Replacing our 2017 Best of the Year WorkForce Pro WF-4740, Epson's WorkForce Pro WF-4830 Wireless All-in-One Printer ($199.99) is a midrange multifunction (print, copy, scan, and fax) printer aimed primarily at small offices. This year's model comes with similar paper capacity, volume ratings, and features as its predecessor—and boasts a $100 price reduction. Its large, auto-duplexing automatic document feeder (ADF) and two 250-sheet paper trays make it well worth its modest price if you're printing and scanning every day. Overall, the WF-4830 is a fast, feature-rich, business-ready AIO that gives great value for its purchase price.

Tall and Powerful

The WF-4830 is the middle model in a recent five-machine WorkForce Pro refresh. The WF-3820 and WF-4820 are less expensive and less robust; the WF-7820 and WF-7840 are wide-format machines (printing pages up to 13 by 19 inches) that are otherwise similar to the WF-4800s. Assuming you don't need poster printing, the WF-4830 is the obvious choice for most offices with moderate printing needs, as it delivers much more value than the WF-4820 and WF-3820. (I'll talk more about how these machines differ in the sections below that cover relevant productivity and convenience features.)

The WF-4830 measures 13 by 16.7 by 19.8 inches (HWD) and weighs 26.2 pounds. That makes it about two inches taller and 3.3 pounds heftier than the WF-4820. It's about the same size and girth as the HP OfficeJet Pro 9025. The most similar printer that Canon offers is the smaller and lighter (and not nearly as capable) Pixma TR8620.

A much more expensive Epson AIO, the EcoTank Pro ET-5850 (also on our 2017 Best of the Year list), has a notably larger footprint and weighs almost 20 pounds more than the WF-4830 unit. And Brother's MFC-J6945DW (on the 2019 Best of the Year list) is bulkier and heavier still, mostly to accommodate tabloid-size printing. I'm including comparison machines that cost up twice as much as the WF-4830 because I couldn't find recent AIOs in the $200 price range that come with two paper trays, a feature that really makes the WF-4830 stand out in its class.

Another perk of the WF-4830 is a 50-sheet auto-duplexing ADF that automatically scans both sides of two-sided multipage documents. Manual-duplexing feeders, such as the one on the WF-4820, can't capture both sides of two-sided documents without a human standing by to flip the stack. If you're regularly scanning two-sided documents that are more than a couple of pages long, auto-duplexing makes a big difference in convenience and saved time.

Of the other AIOs mentioned here so far, only the Pixma TR8620's 20-sheet ADF is manual-duplexing. The two OfficeJet Pro machines come with 35-sheet feeders, and the ET-5850 and MFC-J6945DW both have 50-sheet ADFs.

The WF-4830's paper input capacity is 500 sheets split between two 250-sheet cassettes. That's 250 sheets more than its closely priced sibling, the WF-4820, and comparable to the higher-end ET-5850, which adds a 50-sheet multipurpose tray that pulls up and out from the back of the machine.

The OfficeJet Pro 9025's paper capacity is the same as the WF-4830's, while the Premier comes with only one 250-sheet cassette. Brother's MFC-J6945DW boasts two 250-sheet cassettes and a 100-sheet multipurpose tray, making it the most versatile of this group. The Canon TR8620's meager 200-sheet capacity is the least robust.

The WF-4830's maximum monthly duty cycle is 33,000 pages, and its suggested monthly volume is 1,600 prints. At that rate, you'll refill the paper trays three to four times a month. Those numbers are comparable to the OfficeJet Pro 9025 and MFC-J6945DW, which are rated at 30,000 pages maximum and 2,000 prints suggested, and the OfficeJet Premier, rated for 25,000 pages maximum and 1,500 prints suggested. Canon doesn't share volume rates for its consumer-grade printers. If your printing volume is considerably higher, the ET-5850 can handle double the WF-4830's workload.

Versatile Controls

Aside from Home and Help buttons residing on either side of the screen, the WF-4830's spacious 4.3-inch color touch-screen control panel controls all its functions. You can set up and execute copy jobs, scan to local drives or cloud sites, monitor ink levels, configure security parameters, generate usage reports, and a lot more. You can also use the WF-4830's built-in web portal from any web browser, including the one on your smartphone or tablet.

The WorkForce Pro AIOs all ship with the same standard interfaces: Ethernet and Wi-Fi for networking, and USB 2.0, Wi-Fi Direct, and Bluetooth LE for direct connections. There's a USB port in a covered compartment to the left of the control panel that lets you print from or scan to USB thumb drives.

Android Print, Apple AirPrint, and Mopria make it easy to connect to the WF-4830 from your mobile device. Epson throws in its Epson Connect suite of utilities: Epson iPrint, Epson Creative Print, and Epson Smart Panel (all compatible with iOS and Android); Epson Email Print; Epson Remote Print; and Scan to Cloud. You also get TWAIN drivers for scanning directly into desktop apps.

For faxing and scanning, you get Epson Fax Utility and Epson's two outstanding scanner interfaces, Scan 2 and ScanSmart, as well as a newcomer to the bundle, the Smart Panel App. Scan 2 has three modes—Home, Office, and Professional—that provide access to features according to expertise levels. ScanSmart is a modular scanner interface that supports plugins, such as Epson's ScanSmart Accounting Edition for gleaning data from receipts, invoices, and other financial documents and converting it for use in bookkeeping programs. I suspect it's mostly a response to HP's Smart App, which is touted as a universal interface that allows you to configure and manage all HP printers and scanners across Windows, Mac, Android, and iOS platforms.

One Quick Inkjet

Like the WF-4820, the WF-4830 is rated at 25 monochrome pages per minute (ppm). During my tests, it performed slightly faster than its rating and its WF-4820 sibling. I put it through its paces over an Ethernet connection to our Intel Core i5 testbed PC running Windows 10 Pro. On the first part of the benchmark regimen, I timed it as it printed several copies of our standard 12-page Microsoft Word text file and came up with an average score of 27.5ppm, or 1.1ppm faster than its WF-4820 sibling and 1.2ppm slower than the ET-5850.

The OfficeJet Pro 9025 beat the WF-4830 by 2.2ppm and the speedy OfficeJet Pro Premier came in ahead of the WF-4830 by 10.1ppm. But the WorkForce Pro turned around and trounced the Brother MFC-J6945DW by 9.2ppm. The Canon Pixma TR8620, at 13.7ppm slower than the WF-4830, ate everybody's dust.

The next part of the testing routine entails printing our collection of colorful and complex Excel spreadsheets with accompanying charts and graphs, PowerPoint handouts containing intricate graphics and fonts of varying sizes and colors, and graphics-laden Adobe Acrobat files. I then combined these scores with the results from printing the text document above and came up with 12ppm, a negligible 0.4ppm faster than the WF-4820.

The other Epson, the ET-5850, beat this one by 6.3ppm. The Brother MFC-J6945DW and the two OfficeJets, the Premier and 9025, had speeds almost identical to the WF-4830's. The Pixma TR8620 managed a paltry 4.7ppm.

To finish up, I clocked the WF-4830 as it churned out several instances of two brilliant and detailed 4-by-6-inch snapshots in an average time of about 13 seconds, 1 second slower than the WF-4820 and near average for this group of inkjets.

Superior Text and Image Printing

The WF-4830 printed our common serif and sans-serif sample font pages with crisp, well-shaped, and highly legible characters down to what I could make out without magnification, or about 6 points. The several not-so-common decorative, headline, and theme fonts we test looked good, too. And the colorful and complex business graphics, charts, graphs, and embedded photographs I printed were more than attractive enough for both internal and external business use.

However, it did struggle with a few PowerPoint handouts that contain gradients from light to dark black and from green to black. In some of them, instead of flowing evenly from one color to the next, the gradient stepped, banding perceptibly from shade to shade. The result wasn't awful, but it was obviously not the intended effect.

The photo prints from the WF-4830 were not quite as vibrant as you'd get from an Epson or Canon consumer-grade photo printer (the Editors' Choice–winning Epson XP-7100 comes to mind), but its photo output is good enough for most business applications and even for family photos.

Expensive Per-Page Output

Without some kind of discounted-ink incentive, consumer-grade printers like this one, especially if you push them close to their suggested maximum volume, cost a lot to use. When you buy Epson's so-called high-yield ink cartridges for this printer, monochrome pages will cost you about 3.6 cents each and color prints will run around 11.7 cents each. The more you print, the more you'll care about running costs that are 1 or 2 cents higher per page than those of comparable printers.

I'm comparing this printer to more expensive ones in part because their lower running costs lead to a comparable lifetime cost. The ET-5850 Pro, a bulk-ink EcoTank machine that lists for $900, delivers running costs of 2 cents for both monochrome and color prints. (Note that most of the other EcoTank models, the ones without the "EcoTank Pro" in their names, cost even less to use: 0.3 cent per black page and 0.9 cent for color.) Obviously, you have to print and copy a lot to save enough to make up the difference in purchase price, but when you factor in Epson's current offer of free ink for the first two years you own the ET-5850, the lifetime value math is worth doing.

Both the OfficeJets discussed here are eligible for HP's Instant Ink subscription program, for which the printers monitor ink levels and order more as needed. Subscribing to the $19.99 option gives you your first 700 prints each month for 2.9 cents each and charges $1 for every subsequent 20 pages. If this doesn't sound like an impressive value, keep in mind that we're talking 2.9 cents for every page, even letter-size borderless photos with 100 percent coverage—a fantastic boon if you print a lot of color documents and photos. I should also point out HP is currently offering two free years of its 300-page, $9.99-per-month subscription for Premier owners. A new comprehensive and quantitative analysis of the role of black carbon, aka soot, in the climate system found that the direct warming effect of black carbon could be about twice that of previous estimates.

Soot is the second largest man made contributor to global warming and its influence on climate has been greatly underestimated, according to the first comprehensive analysis of the problem.

The landmark study, co-led by the University of Leeds and published in the Journal of Geophysical Research Atmospheres, says the direct warming effect of black carbon, the term used by scientists to describe soot, could be about twice previous estimates.

Black carbon is believed to have a warming effect of about 1.1 Watts per square meter (W/m2), approximately two thirds of that of the largest man made contributor to global warming, carbon dioxide, and greater than that of methane.

The figures indicate that there may be a greater potential to curb warming by reducing soot emissions than previously thought.

Professor Piers Forster from the University of Leeds’ School of Earth and Environment, who co-led the study, said: “There are exciting opportunities to cool climate by cutting soot emissions, but it is not straightforward. Reducing emissions from diesel engines and domestic wood and coal fires is a no-brainer, as there are tandem health and climate benefits.

“If we did everything we could to reduce these emissions, we could buy ourselves up to half a degree less warming—or a couple of decades of respite,” Professor Forster said.

The 232-page report, which took four years to complete, is the first comprehensive and quantitative analysis of the role of black carbon in the climate system. Its best estimate of the direct climate influence from black carbon is about a factor of two higher than most previous work, including the estimates in the last Intergovernmental Panel on Climate Change (IPCC) Assessment in 2007.

Co-lead author David Fahey from the U.S. National Oceanic and Atmospheric Administration (NOAA) said: “This study confirms and goes beyond other research that suggested black carbon has a strong warming effect on climate, just ahead of methane.” Previous studies had also indicated underestimates of some regions’ soot emissions.

Huge quantities of man made soot enter the atmosphere every year, with about 7.5 million tonnes emitted in 2000 alone. These emissions come from a variety of sources. The largest global cause is the burning of forest and savannah grasslands, but diesel engines account for about 70 per cent of emissions from Europe, North America and Latin America.

Residential fires contribute 60 to 80 per cent of Asian and African emissions and coal fires are also a significant source of soot in China, some Eastern European countries and the former USSR.

The small, dark particles that make up black carbon directly heat the atmosphere by absorbing incoming and scattered heat from the sun. They can promote the formation of clouds that can have either cooling or warming impacts. Black carbon can also fall on the surface of snow and ice, promoting warming and increasing melting by reducing light reflection.

Professor Forster said: “Mitigation is a complex issue because soot is typically emitted with other particles and gases that probably cool the climate. For instance, organic matter in the atmosphere produced by open vegetation burning likely has a cooling effect. Therefore the net effect of eliminating that source might not give us the desired cooling.”

There are some targets for reduction that scientists believe will have a clear benefit.

“One great candidate is soot from diesel engines. It may also be possible to look at wood and coal burning in some kinds of industry and in small household burners. In these cases, soot makes up a large fraction of their emissions, so removing these sources would likely cool the climate,” Professor Forster said.

Reducing black carbon emissions has a major advantage: Its effect would be seen almost immediately because black carbon’s influence is a continuous short-term process. While carbon dioxide remains in the atmosphere for relatively long periods, existing soot emissions are washed out of the atmos Vending Telemetry phere in a few weeks.

This study shows that this is a viable option for some black carbon sources and, since black carbon is short lived, the impacts would be noticed immediately. Mitigating black carbon is good for curbing short-term climate change, but to really solve the long-term climate problem, carbon dioxide emissions must also be reduced.”

The study was commissioned by the International Global Atmospheric Chemistry Project (IGAC), an international organization aimed at fostering cooperation on research into climate change, and involved 31 of the leading international experts on soot emissions.

#Intel and #Android are finally #patching some very serious #security holes. Android is OS and its privileged apps, but #Intel is #firmware / #hardware.

For the past nine years, millions of Intel workstation and server chips have harbored a security flaw that can be potentially exploited to remotely control and infect systems with spyware.

Specifically, the bug is in Intel's Active Management Technology (AMT), Standard Manageability (ISM) and Small Business Technology (SBT) firmware versions 6 to 11.6. According to Chipzilla, the security hole allows "an unprivileged attacker to gain control of the manageability features provided by these products."

That means it is possible for hackers to log into a vulnerable computer's hardware – right under the nose of the operating system – and silently tamper with the machine, install virtually undetectable malware, and so on, using AMT's features. This is potentially possible across the network because AMT has direct access to the computer's network hardware.

These insecure management features have been available in various, but not all, Intel chipsets for nearly a decade, starting with the Nehalem Core i7 in 2008, all the way up to this year's Kaby Lake Core parts. Crucially, the vulnerability lies at the very heart of a machine's silicon, out of sight of the operating system, its applications and any antivirus.

The programming blunder can only be fully addressed with a firmware-level update, and it is present in millions of chips. It is effectively a backdoor into computers all over the world.

The vulnerable AMT service is part of Intel's vPro suite of processor features. If vPro is present and enabled on a system, and AMT is provisioned, unauthenticated miscreants on your network can access the computer's AMT controls and hijack them. If AMT isn't provisioned, a logged-in user can still potentially exploit the bug to gain admin-level powers. If you don't have vPro or AMT present at all, you are in the clear.

Intel reckons the vulnerability affects business and server boxes, because they tend to have vPro and AMT present and enabled, and not systems aimed at ordinary folks, which typically don't. You can follow this document to check if your system is vulnerable – and you should.

Basically, if you're using a machine with vPro and AMT features enabled, you are at risk. Modern Apple Macs, although they use Intel chips, do not ship with the AMT software, and are thus in the clear.

According to Intel today, this critical security vulnerability, labeled CVE-2017-5689, was discovered and reported in March by Maksim Malyutin at Embedi. To get Intel's patch to close the hole, you'll have to pester your machine's manufacturer for a firmware update, and in the meantime, try the mitigations here. These updates, although developed by Intel, must be cryptographically signed and distributed by the manufacturers. It is hoped they will be pushed out to customers within the next few weeks. They should be installed ASAP.

"In March 2017 a security researcher identified and reported to Intel a critical firmware vulnerability in business PCs and devices that utilize Intel Active Management Technology (AMT), Intel Standard Manageability (ISM), or Intel Small Business Technology (SBT)," an Intel spokesperson told The Register.

"Consumer PCs are not impacted by this vulnerability. We are not aware of any exploitation of this vulnerability. We have implemented and validated a firmware update to address the problem, and we are cooperating with equipment manufacturers to make it available to end-users as soon as possible."

Specifically, according to Intel:

An unprivileged network attacker could gain system privileges to provisioned Intel manageability SKUs: Intel Active Management Technology (AMT) and Intel Standard Manageability (ISM).

An unprivileged local attacker could provision manageability features gaining unprivileged network or local system privileges on Intel manageability SKUs: Intel Active Management Technology (AMT), Intel Standard Manageability (ISM), and Intel Small Business Technology (SBT).

Apparently, Intel's Small Business Technology is not vulnerable to privilege escalation via the network. Whether you're using AMT, ISM or SBT, the fixed firmware versions to look out for are, depending on the processor family affected:

"The short version is that every Intel platform with AMT, ISM, and SBT from Nehalem in 2008 to Kaby Lake in 2017 has a remotely exploitable security hole," explained semiconductor industry journo Charlie Demerjian earlier today.

"Even if your machine doesn't have SMT, ISM, or SBT provisioned, it is still vulnerable, just not over the network."

Demerjian also pointed out that it's now up to computer makers to distribute the digitally signed firmware patches for people and IT admins to install. That means if your hardware supplier is a big name like Dell, one of the HPs, or Lenovo, you'll hopefully get an update shortly. If it's a no-name white box slinger, you're likely screwed: things like security and cryptography and firmware distribution is too much hard work in this low-margin business. You may never get the patches you need, in other words.

What is AMT?

AMT is an out-of-band management tool accessed via network port 16992 to the machine's wired Ethernet interface: it lays bare complete control of a system to the network, allowing IT bods and other sysadmins to reboot, repair and tweak servers and workstations remotely. It can provide a virtual serial console or full-blown remote desktop access via VNC. God help you if this service is exposed to the public internet.

It is supposed to require a password before granting access, but the above bug means an attacker can waltz up to the hardware's control panel, unauthenticated. Even if you've firewalled off your systems' AMT access from the outer world, someone or malware within your network – say on a reception desk PC – can potentially exploit this latest vulnerability to drill deep into AMT-managed workstations and servers, and further compromise your business.

AMT is software that runs on Intel's Management Engine (ME), a technology that has been embedded in its chipsets in one way or another for over a decade, since around the time the Core 2 landed in 2006. It operates at what's called ring -2, below the operating system kernel, and below any hypervisor on the box. It is basically a second computer within your computer, and it has full access to the network, peripherals, memory, storage and processors. Amusingly, early engines were powered by an ARC CPU core, which has a 16- and 32-bit hybrid architecture, and is a close relative to the Super FX chip used in Super Nintendo games such as Star Fox. Yes, the custom chip doing the 3D math in Star Fox and Stunt Race FX is an ancestor of the ARC microprocessor secretly and silently controlling your Intel x86 tin. These days, the Management Engine uses a SPARC core.

Details of Intel's ME have been trickling out into the open over the past few years: Igor Skochinsky gave a super talk in 2014 about it, for instance. The ARC core runs a ThreadX RTOS from SPI flash. It has direct access to the Ethernet controller. These days it is built into the Platform Controller Hub, an Intel microchip that contains various hardware controllers and is connected to the main processors on the motherboard.

The ME is a black box that Intel doesn't like to talk about too much, although it is partially documented on Chipzilla's website. It freaks out privacy and security conscious people: no one quite knows what the engine is really doing, and if it can be truly disabled, as it runs so close to the bare metal in computers.

On some Intel chip families, you can kill the ME with extreme prejudice by strategically wiping parts of the motherboard flash.

For years now, engineers and infosec types have been warning that, since all code has bugs, at least one remotely exploitable programming blunder must be present in Intel's AMT software, and the ME running it, and thus there must be a way to fully opt out of it: to buy a chipset with it not present at all, rather than just disabled or disconnected by a hardware fuse.

Finding a bug like this is like finding a hardwired, unremovable and remotely accessible administrator account, with the username and password "hackme", in Microsoft Windows or Red Hat Enterprise Linux. Except this Intel flaw is in the chipset, running out of reach of your mortal hands, and now we wait for the cure to arrive from the computer manufacturers.

Is a big deal? "Yes," said Linux kernel guru Matthew Garrett, who posted some more technical information about the vulnerability, here.

"Fixing this requires a system firmware update in order to provide new ME firmware, including an updated copy of the AMT code. Many of the affected machines are no longer receiving firmware updates from their manufacturers, and so will probably never get a fix.

"Anyone who ever enables AMT on one of these devices will be vulnerable. That's ignoring the fact that firmware updates are rarely flagged as security critical (they don't generally come via Windows update), so even when updates are made available, users probably won't know about them or install them."

Android is getting security fixes for more than 100 vulnerabilities, including 29 critical flaws in the media processing server, hardware-specific drivers and other components.

Android's monthly security bulletin, published Monday, was split into two "patch levels," which are represented as date strings on the "About" page of Android devices.

The 2017-05-01 security patch level covers fixes for vulnerabilities that are common to all Android devices while the 2017-05-05 level covers additional fixes for hardware drivers and kernel components that are present only in some devices.

This month's update patches six critical vulnerabilities in Mediaserver, an Android component that handles the processing of image and video files. This component has been a source of many flaws over the past few years, being a regular presence in the monthly Android security bulletins.

The Mediaserver flaws can be exploited by tricking users to download specially crafted media files on their devices, or by sharing such files via email or some other messaging app. It's not even necessary for the user to open the file because its mere presence on the file system will cause Mediaserver to process it.

By exploiting such flaws, attackers can achieve remote code execution in the context of the Mediaserver process, which has special privileges compared to regular apps. On some devices it can even lead to a complete compromise of all data.

Mediaserver vulnerabilities can theoretically be exploited through multimedia messages (MMS), which is why Google has disabled the automated display of such messages in the default Android text messaging app and Google Hangouts. However, third-party applications might still be exposed to this attack vector.

In addition to the patches for the six critical flaws, the 2017-05-01 patch level also includes fixes for eight high-risk vulnerabilities, five moderate severity flaws and a low severity issue. Some of these vulnerabilities are also located in the Mediaserver component.

Another interesting vulnerability in the Android file-based encryption implementation could have allowed an attacker to bypass the lock screen. If left unpatched, this moderate-risk flaw can allow thieves or law enforcement authorities with physical access to a protected device to extract data from it.

The 2017-05-05 security patch also contains a fix for a remotely exploitable flaw that's related to media processing. The vulnerability is located in GIFLIB, a library that's used by the OS for reading and writing GIF format images.

The GIFLIB flaw is rated critical, but its inclusion in the second patch level suggests that it might not affect all devices.

Other critical vulnerabilities covered by this patch level are located in the MediaTek touchscreen driver, the Qualcomm and Motorola bootloaders, the NVIDIA video driver, the Qualcomm power driver, the kernel sound and trace subsystems and various other Qualcomm components.

These vulnerabilities can be exploited by a malicious application to execute arbitrary code inside the kernel -- the most privileged area of the OS -- leading to a complete and permanent compromise of the device. Recovering from such an attack requires reflashing the firmware on the affected device.

Many high and moderate severity vulnerabilities were fixed in other hardware components and kernel subsystems. For some of them, the fixes are only included in the binary files that chipset manufacturers share with device manufacturers and are not publicly available.

In fact, some of flaws included in this bulletin were already covered by patches released by chipset vendors over the past few years. However, Google decided to include them in its own bulletins now in order to associate their fixes with an Android security patch level.

Google only releases firmware updates for its supported Nexus and Pixel devices and then makes the relevant patches available to the Android Open Source Project (AOSP) -- the code that serves as a base for the firmware produced by device makers. Users should look for firmware updates for their specific devices from their manufacturers.

Residents of northern California won’t have to worry about prisoners escaping from the Alameda County’s Santa Rita Jail in the event of a major earthquake. This “mega-jail” has its own microgrid that is being optimized by scientists from the Berkeley Lab using software they developed called DER-CAM.

When the next “big one” hits northern California, chances are good that the power will be knocked out across large swaths of the Bay Area. But one place that is likely to stand unaffected is Alameda County’s Santa Rita Jail in Dublin, California, the third largest jail in the state and fifth largest in the country. If all goes according to plan, this “mega-jail,” housing about 4,000 inmates, will seamlessly disconnect itself from the electric grid and switch over to its own microgrid, powering itself for the duration.

Scientists at the Department of Energy’s Lawrence Berkeley National Laboratory (Berkeley Lab) are using software they developed called DER-CAM (Distributed Energy Resources-Customer Adoption Model), which looks at electricity and heat requirements, to help analyze and develop an optimal plan for the Jail to meet its needs at minimum cost.

“Microgrids have several promising advantages,” said Berkeley Lab scientist Chris Marnay. “Number one is that they can be tailored to local requirements, so in the case of the jail, the microgrid can help them achieve the extreme reliability their mission demands.”

This demonstration project—led by Chevron Energy Solutions and funded in part by a $6.9 million grant from the Department of Energy with additional funding from the California Energy Commission, the California Public Utilities Commission and others—is aimed at modernizing the nation’s electricity grid. Berkeley Lab is collaborating with a number of additional entities on the project, including Alameda County, Pacific Gas & Electric, the University of Wisconsin, and the National Renewable Energy Laboratory. The microgrid at the jail became operational at the end of the last year and is to be unveiled on March 22.

As Hurricane Irene and other natural disasters have shown, blackouts can cause severe disruptions and major financi inhandnetworks al losses. “Without power you don’t have phones, transportation, water treatment and so on. And without communications other things don’t work,” said Marnay, who leads the jail project for Berkeley Lab. “The motivation for doing localized generation is in part to survive outages and improve local power quality.”

The Santa Rita Jail has intensive electricity needs, with peak demand reaching about 3.0 megawatts (MW), so energy efficiency has long been part of the Jail’s strategy. Various energy efficiency measures over the past 20 years have effectively lowered the jail’s electrical needs by 40 percent. To lower its reliance on the grid, the jail boasts a 1.2-MW rooftop solar system (which was the largest in the U.S. when installed in 2002), a 1-MW molten carbonate fuel cell, and five small wind generators.

The microgrid’s newly installed 2-MW lithium ferrous phosphate battery can carry the load during a power outage without turning on backup generators. During long outages, when the battery’s storage is depleted, the microgrid will turn on the generators at full speed, and effectively power the jail and simultaneously charge the batteries.

The DER-CAM software was used to come up with an optimal schedule for charging and discharging the battery so as to minimize costs. Based on this analysis and other research, DER-CAM is already being used to directly control the large solar thermal system in the Mechanical Engineering Building on the University of New Mexico campus. The same approach has also been selected by the U.S. Department of Defense to optimize charging of a fleet of plug-in electric vehicles to be deployed at the Los Angeles Air Force Base.

“We are excited to be hosting one of the first-of-its-kind, large-scale microgrids,” said Matt Muniz, Alameda County’s Energy Program Manager. “We believe that this demonstration project will successfully exhibit the numerous advantages of microgrids and will be a model for both public agencies and private companies to emulate.”

The batteries are also used to provide energy storage, allowing the jail to buy electric wastewater treatment ity during less expensive off-peak times and minimize the jail’s energy consumption during the peak periods in the summer. When the fuel cell, solar panels, and wind turbines are operating, they will be integrated by the microgrid to maximize their utilization in powering the jail.

The technology that allows the microgrid to seamlessly disconnect itself from the grid and function as an island and then reconnect is the CERTS Microgrid, which was developed by the Consortium for Electric Reliability Technology Solutions at the University of Wisconsin under a decade-long research program managed by Berkeley Lab.

In future work funded by the California Energy Commission, Berkeley Lab’s Demand Response Research Center will explore options for the jail to control its loads to further lower costs and potentially provide support to the grid.

Of course, the microgrid can also function when it’s connected to the grid, allowing the Jail to reduce its electricity bill as well as lowering the load on the local electricity distribution network. “Part of this grant is to demonstrate the ability to lower the electrical load on the neighboring PG&E feeder, which is the part of the of the electricity distribution system from the substation to the meter,” Marnay said. “So the Jail can coordinate with nearby loads such that the overall peak load on that feeder is reduced, which is another way of saying that it provides a big financial benefit to the utility because it postpones them having to upgrade their equipment to increase capacity.”

Besides reliability, microgrids offer several other advantages. One is that they can be tailored to take advantage of local resources, such as the sun or wind. Integrating small and uncontrollable renewables into our legacy grid is tricky because of the requirement that supply and demand must constantly be in balance while these resources vary continuously.

“This thinking leads to the most controversial advantage, by far, which is that we may be able to live with a less reliable grid because highly sensitive loads, such as the Jail, are served in a more localized fashion,” Marnay said. “To me, that’s where the huge advantage lies, in unshackling the traditional grid. With our current system, the grid has no feasible way to differentiate and prioritize between a recharging iPhone and hospital life-saving equipment.”

Along with hospitals and university campuses, another sector very interested in microgrids is the military, for which energy security and reliability are paramount. Earlier last year, DOE announced new steps to enhance cooperation with the Department of Defense (DOD) on clean energy and energy security, including cost effective energy storage. Marnay’s next bi wireless m2m g project at the Los Angeles Air Force Base is only one of several current and planned DOD microgrid demonstrations.
