NTSB investigators are on scene documenting the wreckage, collecting evidence and interviewing witnesses. All aspects of this incident remain under investigation.
A preliminary report is expected within 30 days from the date of the accident. The preliminary report will contain factual information gathered during the initial phase of the investigation. A probable cause of the crash and any contributing factors will come in the final report, which is expected in 12 to 24 months.
NTSB investigators have recovered the cockpit voice recorder (CVR) of the Learjet 55 that crashed on 31 January in Philadelphia. The CVR was located at the site of initial impact, at a depth of 8 feet.​ NTSB investigators also recovered the airplane's enhanced ground proximity warning system (EGPWS), which could also contain flight data. Both components will be sent to the NTSB Vehicle Recorders Laboratory in Washington, DC for evaluation.
NTSB investigators have recovered both engines. Wreckage recovery continues. All of the wreckage will be sent to a secure location in Delaware for further examination.

NTSB: CVR Failed in Philadelphia Jet Crash, 7 Dead, 1,410-Foot Debris Field
The National Transportation Safety Board (NTSB) has released a preliminary report on the January 31 crash of a medical transport Learjet 55 in Northeast Philadelphia, which killed seven people, including six onboard and one on the ground. The crash also injured at least 24 others and caused significant damage to homes and businesses in the area, with a debris field spanning 1,410 feet.
The cockpit voice recorder (CVR), recovered eight feet underground, was found to have not recorded the flight and had likely not been functioning for several years. The plane descended at a 45-degree angle and impacted at 278 mph on Cottman Avenue. The crew made no distress calls to air traffic control during the flight, which lasted less than a minute before the crash.
The plane was en route from Northeast Philadelphia Airport to Springfield, Missouri, and ultimately to Tijuana, Mexico. Among the victims were an 11-year-old pediatric patient, Valentina Guzmán Murillo, who had received treatment at Shriners Children's Hospital, her mother Lizeth Murillo Ozuna, and four Jet Rescue Air Ambulance crew members, all from Mexico. The crash also killed Steven Dreuitt, a 37-year-old man in a car on the ground, and severely injured his 9-year-old son.
The NTSB is still evaluating the Enhanced Ground Proximity Warning System (EGPWS) to determine if any flight data can be recovered. The cause of the crash has not yet been determined, and the investigation is ongoing.
