"The contested legitimacy of law threatened the political stability of the two parties. That Republicans took over at the moment of Prohibition’s constitutional codification complicated the emerging identity of conservative politics. Republicans notoriously provided little funding and federal oversight, and reformers thus had a convenient scapegoat for social dysfunction for which their own forbearers were largely responsible.
Prohibition’s unpopularity also flummoxed Democrats. Prohibition was both the grand culmination of bourgeois progressivism and anathema to the Democratic base, which had championed the right to drink since its clashes with antebellum Whigs. The Democrats identified the problems of legitimacy and lawlessness in the early 1920s but vowed to make Prohibition work. In the 1920 presidential election both Democrat James Cox and Republican Warren Harding were reluctant to divulge their enforcement plans, frustrating the Anti-Saloon League. Ultimately Cox signaled moderate support for the Eighteenth Amendment, a question “as dead as the issue of slavery,” and pledged full commitment to enforcement. Cox and his running mate Franklin D. Roosevelt lost to Warren Harding. In 1924, Democrat John Davis ran against Harding’s and Coolidge’s reputation of cronyism. Davis related law and order to his identification as “a progressive . . . [who] cannot see a wrong persist without an effort to redress it.” He lamented an impotent executive branch and a vigilante atmosphere, in which “administration of the law” had become a matter “little different from those of private vengeance.” The answer resided in steadfast “enforcement of the law, and all the law,” whether against “wealth that endeavors to restrain trade and create monopoly" or against liquor. Officials failing to enforce Prohibition should be held in contempt. Davis denounced the lawless social conflict undercutting political legitimacy. The “solidarity of the great war” had yielded to “a chaos of blocs and sections and classes and interests, each striving for its own advantage, careless of the welfare of the whole.”
Talk of national unity and the rule of law could not conceal the widespread violence and lawlessness, the corruption from top to bottom. Enforcement was conspicuously uneven, targeting the poor and people of color. In the legal black hole of upside-down federalism, enforcement sometimes fell to vigilantes, a haunting echo of World War I. Lawlessness abounded in both the flouting and the enforcement of the law. In September 1924, New York judge Alfred J. Talley was quoted condemning America’s high murder rate in an article titled “The Most Lawless Nation in the World.” In 1926, in testimony before a Senate committee, he attributed a doubling of homicide rates, and rampant corruption and crime, to the impossibility of enforcing Prohibition.
Americans agreed that Prohibition’s shortcomings could not be ignored, but sharply disagreed on the remedy. Some rethought their positions and others became more vigilant. Irving Fisher had opposed Prohibition but told Congress in 1926 that he had “radically changed” his “attitude,” and advocated “increasing the legal machinery” and only “fuller enforcement” would bring “real personal liberty.” In 1929 the Bureau of Prohibition moved from the Treasury to the Justice Department. That same year Assistant Attorney General Mabel Willebrandt conceded that her policy unleashed lawlessness. She condemned the “wholly unwarranted . . . killing by prohibition agents,” decried the hypocrites drinking while they enforced Prohibition. But she proposed strengthened enforcement, better coordination between Justice and the Treasury, more controls on industrial alcohol, tightening the border with Canada, and abolishing patronage.
Willebrandt, “First Lady of the Law,” embodied this difficult time for both progressivism and the Republicans. Her presence in ways brightly captured the reform spirit as she had championed the hodgepodge of early-century progressive causes. She opposed Prohibition personally but supported strict enforcement for the sake of legal integrity. At any rate, Prohibition soon became her albatross. It had promised a middle ground of order between extremes and between different class interests. But instead of producing a middle ground between anarchy and despotism, it produced a mixture of both—the sort of fusion of lawlessness and mobilization that could be organized in a coherent, politically viable manner during warfare, but not during peacetime. America was in a state of pacifist militarism, drained from war but lackadaisically mobilized, and it needed rationalization under new structural and ideological patterns. Many progressive reformers, seeking more humane conditions for prisons or police reform, had staked their lot with Prohibition and lost credibility."

Assassin Heir? Crime Fighting Furry? NOPE NO THANK YOU!
"Danyal, its time to end this game and return with me."
Danny should had known Clockwork had something in mind when he sent him on this mission. He knew he should had been suspicious of the time keeper when he noticed the little 'this is going to be fun' smile on his face when he sent Danny off into the portal.
"Get back here you demon spawn 2.0!"
But how was he supposed to know that he'd wake up in this world version of himself in a pit full of corrupted (AND NASTY) ectoplasim at the tender age of five or that when he swam up to the surface he'd be meeting face to face with what was apparently a cult.
"-O just spotted him a block away! I'll try to cut itty bitty bridie off!"
An Assassins Cult his, new to him, loving yet a little insane mother was in charge of (though during the few months he stayed in the compound he heard rumors and gossip from maids and others alike that if his grandfather returned from the dead he'll take over once again, no doubt punish Talia for creating another heir after the failure of the last one, most likely was going to kill Danny and that... that was can of worms Danny didn't wanna deal with yet)
"Ten bucks says they try to stab RR when we get the feral thing home"
"...Losers bet...."
Danny had lived with his mother for a while after being brought back from the 'dead' for apparently the first time, it turned out training a five year old with an actual sword and a dumbass hidden revenge seeking teacher was a terrible idea.
"I swear if this one tries to murder me like the others I'm asking Zatanna if there is a curse on me."
He dealt with her high demands of perfection, the endless training, and the constant comparisons to his apparent older brother Damain... Who didn't know Danny, or rather Danyal existed.
Nor did his father (when Danny, using his powers he's kept hidden since 'waking' up in this Realm, he sneaked his way around the base and discovered how he came into the world. And tbh he couldn't blame his mom how she made him, she was an assassin first and foremost, being naturally pregnant would had painted a target on her for to long... but he also felt it was unfair and an asshole move on his unsuspecting father as well)
"As your elder brother I demand you to stop running!"
Now don't get him wrong, he did like his new mother (total badass assassin lady and all that) and he knew she loved him in her own... deadly way. But yeah, she really shouldn't be taking care of kids. He could tell she struggled with wanting to be a normal mother but her first instinct after so many years was to be an assassin first.
Something she was trying to engrave into Danny with as well.
"Ah, hello Beloved. I see you've learned of our Danyal."
"Talia. Back away from him and leave Gotham now."
"I can not do that. The League needs an heir and since Damian refuses to return... I have decided to create a new one and I shall not be leaving until he returns with me."
"Talia."
Hence why when Danny, or rather Danyal al Ghul had gotten decent control over his powers he decided to leave the League. Again nothing wrong with the life his mom leads, to each their own, but he... really, really didnt want to be an assassin. Or an assassin heir.
So here he was, after almost a year on the run, using his powers and training to out smart and out maneuver his mother and her many band of Assassins, in Gotham. One of the last places he ever wanted to run to cause he knew his father and brother lived here.
It was just his luck that his mother had managed to intercept his train ride that passed into Gotham for a few hours and forced him to run into the city...
Add her assassins into the mix and running into Robin, who heard from Oracle his mother had been spotted chasing a young boy across the city, that same night.
After that it became a full on "catch me if you can" chase for not only his mother but for the batclan as well.
And after two whole days of chase, it seemed like the final showdown was about to begin because everyone was on top of this rooftop, his mother and her assassins on one side, his father and the batclan on the other and Danny well... he was right in the middle of all of it.
He just had to hope no one would notice him once the fighting started...

Jaime Reyes knows there's a very high probability of encountering a Bat when he moves to Gotham. This is the weirdo capital of the world, after all.
Batgirl is nice, — she returns his stolen wallet on his first week here. As thanks, Jaime doesn’t mention it reeks of blood.
He once waited in line at a Batbucks with Spoiler. They like the same drink.
Robin scares him, but he's also adorable. He also calls Jaime an idiot for getting held at gunpoint. In his own apartment.
Which is far better than Nightwing, who straight up laughs at him for getting kidnapped by Condiment King. He also gets an autograph from Batman. Yeah, its a stolen Batarang, but that still counts.
His meeting with Red Hood is forever imprinted in his memory, thought.
Khaji Da thinks its beneath her to come out during muggins. So, that's how Jaime ends up bundled up in a blanket eight sizes too big, sharing coffee with working ladies.
Hood approaches him with hesitant steps. He walks like he's not used to towering over others, which is— cute? In a way?
“Hey, so,” He fumbles with his wallet. “I don't usually do this, but you're gorgeous. Like, very. And the way you punched Black Mask was hot. Real hot. So I was thinking 1k for a few hours? 2k? Whatever works.”
“…I’m sorry, do you —” Jaime blinks, rapidly. He can feel Khaji tremble on his back. “Do you… Think I'm a hooker?”
It’s kinda hilarious, watching such a big guy freeze like a mouse in a corner.
Mutely, Red Hood throws a smoke bomb down. He trips while running away.

“Jason,” Bruce calmly wrestles Jason to the ground, “Please take Alfred’s shotgun out of your mouth.”
