting us was stuff to kill us. They finally came out and just said to me I had the right to kill you because you're not all white. You have black African in you. You have type o blood. I said whoa. You're bad. You can't even type blood. I'm weak. A positive. My mother was AB. My father was oo or 00 or not not he doesn't have the markers. I said I'm OA. What are you doing in medical if you can't type blood better and oh did not come without a Africa. It went down into Africa from Europe after the Black plague. Climate of Paris
The Climate of Paris and the region of Île-de-France is temperate and influenced by the Atlantic Ocean: it is quite cold but not freezing in winter and pleasantly warm in summer. However, it has some continental characteristics too, so it can sometimes be very cold in winter and hot in summer.

Look Out For These 3 Design Trends
I’m asked a lot how I can predict trends, how do I really figure this stuff out? My friends (not working in design) say they also know decor trends and they find trend spotting so easy, they buy a magazine or visit a design shop and can spot them in moments. Ok, maybe that’s one way to get a feel for what’s vibing today BUT how about predicting trends, what they could be tomorrow, in a year or two? That’s what I do. So first, we’ll talk about how I predict trends, a little bit about how various things influence design trends, and finally, three design trends that I think you should be watching for…

How about NOT leaving your country for a LUXX vacation experience?
My trend forecasting crystal-ball gazing abilities are driven purely on a combination of things that I inherently have:
Curiosity - A TON
My emotional sensitivity, I’m am an empath (google it). It’s a thing. I always thought I was a little crazy but now I realize that I’m just highly sensitive.
Crazy deep intuition (that I also trust and listen to), I can pick up on cues and things that others just don’t get. I always know when someone is hiding something from me. I’m impossible to lie to.
I’m always watching and listening. I talk a lot but I listen more. I also can talk and be listening to the other table’s conversation at the same time - my brain can just absorb everything. I often wondered if I have ADD and I’m just undiagnosed. If I do, it’s definitely not hurting my life so I’ll keep it. haha.
I pick up on clues, I’m an investigator. At my core I’m a journalist looking for answers, trying to sniff out a good story to tell, wanting to get to the heart of every matter of interest to me personally.
I don’t know what this is called, but I’m a bit like Jason Bourne from those films. I can walk into a restaurant and leave within a seconds time, and sit down and sketch the entire floor plan, every door and window, furniture placement, and also where people were seated. I guess this is part of sensing trends and spotting them. I am observant. Yeah, that’s it. But in a 6th sense kind of way.
I love people. I am fascinated by them. I love all people, all races, colors, religions, genders, lifestyles, I always want to know everything about everyone that I meet.

So, and not to belittle the trend spotters because they have value as much as me, but in my case, it’s not about seeing trends at a fair or on Instagram and calling them out, it’s about sensing what the next trend will be and calling it out in advance.
That is what a trend expert does.
All markets hire trend forecasting agencies, or individual trend experts, to look into their crystal balls and help them to foresee what’s coming. It’s not a coincidence when all of the foodie books are about Slow Food or the design books are suddenly about Holistic Living or Home Organization. These authors worked with their agent, pitched several book ideas in advance, and the agent told them which book would be most likely the best title depending on the release date and what is forecasted to trend around that time. There is a science behind it, a rhyme to the reason.
There are many trends out there, in thinking, in politics, in health… interiors, fashions… But usually, they all mix and end up influencing each other, together. Fashion and culture influence design. Health and politics influence design. Everything influences design.
A trend is not just based on what people want now, but on what experts and tastemakers feel that the current wants will evolve into a year or two from now. For instance, everyone is talking about home organization and simplification. Okay. So what will that mean in a year or two from now? Every trend evolves. What do we think is needed next for people who are trying to simplify their lives? Maybe an app for exchanging products, so instead of buying that new vase, you can find it on an app and barter with the owner, exchange something with them for that vase - a product or maybe even a service. Like you send me that Shell vase and I’ll give you a 30-minute coaching session on Zoom.
So, let’s talk about some vibes that I’m picking up on… some trends to support, to create, and to jump on.
TREND TO SUPPORT: VINTAGE. I can already see the trend that I predicted and wrote about in October 2019 is really coming through more strongly now, that people would return to vintage shops to buy things for the home (and closets) in order to separate themselves from the pack, show their own unique personality and style, and ultimately help the environment because buying vintage is a very sustainable way to shop. So there’s that.
I believe that more and more bloggers and influencers on Instagram will be showing off their makeover skills too - what they’re doing to bring new life to found items, junk shop finds, and flea market hauls.
This will inspire one, then ten, then thousands, and boom! a trend. My prediction is that vintage clothing will also follow this trend and become cool again. People will want to find vintage bags especially because they want to stand out and have something everyone else doesn’t.
TREND TO CREATE: LOCAL LUX TRAVEL. Investors, Designers, Architects, and the Travel and tourism industries in countries, like Germany, really need to get on board with this STAT. They must look more inward and think, “How can we build the next sustainable vacation farm like that one in South Africa, or how can we make a beautiful minimalist haven to stay in like those oceanfront suites in Holland, right HERE in OUR country? Why do people have to LEAVE a country like Germany to find a gorgeous resort. Germany is a gorgeous country but it’s really hard to find amazing, stylish resorts and retreats here. They’re here just not as many as could be.
I believe some investors are already sniffing out opportunities. Especially in countries like Germany where most LEAVE their COUNTRY to travel vs. Parisians leaving Paris for south of France or Italians leaving Milan for the Italian Riviera). Why not build properties within Germany, and create more of a mindset around staying within the borders for a lovely vacation - this is a fabulous plan for the future that I pray will trend at some point… This is really needed because staying local does a lot of good for the local economy (which a country like Germany will greatly need post-pandemic), but also it’s just smarter and more planet-friendly long term. Plus, in a country with a lot of land like Germany, it wouldn’t be that hard for investors to find suitable space to develop lovely, design-focused retreats and places to relax, unwind, and just enjoy life.
I was thinking too that what happens if hotels get greedy once people can travel again? Think about fair (messe) cities when attendees come to town - the rates are 5x higher! What happens if, the moment people CAN travel again, hotels in certain cities that are well visited ordinarily (pre-Corona) end up being extraordinarily expensive just because hotels know they can? Or they’re just more expensive because they want to set some limits and they don’t want to be swamped with people? This could drive locals to stay in lovely countryside locations locally, head to the coast, the mountains, anywhere except a foreign tourist spot. Something to think about.

3. ALMOST A TREND: AUDIO CHAT + CHAT APPS. I believe podcasts had their day, they’ll remain popular but because they are hard to sustain long-term and cost money and considerable time (and are hard to monetize), podcasts tend to come and go.
People with voices in DESIGN who have good content need an alternative to reaching people, quickly, without heavy production overhead.
Audiences also want to listen to more candid stuff, less staged, where they can interact.
This is where chat apps and voice apps come in. You can literally not show your face on an app like Clubhouse and create a live chat or broadcast and do and say whatever you want. Anyone can have their own show these days, it’s fast and easy to set up, free at the moment, and can be monetized through links and whatever it is you’re trying to sell - you can talk about it.
And then there’s Geneva, which I am testing currently in my online course, Attract Engage Grow. It’s a chat app, with rooms, and there are even two rooms for two different ways of communicating - voice-only and video-only. I was speaking to Geneva last week and they told me that by mid-May, you could do a live broadcast in your own video room in Geneva, currently, you can only have 17 viewers, but in less than a month from now, you can have up to 5,000 viewers. This app is totally free right now but they are building it out for monetizing which is great for people with followers.
So those are some trends I am predicting - more, more, MORE vintage, more “audio chats”, and people desired to vacation within their country.

The CGF and GAIN Join Forces on Employee Health
 The Consumer Goods Forum (CGF) and the Global Alliance for Improved Nutrition (GAIN) have joined forces to drive the conversation on health and nutrition in the workplace. On July 3rd and 4th, the CGF and GAIN held a collaborative workshop in Geneva, Switzerland to address the main challenges around workforce nutrition, to share best practices and learnings regarding implementation of programmes in the workplace, and to look to the future to seek shared opportunities. The event, titled Better Nutrition for a Healthier Workforce, gathered key figures and showcased programmes from manufacturing, farming, NGOs, international development organisations, and government sectors, and represented Africa, Asia, Europe, North America and Oceania.
Caring for employees around the world is a key part of the CGF’s Health & Wellness Pillar’s leadership agenda, Collaboration for Healthier Lives (CHL). They aim to explore ways to help drive the industry forward in a collective effort to empower people to live healthier lives. As such, the CGF is constantly looking into ways to collaborate with recognised leading organisations to support their programmes globally. Therefore, joining forces with GAIN, a foundation that works with both governments and businesses to end malnutrition, is in line with the CGF’s aim to drive positive actions.
Globally, approximately 2 out of 3 companies with effective health and productivity programmes believe they perform better than their competitors. The workforce nutrition workshop provided an excellent platform for multi-stakeholder conversations in this regard. Participants got the opportunity to delve into discussions about the business case and benefits of investing in workforce nutrition and to review the existing literature and evidence in a series of presentations, round-table talks, and panel sessions over the two days.
Some of the key points that recurred throughout the workshop included: the need for progress in access and affordability to food that is nutritious and safe, enhancing education around better nutrition for workers, assessment of employee health, support for breastfeeding women, and behaviour change. The workshop also included a marketplace session which gave participants the opportunity to showcase their work on workforce nutrition while connecting with their peers.

Geneva Car Show Axed; Coronavirus Wipes $5 Trillion off World Markets
The rapid spread of coronavirus raised fears of a pandemic on Friday, with countries on three continents reporting their first cases and Swiss authorities cancelling the giant Geneva car show.
World share markets crashed again, compounding their worst week since the 2008 global financial crisis and bringing the global wipeout to $5 trillion.
Hopes that the epidemic that started in China late last year would be over in months, and that economic activity would quickly return to normal, have been shattered as the number of international cases have spiraled.
“Investors are trying to price in the worst-case scenario and the biggest risk is what happens now in the United States and other major countries outside of Asia,” said SEI Investments Head of Asian Equities John Lau.
“These are highly uncertain times, no one really knows the answer and the markets are really panicking.”
Switzerland joined countries banning big events in an attempt to curb the epidemic, forcing cancellation of next week’s Geneva international car show, one of the automotive industry’s most important gatherings.
The United States asked its military in Saudi Arabia to avoid crowded venues including malls and cinemas.
Mainland China reported 327 new cases, the lowest since Jan. 23, taking its tally to more than 78,800 cases with almost 2,800 deaths.
China’s three biggest airlines restored some international flights and the Shanghai fashion show, initially postponed, went ahead online.
‘TIME FOR ACTION’
But as the outbreak eases in China it is surging elsewhere.
Four more countries reported their first cases, taking the number of countries and territories outside China with infections to 55, with more than 4,200 cases killing about 70 people.
Countries other than China now account for about three-quarters of new infections.
An Italian man who arrived in Nigeria was confirmed as the first coronavirus case in Africa’s most populous country. And a person who returned on a flight from Iran became the first in New Zealand.
In eastern Europe, Belarus and Lithuania reported their first cases.
World Health Organization (WHO) Director General Tedros Adhanom Ghebreyesus said all nations should prepare.
“This virus has pandemic potential,” Tedros said in Geneva. “This is not a time for fear. This is a time for taking action to prevent infection and save lives now.”
Ratings agency Moody’s said a pandemic – usually taken to mean a disease spreading quickly in different places – would trigger global and U.S. recessions in the first half of the year.
‘DECISIVE’
Mongolia, which has yet to confirm a case, placed its president, Battulga Khaltmaa, in quarantine as a precaution after he returned from a trip to China, state media reported.
A Chinese official called the epidemic the most difficult health crisis in the country’s modern history. Another said some recovered patients had been found to be infectious, suggesting the epidemic may be even harder to eradicate.
In addition to stockpiling medical supplies, governments ordered schools shut and canceled big gatherings to try to halt the flu-like disease known as COVID-19.
U.S. President Donald Trump’s administration was considering invoking special powers to expand production of protective gear.
In Europe, France’s reported cases doubled, Germany warned of an impending epidemic and Greece, a gateway for refugees from the Middle East, announced tighter border controls.
The death toll in Italy, Europe’s worst-hit country, rose to 17 and those testing positive increased by more than 200 to 655.
Germany has nearly 60 cases, France about 38 and Spain 23, according to a Reuters count.
Tedros told reporters that Iran, Italy and South Korea were at a “decisive point” in efforts to prevent a wider outbreak.
OLYMPIC DOUBTS
South Korea has the most cases outside China. It reported 571 new infections on Friday, bringing the total to 2,337. The outbreak, which has killed 13 people in South Korea, has also dented President Moon Jae-in’s popularity, a poll showed.
The head of the WHO’s emergency program, Dr Mike Ryan, said Iran’s outbreak may be worse than realized. It has reported the most deaths outside China – 34 from 388 reported cases.
U.S. intelligence agencies are monitoring the spread of coronavirus in Iran as well as India, where only a handful of cases of have been reported, sources said.
Japan is scheduled to host the 2020 Olympics in July but Ryan said discussions were being held about whether to go ahead.
Organizers will decide next week on the ceremonial torch relay. It is due to arrive on March 20 for a 121-day journey past landmarks including Mount Fuji and Hiroshima’s Peace Memorial Park.
As of Friday, confirmed cases in Japan topped 200, with four deaths, excluding more than 700 cases and five more deaths from a quarantined cruise liner, Diamond Princess.
Prime Minister Shinzo Abe had called for schools to close and vowed to prevent a severe blow to an economy already teetering on the brink of recession.

You’re Buying Jewelry Wrong: Advice From Fiona Druckenmiller
Ah, the holidays.
It’s the perfect time to buy something significant for a special person—you know, show them you care. And it’s the perfect time to freak out about how, exactly, to do it.
Jewelry is an intensely personal way to express style, even for men. (Don’t try to tempt your tweed-wearing friend with an Apple Watch—he will recoil.)  If you’ve got someone in your life with even the barest shred of personal style, approach the endeavor with eyes wide open and ears curled toward every hint of preferences that float your way.
It is possible to win this challenge. It just takes some effort.
The main thing is to know what you don’t know. So I met Fiona Druckenmiller at her Upper East Side shop to  seek her best advice for buying gemstones. She’s got credibility: As one-half of the multibillion-dollar Druckenmiller fortune, she presides over FD Gallery, a six-story townhouse full treasures from the likes of Société Cartier, Van Cleef & Arpels Inc., JAR, Verdura, Hemmerle, and Viren Bhagat. Walk through the heavy, double-door portal and you’ll find yourself amid glittering items worth hundreds of thousands of dollars apiece. Her clients range from Upper East Side doyennes and French financiers to young, Asian entrepreneurs and Italian barons.
Druckenmiller wants to make it clear: “Just because you’ve bought an engagement ring doesn’t mean you know how to buy gemstones.” It’s solid advice, and a great place to start. Here’s what else you need to know if you are in the market for some seriously fancy jewelry.
You can’t eyeball quality
Do you know the difference between heated and unheated rubies? Can you spot an emerald that has been oiled, vs. one that contains no oil? Probably not. But those enhancements greatly affect the value of stones.
“People have been heating stones for hundreds of years to enhance the color,” Druckenmiller says. “But a Burma ruby that is unheated is going to be worth 10 or 20 times as much as a heated ruby from Africa.”
As for emeralds, many have little fissures in them, because emerald can be brittle. Jewelers often use oil to make the cracks less visible. So an emerald with no oil will naturally be more valuable than one that has been altered.
“It’s not something you can look at and tell,” says Druckenmiller. “People just don’t know. It’s not that they’re wrong to buy them. It’s just inexperience.”
The best way to find out what kind of quality you’re dealing with is to inquire, simply and directly. Question the seller as to where the jewel originated  and how it has been treated. Ask to see the certification papers. And bring along an expert, or a well-trained friend, to act as backup and offer a second opinion.
Even if you have a lot to spend, don’t assume Madison and Fifth avenues are the best places to shop
While such brand-name emporiums as Harry Winston Inc., Tiffany and Co., and K. Mikimoto & Co. offer plenty of beautiful and expensive pieces, they also build additional costs into their prices as well. Glamorous stores require hyper-expensive real estate, with advertising campaigns and red carpet events costing millions each year. It’s all built into the cost structure of each big brand.
What’s more, these brands don’t necessarily offer the highest-quality stones. (Also keep in mind that lower-end big-box jewelry stores sell stones grown in laboratories, a practice so pervasive that this year the Diamond Producers Association launched a marketing campaign called “Real is rare” to emphasize the importance of genuine stones and to bolster business, especially among millennials.)
For instance, Mikimoto sells plenty of cultured pearls. The value of a cultured pearl can be just 10 percent that of a natural pearl. If you want the most natural, rarest item at the best price, you may want to look elsewhere.
“Learn as much as you can and find a trusted source, who also could help you learn,” Druckenmiller says. To find the best authentic items at fair prices, visit small, boutique shops and trustworthy private dealers, as well as auctions and estate sales.
At auctions, be persistent
If you do take your chances at public auctions and sales, be prepared to go up against dealers, retailers, and brand-name houses such as Cartier and Van Cleef, which often buy back important estate- and museum-quality jewelry to keep in their archives and exhibit worldwide. Why wouldn’t they? The supply of significant jewels and gem stones dwindles every year, thanks to inevitable loss, irreparable damage, and collectors who squirrel items into private coffers.
The major gem auctions—think Sotheby’s, Phillips, Bonhams, Christie’s—typically start in November in Geneva and run through December. Industry insiders who attend them “will be very involved” in the first group of auctions, Druckenmiller says. Then they retreat.
“When it gets to be a week before Christmas, they have likely already spent their money or they have gone on to other things—so you can find bargains,” she says. “This will even happen just at the later end of night sales, when they are dropping out, or their attention wanders. But you have to be lucky. It’s a matter of being really vigilant.”
Refuse to accept old or inferior certificates of authenticity
When you talk to a dealer or retailer, always request certificates of authenticity for any gem.
Look to ensure that the lab certification is from a trusted source (the Gemology Institute of America is the most reputable). GIA’s certification confirms the geographic origin, grade, and quality of stones after the institute has determined an item’s gemological identity, alterations, and origin. The place where a gem originated is important because certain countries, regions, and mines are renowned for the quality of their stones.
It’s also vital that certification papers are current. Two years old? Fine. Ten years old? Not acceptable.
“If you go to a dealer and they try to sell you a ruby or a sapphire, and they show you a certificate that is from 2008, I wouldn’t trust it,” Druckenmiller says. Lab technology has improved exponentially in recent years.
“I have seen labs that said in 2008 that a ruby is from Kashmere, but now we are finding out it’s from Madagascar,” she says. “That stone from Africa is worth a tenth of what it would be worth if it was from Kashmere.”
Don’t underestimate the law of supply and demand
As mentioned above, the supply of top-notch vintage Cartier and Van Cleef jewelry and valuables declines yearly. But buyers in Asia continue to feed the region’s voracious demand for known and historic brands, including those and Tiffany, Hermès International SA, and Chanel SA.
The imbalance elevates prices.
“It’s the historic names they know, so every year in those niche markets, the demand goes up and the supply goes down,” Druckenmiller says. This is markedly different than buying something in a modern retail store, where lab-grown gems and cultivated pearls, plus costume-style jewelry and altered stones, can be supplied indefinitely.
Combat this by focusing your eagle eye on auction results. Those can give a good indication of current market rates.
“One thing you could do is ask whoever you’re working with, whatever jeweler you go to, if they have a shop: ‘Can you show me auction comps for similar items?’” Druckenmiller says. “That’s a really good way to get a yardstick on valuations. So if you’re looking at a Cartier Art Deco diamond bracelet, and you see a similar auction result, it might not be exactly the same piece, but if the width is the same, it can give you a good idea for what something similar might be worth.”
If the dealer won’t share auction comps with you, walk away.
Know your audience
The biggest stumbling block to buying jewelry for someone else often comes from simple oversight—buying a piece, such as a ring or bracelet, that doesn’t fit the personality of the receiver.
“Try to understand the lifestyle of the person you’re buying for,” Druckenmiller says. “Is she active? Does she use her hands for her job? That person might need something more lightweight, or made from more durable materials, than someone who [leads a more manicured] life.”
Titanium, platinum, and diamond are options more rugged than, say, garnet, opal, and gold.
If the person you’re buying for often wears big rings and chunky bracelets and necklaces, it’s a good bet she’d like more in a similar vein. If she tends to wear only delicate stud earrings or a thin band around her ring finger, it’s likely she’s a minimalist.
She might even prefer a wristwatch, Art Deco box, or vintage cigarette lighter to traditional jewels. Notice what jewels she wears—if she wears any at all—and select your purchase accordingly.
Do a little research into history
Do your homework. It pays to know the history of jewelry, especially as it relates to fashion and culture. Before YSL and LaCroix were sending Byzantine-inspired costume jewels down the runway, Coco Chanel did it. And she did it best: Chanel’s baubles, brooches, and chains inspired generations of fashion designers in the 1970s and ‘80s. Her work carries more cachet, especially if previously owned by someone notable—a royal or a celebrity.
It’s very simple, Druckenmiller says: “Age adds to value. And provenance matters.”

Statement by Foreign Minister Gabriel on the Berlin Humanitarian Call
Filippo Grandi, Gerd Müller, Ladies and gentlemen,
When I heard the dramatic appeals for aid from the United Nations recently, it was clear to me that the situation in South Sudan, Somalia, Yemen and Nigeria is more calamitous now than it has been for a long time. I’m sure that your response was quite similar. For the first time since 2011, the official UN line is that this is a famine.
However, unlike then, this comes as no surprise. Back then, many people said that they didn’t have a chance to prepare properly. This isn’t a valid excuse this time around as it’s obvious that the various factors such as war, civil war, drought, climate disasters and refugee flows are coinciding. This is why we must do everything in our power to prevent a catastrophe of this nature.
All of you work in these crisis regions on a daily basis and are doing tremendous things under extremely difficult conditions that many people can barely imagine in their everyday lives – from distributing food and water to mobilising donations. And you are working to facilitate humanitarian access in order to give people what they need most urgently.
We have therefore intensified our political and humanitarian efforts in the Federal Government and have, in consultation with our international partners, endeavoured to mobilise further funding.
Allow me to come back to the reason for inviting you here today, however. What we want above all is to find out which measures, which aid, which underlying conditions you believe are required in order to avert a famine. With this in mind, I would like to present the priorities that we believe will help us to make progress. This is not a colossal master plan that claims to solve all of the problems, but a modest programme of work that is intended to show you what we have in mind and where we ask for your support.
Firstly, we need more money! This is not so much your responsibility, but that of governments and private donors. There’s a snag here, however. If you take part in international conferences on a regular basis, then you will have noticed that it is always the same people who are asked for help at each conference and always the same people who don’t even show up to the conference, just to be on the safe side. And this means, of course, that you reach the limits of what is politically feasible at some point. Let’s consider an example. If you say “many thanks for giving us a certain sum of money” to the members of the Bundestag’s Budget Committee on Friday and then come back again on Monday and say “by the way, there’s another disaster for which we’d like to ask you to set aside further funds that aren’t covered by the budget”, then this will work for a while, but not forever. And at some point, people will ask “why is it always these six, seven or eight countries and not the others?” The question as to how we can reach more countries is therefore out there. Incidentally, wealthy states are also among those to close their eyes to what is going on in the world.
And yet we have earmarked around 136 million euros for humanitarian assistance in Nigeria, South Sudan and in the Horn of Africa for 2017 and will request once again that the German Bundestag increase this funding. In other words, Minister Müller and I have already mobilised approximately 100 million euros from the budget of the Federal Ministry for Economic Cooperation and Development and 100 million euros of the Federal Foreign Office budget and, with the support of the German Bundestag and the Finance Minister, we intend to add a further 200 million euros to what we have already pledged. We will therefore set aside money for Yemen and also contribute 50 million euros to the UN Central Emergency Response Fund (CERF).
Secondly, we need not only money, but also greater political will. While humanitarian assistance may be impartial and apolitical, calling for humanitarian access is not. We’re talking here about internationally binding law and are, unfortunately, living through an age in which abiding by the international legal order appears to have fallen out of fashion somewhat. This is why it is vital to keep on emphasising the importance of humanitarian access. We have clear political demands for the parties to the conflict in Yemen as we need aid organisations to be able to get supplies into the country via the port of Al Hudaydah, and without coming under fire. In Somalia, the clans must reach a lasting agreement to stop urgently needed supplies from having to take roundabout routes. Furthermore, the Sudanese Government must open up corridors and keep these open in order to allow food to be transported to South Sudan.
Thirdly, we need greater stability in the region. Our aid can help to alleviate conflicts, but it won’t resolve them. We must intensify our commitment to stabilising difficult and fragile regions. To this end, we intend to make more aid available in South Sudan, as we also pledged to do in Oslo for the Lake Chad region.
Fourthly, all of this will require considerable staying power. None of this must be a flash in the pan. We must actually do far more internationally to ensure that the funds and institutions of the UN are equipped with assets on a permanent basis, rather than having to appeal for money each and every year. This is another reason why we will meet again at a donors’ conference for Yemen in Geneva on 25 April and at a further conference in London on 11 May to talk with our partners about increasing funding, and this is why Germany intends to set a good example.
All of these things are, at the end of the day, important to us for humanitarian reasons. I think that we must, in public, clearly avoid the impression that we only want to tackle famines because we are out to protect ourselves from refugees. This is a strange impression that sometimes arises in the public debate. I think that this is a question of decency and moral integrity and that we cannot look away and ignore the UN Secretary‑General’s calls for help.
It is therefore important to us to also find out from you what we should do and how underlying conditions ought to be changed. And, of course, we also request that you support our Berlin Humanitarian Call not only in Germany, but also in your international cooperative partnerships and networks. Minister Müller once said in another context that if the international community is mooting a two percent guideline with respect to arms expenditure, then we should, at the very least, consecrate 0.7 percent to ODA. My personal opinion is that it would be better the other way around, i.e. two percent for ODA and 0.7 percent for arms expenditure.
Minister Müller’s statement flags up a great dilemma. We find ourselves in a situation in which the entire world is contemplating how to build up military capacities – sometimes for understandable reasons, sometimes not. And given the sums that are under discussion, we should actually be profoundly ashamed if we fail to raise four billion euros for the crises, including the one in the Horn of Africa, which represents but a small fraction of the amount that is being touted in the defence sector.
I therefore also believe that it would meet with great approval in our country if we were to set ambitious goals for ourselves and internationally, including for sustainable development. This would, incidentally, reduce the need for such high levels of defence expenditure. When all is said and done, comprehensive security cannot be guaranteed by the military alone. And so I am particularly delighted that both Minister Müller and I are on the same page here.
