INFORME ASAMBLEAS (5 y 6/7) Y REUNIÓN CON CARRERA DOCENTE (7/7)
Compañeras/os,
A continuación pasamos el informe de lo conversado en las dos asambleas, y de la reunión con la Directora de Carrera Docente, María Victoria Bacigaluppo MANTENIDA EL VIERNES 7/7. Les pedimos que lo lean completo, sabemos que es largo, casi un boletín. Cualquier duda nos contactan.
En ambas asambleas el temario fue:

Propuesta de la información de la asistencia
Relevamiento de opiniones sobre la fase 2 del PlanSarmiento
En la asamblea del día 5/7 tratamos los temas 1 a 4. Y en la asamblea del día 6/7 tratamos los temas 1 a 3, en ambos casos por falta de tiempo.En la asamblea del día 5 contamos con la presencia de la vocal de Junta Socioeducativa por UTE para despejar dudas sobre la titularización, y con la de Rubén Berguier, secretario gremial de UTE para actualizar la info sobre el conflicto docente.
Pasamos breve informe de las asambleas y al final mandatos por separado (como si fuéramos una escuela de dos turnos, sin complicaciones, los mandatos no se anulan entre sí)
1)Titularización:La primera fase de titularización alcanzará a doscientos unx (201) compañerxs, que estaban trabajando a diciembre de 2010, con las horas que tenía hasta ese momento, el resto de las horas que pudieran haberse tomado con posterioridad al 2010 quedan interinas y se titularizarán en la segunda fase.Los requisitos mínimos para la titularización además son: tener título secundario, tener el APTO FÍSICO entregado por haber ingresado a trabajar en la CABA en el Ministerio de Educación (seguir leyendo que más adelante la cosa aclara), no estar en tareas pasivas.La Junta ya comenzó con el trabajo de clasificación de los legajos, ya pidió y obtuvo de la gerencia de Intec la información faltante de 20 legajos, para poder elaborar finalmente un listado que luego se deriva a otros sectores del ministerio para chequear la situación de cada unx. Luego desde Carrera Docente también se chequea que la situación de cada unx sea la adecuada para la titularización y de encontrarse algún situación particular se llama a las personas para lograr la solución necesaria. Vale aclarar que estas situaciones no representan obstáculos, sino que son completamente resolubles en el marco de la experiencia acumulada.
Sobre la documentación requerida desde INTEC recientemente: El pedido realizado desde INTEC entendemos que obedece solamente a la necesidad de completar legajos nuestros EN INTEC. No son necesarios para la Junta, ya que nuestra documentación para el proceso de titularización ya está completa y siendo procesada. Sugerimos comunicarse con Administración ante el caso de no poder llevar la documentación en la fecha estipulada, y consultar con ellxs cualquier duda. Por ejemplo, donde se pide apto físico en original, ninguno de nosotrxs lo tiene, dado que se entregó al momento de gestionar la ficha censal. Si algún/a docente tuvo la idea de quedarse con una fotocopia, es eso lo mucho que tenemos. Sugerimos tranquilidad con eso.
IMPORTANTE: en el acto de titularizacón se nos hará entrega de un papel que es el comprobante que nos permitirá tomar posesión del cargo, lo cual sucede en febrero de cada año (en neustro caso, febrero de 2018). ES MUY IMPORTANTE NO PERDER ESE DOCUMENTO.
APTO FÍSICO PARA TITULARIZAR: Es importante que cada unx sepa si el acto físico le fue otorgado por haber ingresado por el Ministerio de Educación de la Caba y no por otra dependencia (por ejemplo, Secretaría de Deportes, Acción Social, etc.). Si así fuera el caso comuníquese en forma urgente con nosotrxs, ya que estamos a tiempo de encontrar una solución. Insitimos en que dudosamente cualquiera de nosotrxs tenga el APTO en papel, sólo basta saber si fue otorgado por haber entrado a trabajar en cualquier área o nivel del M
inisterio de Educación
de CABA.
TAREAS PASIVAS: Como avisamos a lxs interesadxs varias veces, lxs compañerxs que se encuentran en tareas pasivas por INTEC quedan interinxs, ya que la situación activa para titularizar debe tener un lapso mínimo y continuo de un año. Cualquier duda comunicarse con nosotrxs.
COMPAÑERXS EN PROCESO DE JUBILACIÓN: Según todas las averiguaciones que hemos hecho tanto en la junta como en carrera docente la titularización no es obstáculo para la continuidad normal del trámite jubilatorio. Sin embargo estamos con algunos casos particulares que nos hacen dudar, razón por la cual lo hemos informado en Carrera Docente para continuar las averiguaciones necesarias. Si hay otrxs compas en esta situación, comunicarse con nosotrxs

2) Conflicto DocenteDebido al cierre unilateral de la mesa salarial en la CABA, la UTE y otros sindicatos han realizado insistentes pedidos para que se convoque nuevamente, sin haber sido escuchados.Por ello en unidad se ha convocado a un Paro Docente en la CABA para el Martes 11/7, con movilización.Además se ha conseguido, gracias a las gestiones de la UTE alte el juzgado en lo contencioso administrativo del Dr. Tronfetti, que el gobierno reintegre el proporcional del Adicional Salarial mal descontado a todxs lxs docentes y no sólo a los afiliadxs a la UTE. Se continúa la pelea judicial para la devolución de los días descontados, debido a que las medidas de paro adoptada son responsabilidad de la parte empleadora que incumplió la ley a nivel nacional no convocando a Paritaria Docente.

3) Tenemos en carpeta el proyecto para que lxs compas de Especial cobren el plus por trabajar en esa área, pero como es año electoral y la legislatura esta en otras cosas, es dífícil que se pueda tratar este año, con lo cual propusimos ir a hablar con los candidatxs cabeza de lista de cada fuerza electoral en la CABA.

Sólo tratado el 5/7) Propusimos presentar a la gerencia de INTEC una nueva manera de informar la asistencia: que nuestras planillas sean enviadas por las escuelas por medio de Expediente Electrónico, en forma adjunta con todos los comprobantes necesarios. Y que sea obligatorio para cada FPD que firmemos adicionalmente en el libro de firmas de la escuela, bajada que debería hacerse por los canales correspondientes.

Fuera de temario hablamos de lxs nuevxs compañerxs ingresantes al programa, con lo cual incluimos una decisión en el mandato de ambos días, consideraciones sobre la ampliación de POF, y sobre el Anexo de títulos.
Mandato (se aclara fecha en cada ítem)
Sumarnos al paro y movilización convocado por los sindicatos docentes de la Ciudad para el 11/7. (5 y 6)
Se aprueba la iniciativa de llevar el tema de los compañerxs de especial a los candidatxs a legisladorxs de las fuerzas electorales que se presenten este año. (5 y 6)
Realizar una reunión gremial de docentes ingresantes a INTEC para ponerlos en tema sobre las particularidades de nuestro trabajo, nuestros derechos, nuestras acciones gremiales, etc. Es para "lxs nuevxs", pero también está abierta a cualquier compa que le interese. (5 y 6)
Llevar a la reunión con Carrera Docente nuevamente el pedido de ampliación definitiva de POF y nuevamente también, información acerca del trabajo sobre el Anexo de Títulos de INTEC. (5 y 6)
Se aprueba la propuesta para un modo más eficaz de información de la asistencia. (5)

Reunión con Carrera Docente:
Recabamos información práctica sobre cómo sería el proceso de titularización, se nos confirmó que se empezó a trabajar, pero no hay previsión de fecha concreta debido a que en el procesamiento de la información de nuestros legajos pueden surgir situaciones puntuales que requieran soluciones particulares. De todos modos se preve claramente que será próximamente.Se nos confirmó que el acto de titularización no corta el cobro de los haberes y que la toma de posesión del cargo se hace en febrero de 2018. Se nos confirmó lo mismo en cuanto a los requisitos y en cuanto a la situación de lxs compañerxs en proceso de jubilación, con lo cual se llevaron el tema para rechequearlo con las áreas correspondientes del ministerio.
Insistimos sobre la necesidad de ampliar la POF, y consultamos sobre la ampliación provisoria de pof que actualmente se tiene en INTEC por la cual varixs compañerxs están ingresando directamente como interinxs. Como no es de su área el tema, se llevaron la consulta para darnos una respuesta (una vez más).
Pedimos una copia del borrador actualizado del Anexo de títulos, porque ya no sabemos sobre cual se está trabajando, y nos contestaron favorablemente.
PEDIMOS NUEVAMENTE ANTE LA DIRECTORA DE CARRERA DOCENTE LA INTERINIZACIÓN DE CINCO COMPAÑERXS DE PASEO COLÓN QUE AÚN SE ENCUENTRAN CON HORAS DE PLANTA TRANSITORIA, Y LA GRAVE SITUACIÓN DE UNA COMPAÑERA QUE TRABAJA HORAS DE MÁS FRENTE A CLASE COMO FPD. Quedaron en volver a revisar el tema y pediremos en breve una respuesta.
