В Информационное агентство ОО «Антикоррупционной правозащитный совет» поступила информация о возможном незаконном строительстве в городе Днепр по улице Малиновского, 80. На основании полученных данных к этому факту может быть причастна ЧНПФ «ЛЕАН», которая с использованием поддельных документов зарегистрировала право собственности на объект недвижимости в городе Днепр по улице Малиновского, 80 и осуществляет по указанному адресу незаконное строительство. Мы ранее уже писали о схемах незаконной застройки города Днепр, в том числе, с использованием поддельных документов с целью регистрации несуществующих зданий и последующей их «реконструкции».

Изучив имеющиеся документы, относительно незаконного строительства по улице Малиновского, 80 журналисты информационного агентства ОО «Антикоррупционный правозащитный совет» выяснили, что за ЧНПФ «ЛЕАН» было зарегистрировано право собственности на здания и сооружения на основании:

- договор купли-продажи, зарегистрированного нотариусом Кухтиной В.В.;

- регистрационного удостоверения Днепропетровского БТИ;

- декларации о готовности объекта к эксплуатации ДП14211007923 якобы выданной Инспекцией государственного архитектурно-строительного контроля в Днепропетровской области.

Нотариус Днепропетровского нотариального округа Кухтина В.В., является жено�� «известного» судьи Индустриального суда города Днепропетровска Геннадия Кухтина. Экс-руководитель Индустриального суда неоднократно становился героем наших публикаций, но в данном случае мы обратили внимание на другие сомнительные факты, касающиеся регистрации права собственности.

Мы видим, что регистрацию провели согласно якобы выданной декларации о готовности объекта к эксплуатации ДП14211007923. Но, учитывая тот факт, что здание находится на территории города, выглядело довольно сомнительно участие областной ГАСК. Ведь строительство и ввод в эксплуатацию зданий и сооружений на территории города осуществляет городское или всеукраинское подразделение ГАСК. Это зависит от уровня возможной опасности для здоровья и жизни людей, постоянно или периодически находиться на объекте.

Согласно пункту 9 статьи 39 Закона Украины «Про регулирование градостроительной деятельности» зарегистрированная декларация о готовности объекта к эксплуатации является основанием оформления права собственности на этот объект. Без зарегистрированной декларации о готовности объекта к эксплуатации продавать, покупать, брать или сдавать такой объект в аренду нельзя. Чтобы проверить законность заключения договора о купли-продажи объекта недвижимости на Малиновского, 80 мы обратили с запрос в государственную архитектурно-строительную инспекцию. Там сообщили, что сведения по поводу регистрации декларации о готовности объекта к эксплуатации ДП14211007923, отсутствуют.

Получается, что ЧНПФ «ЛЕАН» действительно с использованием поддельных документов зарегистрировала право собственности за на объект недвижимости в городе Днепр по улице Малиновского, 80 и по этому адресу осуществляет незаконное строительство.

Сейчас на улице Малиновского, 80 продолжается строительство. Можно с полной уверенностью предполагать, что неустановленные лица чтобы скрывать самовольное строительства на самовольно занятом земельном участке используют поддельные документы. А именно - декларацию о готовности объекта к эксплуатации ДП14211007923, которая отсутствует даже в госоргане, который ее выдавал.

Таким образом, своими преступными действиями неустановленные лица совершили самовольное строительство на самовольно занятом земельном участке, принадлежащем жителям города Днепра. Горожанам причинен значительный ущерб, также подделаны документ о готовности объекта к эксплуатации. Это дало потенциальным преступникам возможность совершать незаконные действия с земельным участком на улице Малиновского, 80. Такие действия могут быть квалифицированы по статьям 197-1 и 358 Уголовного кодекса Украины.

Результаты с��бственного расследования мы передали в Левобережную окружную прокуратуру города Днепр. В рамках досудебного расследования будут установлены лица, которые непосредственно реализовали схему и осуществляют незаконное строительство с использованием поддельных документов.

Напомним, что ранее мы уже описывали схемы, по которым происходит захват земель коммунальной собственности.

Serial Monitor Linux Terminal

M ost embedded Linux / BSD systems such as routers, servers and nas devices comes with console interface (serial port with RS-232). BIOS can uses this, and after boot BIOS screen I/O is redirected so that you can use the device. Socat is a tool to connect (nearly) everything to (nearly) everything, and tee can duplicate streams. In your usecase you could connect your serial port /dev/ttyS0 to a PTY /tmp/ttyV0, then point your application.

ScriptCommunicator is a scriptable cross-platform data terminal which supports serial port (RS232, USB to serial), UDP, TCP client/server, SPI, I2C and CAN. All sent and received data can be shown in a console and can be logged in an html and a text log.

An Arch Linux machine can be configured for connections via the serial console port, which enables administration of a machine even if it has no keyboard, mouse, monitor, or network attached to it.

Installation of Arch Linux is possible via the serial console as well.

A basic environment for this scenario is two machines connected using a serial cable (9-pin connector cable).The administering machine can be any Unix/Linux or Windows machine with a terminal emulator program (PuTTY or Minicom, for example).

The configuration instructions below will enable boot loader menu selection, boot messages, and terminal forwarding to the serial console.

rEFInd supports serial console only in text mode. Edit refind.conf and uncomment textonly.

Syslinux

To enable serial console in Syslinux, edit syslinux.cfg and add SERIAL as the first directive in the configuration file.

Kernel's output can be sent to serial console by setting the console=kernel parameter. The last specified console= will be set as /dev/console.

At boot, systemd-getty-generator(8) will start a getty instance for each console specified in the kernel command line.

Linux Serial Terminal Console

If you have not configured console= in kernel command line startserial-getty@device.service. For /dev/ttyS0 (COM1) that would be serial-getty@ttyS0.service. Enable the service to start it at boot.

Unless specified otherwise in the kernel command line, getty will be expecting 38400 bit/s baud rate, 8 data bits, no parity and one stop bit-times.

Installing Arch Linux using the serial console

Note: The Arch Linux monthly release(i.e. the installation CD)'s boot loader has been configured(6) to listen on 0 port(ttyS0/COM1) at 38400 bps, with 8 data bits, no parity bit and 1 stop bit-times.

Connect to the target machine using the method described above.

Boot the target machine using the Arch Linux installation CD.

When the bootloader appears, select Boot Arch Linux (<arch>) and press Tab to edit

Append console=ttyS0,38400 and press Enter.

Now systemd should detect ttyS0 and spawn a serial getty on it. Login as root and start the installation as usual.

Note: After setup is complete, the console settings will not be saved on the target machine; in order to avoid having to connect a keyboard and monitor, configure console access on the target machine before rebooting.

Note: While a port speed of 9600 is used in most of the examples in this document, working with higher values is recommended (List of available speeds is displayed in Minicom by pressing 'Ctrl-A' and then 'P')

Troubleshooting

Ctrl+c and Minicom

If you are having trouble sending a Ctrl+c command through minicom you need to switch off hardware flow control in the device settings (minicom -s), which then enables the break.

Resizing a terminal

Unlike ssh, serial connections do not have a mechanism to transfer something like SIGWINCH when a terminal is resized. This can cause weird problems with some full-screen programs (e.g. less) when you resize your terminal emulator's window.

Resizing the terminal via stty is a workaround:

However, this requires you to manually input the proper geometry. The following methods should be simpler.

The number of serial ports using the generic 8250 driver on the default kernel configuration is set to 4 at runtime with a maximum of 32. This will prevent the creation of /dev/ttyS4 and above. Counting the typical built in serial port on the motherboard this prevents the use of the 4th serial port on a 4 port expansion card.

Bilgisayar Nedir?

Bilgisayar, çok sayıda aritmetiksel ya da mantıksal işlemlerden oluşan bir işi, çalışması sırasında bir işletmen’in işe karışması gerekmeksizin, önceden verilmiş bir izlenceye göre, özdevimli olarak yürüten bir veri işleyici. Bir bilgisayar dizgesi elektronik ve mekanik birimlerden oluşan donanım ile bu donanım birimlerini ya da kaynakları istenen işlere yöneltip verimli bir çalışma düzeni içerisinde kullanabilmek için gerekli tüm izlencelerden ve veri yapılarından oluşan yazılım öğelerini kapsar. Minibilgisayar, mikrobilgisayar tanımlarının dışındaki geleneksel bilgisayarlar ana işlem birimlerinin hız ve yapısına, ana belleklerinin sığasına, dış belleklerin ve giriş-çıkış birimlerinin türlülüğüne, sayısına ve hızına göre büyük, ortaboy ya da küçük dizgeler olarak sınıflandırılır. İLK BİLGİSAYAR Bugün anladığımız anlamda ilk dijital bilgisayar icat tarihi ise 1946’dır. Bilginin çıkışı (Çıkış birimleri: Monitör/ekran, Printer/yazıcı, plotter/çizici, modem)   Bilgisayar Donanımı Donanım bilgisayarı oluşturan her türlü fiziksel parçaya verilen verilen addır. Donanım bir merkezi işlem biriminden (Central Processing Unit-CPU) ve bu birime bağlı çevre birimlerinden oluşur. Çevre birimleri de ayrıca giriş birimleri (input devices) ve çıkış birimleri (output devices) olmak üzere iki kısma ayrılır.   Merkezi İşlem Birimi (CPU) Bilgisayarın içindeki temel elemanıdır. Mikro işlemcilerin her yeni kuşağı bir öncekinden çok daha güçlüdür. 286, 386 ve 486 kuşakları artık demodedir. Günümüzde pentium ve daha üst işlemciler geçerlidir. Mikro işlemciler; İntel , IBM, AMD ve Cyrix gibi firmalar tarafından üretilir. İntel’in mikro işlemcileri yaygın olarak kullanılır.   Ana Bellek (RAM) Ana bellek veya rastgele erişimli bellek (Random Access Memory-RAM), bir giriş cihazından veya bir ikincil depolama cihazından okunan veri ve programların, çalıştırılan programlardan elde edilen sonuçların ve bir ikincil depolama cihazına veya bir çıkış cihazına gönderilmeye hazır olan çıktıların tutulduğu yerdir. Buradaki “rastgele erişim” ifadesi bilgisayarın bellek içerisindeki herhangi bir adrese doğrudan gidip bilgileri okuyabileceği veya yazabileceği anlamında kullanılmaktadır. Ana bellekte veriler geçici olarak tutulur; başka bir deyişle bilgisayar kapatıldığında bu veriler silinir. Çok kullanıcılı sistemlerde bilgisayar bir kullanıcı için herhangi bir işi yapmayı bitirdiğinde, ana bellekteki aynı kısma diğer kullanıcılar için işlenmesi gereken veri ve programlar yerleşir. Ana bellek diğer bilgi saklama araçlarına oranla biraz daha pahalıdır. Ana belleğin temel görevleri şöyle özetlenebilir. 1.Halihazırda çalışan programların program deyimleri ve bu programların ihtiyaç duyduğu verileri tutmak. 2.İşletim sistemi yüklendikten sonra ana bellekte sürekli olarak kalması gereken işletim sistemi bileşenlerini tutmak. 3.Programlar tarafından üretilen sonuçları tutmak. 4.Sabit disklere veya harici bir cihaza gönderilmeye hazır olan çıkış bilgilerini tutmak. Bellekte yerleşik olan veri ve programlara ihtiyaç halinde tekrar ulaşabilmek için ana bellekteki her bölgenin bir adresi vardır. Ana belleğin büyüklüğü; aynı anda çalışabilecek program sayısını ve programların çalışma hızını etkiler.   Ön Bellek (Cache Memory) Ana bellek ile merkezi işlem birimi arasında görev yapan ve ana bellekten çok daha hızlı olan bir bellektir. Bu bellek birimi; işlem esnasında çok sık kullanılan bilgisayar talimatları ve geçici olarak tutulan bilgiler için bir “yaz-boz tahtası” olarak kullanılır. CPU ’nun ana bellekten veri alırken harcadığı zamanı azaltır; bu da bilgisayarı hızlandırır. CPU, ana bellekten veri alması gerektiğinde, bu verinin dahili ön bellekte olup olmadığına bakar. Dahili ön bellek, CPU’nun en son işlediği verilerin bir kopyasını saklar. Aranan veri dahili ön bellekte bulunamazsa harici ön belleğe bakılır. Harici ön bellekte de bulunamayan veriler ana bellekten alınır. Bu, ön belleğe göre daha yavaş bir süreçtir.   BİOS (Temel Giriş Çıkış Sistemi) BİOS yongası (entegresi), bilgisayarın açılışı sırasında parçaları kontrol eden ve onları çalışmaya hazır duruma getiren bir program içerir. Bunlar, bilgisayarınıza ekleyebileceğiniz özelliklerden sadece birkaçı. Genişletme yuvalarının tipini, bilgisayarın veriyolu belirler.   Bilgisayar Kasası Bilgisayarı oluşturan parçaların içine takıldığı ve parçaları bir arada tutan metal ve/veya plastik bir kutudur. Önceleri Desktop ve slim kasa adı verilen yatık kasalar kullanılırken son yıllarda Mini Tower diye adlandırılan dik tip kasalar kullanılmaktadır. Ancak IBM, HP ve Compag gibi firmalar daha çok desktop tipi kasaları tercih ediyorlar. Server(sunucu) veya ana bilgisayar olarak kullanılmak üzere tasarlanan bilgisayarlarda genişleme olanakları fazla olan kasalar kullanılmaktadır. Kasanın en önemli bileşeni güç kaynağıdır. Güç kaynağı, normal şehir cereyanını bilgisayarın kullanabileceği elektrik enerjisine dönüştürür. Bilgisayar parçalarının fazla ısınmasını engellemek üzere güç kaynağının içinde bir soğutucu fan bulunur. Genellikle mikroişlemcilerin üzerinde de ayrıca bir soğutucu fan bulunmaktadır. PC (Personal Computer) lerde güç kaynağının kapasitesi ortalama 200-250 watt’tır. Elektrik cereyanındaki dalgalanmalar ve elektriğin kesilmesi bilgisayarınıza zarar verebilir. Makinenizi ve bilgilerinizi korumak için kesintisiz güç kaynağı kullanabilirsiniz. Kesintisiz Güç Kaynağı, elektrik enerjisindeki dalgalanmalara karşı; çıkışında bilgisayarınıza sürekli aynı voltajda temiz bir enerji verir ve kesinti durumunda, içindeki akülerin kapasitesine göre bilgisayarınızı 5 dakika ile birkaç saat arasında çalıştırır. Bilgisayar Kasasında, bilgisayarı kolayca açmak ve “reset” yapmak için tuşlar bulunur Açma/Kapama (Power On/Off) tuşu, bilgisayarı açıp kapamayı sağlar. Monitor(Ekran) Portu, monitörü bağlamak içindir.Görüntü kartının üzerinde bulunur Klavye portu, klavyeyi ve mouse portu da fareyi bilgisayara bağlar. USA (Üniversal Seril Bum) portu, yeni bir standart olan USA; fareden klavyeye tüm cihazları zincirleme şekilde birbirine bağlıyor. USA portları ile 127 adede kadar cihaz bilgisayara kolayca eklenebilir. Oyun portu, joystick’leri bilgisayara bağlar. Genellikle ses kartının üzerinde bulunur. Sabit Disk (Hard disk) ve Disketler Yukarıda belirtildiği gibi bilgiler bilgisayarın belleğinde işlenip değerlendiriliyor. Bilgisayarın kapatılması veya elektriğin kesilmesi halinde bellekteki bilgiler siliniyordu. Bellekte geçici olarak saklanan bilgileri kalıcı olarak saklamak için bilgilerin manyetik bir ortama aktarılması gerekir. En çok kullanılan manyetik ortamların başında ise hard disk ve disketler gelmektedir. Disketler bilgisayara takılıp çıkartılabilirken, hard diskler bilgisayarda sabit olarak kalıyor. Disketlerin hem kapasiteleri düşük hem de disketten bilgi okuma ve yazma hızı hard disklere göre son derece düşüktür. Ayrıca hard diskler disketlere göre daha dayanıklı ve uzun ömürlüdür. Yani hard (sabit) disk sürücü bir bilgisayarın bilgi depolamak için kullandığı en temel birimdir. Veriler bir dizi dönen diskte manyetik olarak saklanır(Kaydedilen bilgiler Dosya adını alır). Bilgisayarınızda birden fazla sabit disk sürücü bulunabilir veya bir sabit disk iki yada daha fazla bölüme ayrılabilir. İlk sabit disk, C sürücüsü diye adlandırılır. Daha sonra takılan hard diskler sırasıyla D,E,F... harflerini alır. Not: D harfi genellikle CD-ROM sürücüsü için kullanılır. Bir sabit diskin saklayabileceği bilgilerin miktarı, MB(Mega Byte) ve GB(Giga Byte) ile ölçülür.Günümüzde sabit disklerin kapasitesi 10-50 GB arasındadır. Not : 1 GB = 1024 MB olmakla birlikte, bazı sabit disk üreticileri 1 GB = 1000 MB olarak tanımlamaktadır. Disket (floppy disk), verileri manyetik ortamda saklayan taşınabilir bir araçtır. Bir disketi(ve hard diski) ilk kez kullanmadan önce biçimlendirmek (formatlamak) gerekir. Formatlama, isketi iz ve sektörlere ayırarak onu kullanıma hazır duruma getirir. Disketler, boyutlarına göre ikiye ayrılmaktadır: 3.5” ve 5.25”. Bugün kullanılan 3.5” disketlerin veri saklama kapasiteleri için iki yaygın standart kullanılıyor: 1.Çift yoğunluklu (Double Density-DD) : 720 KB 2.Yüksek yoğunluklu (High Density-HD) : 1.44 MB Bilgisayarlarda disket sürücü A (varsa ikinci sürücü B) diye adlandırılır. CD-ROM Sürücü CD-ROM (Compact Disk - Read Only Memory) sürücü, kompakt disklerdeki sayısal bilgileri okuyan araçtır. CD-ROM sürücülerde okuma işlemi lazer ışını ile yapılır. CD-RW’larda okuma için ayrı yazma için ayrı lazer ışını kullanılır. CD-ROM’lar alüminyumdan üretilmiş, üzerleri şeffaf polikarbonat maddesiyle kaplanmış ve üzerine koruyucu bir cila çekilmiş disklerdir.CD’ler diğer kayıt birimlerine göre daha güvenilirdir. Bir CD’nin bilgi depolama kapasitesi yaklaşık 650-750 MB arasındadır. Monitör (Ekran) Monitör (veya ekran) bilgisayarın mikroişlemcisinden gönderilen sinyalleri gözün görebileceği şekilde görüntüye dönüştüren cihazdır.
