Active plotlines in the Ides of April
Skip this post in case you've not read up to Chapter 07.
Contains spoilers, thoughts from the author and confusing notes with references. I'm writing this to situate myself given the big jumps and heavy plotlines the next few chapters will feature.
As you can tell, I enjoy planning this story far too much. Feel free to drop me a note, ask questions via anon or just argue with some of the plot points below.
Proceed with caution.
Main story -> The Ides of April Companion story -> The Curious Case of Anna Green.
Romance plot
I'll add the chapter references for this section.
Anna & L
Anna's bloody gauze(s) (chapters 1, 5 + companion story). No DNA match in any international database. Watari surreptitiously picks up a second set of gauzes for further testing in chapter 5 when Anna runs into him with yet another nosebleed at the To-Ho parking lot, during Misa's arrest sequence.
Anna's coin collection (chapter 2 + companion story). Watari confirms to L that a) one of the coins is called bu, real currency from the Edo period,
Watari: "(...) The bu is an authentic coin from the Edo Period, nowadays often on display at museums or secured by ancient history collectors. One single piece would be up for sale starting at 1.5 thousand, subject to the seller’s reputation."
and b) the Gringotts coin is made of pure gold and is neither fake or actively in circulation. L wonders if Anna was telling the truth when she mentioned it was exonumia (i.e., a collectible, not officially issued as currency by a government).
Watari: “The second coin is made of solid gold, though the minting — remarkable as it is — doesn’t match any known branch. The coinage alone is entirely unknown even if it bears Gringotts Foundation inscriptions, as they're not officially in circulation."
Anna's 1989 Macintosh Portable, quills, inkpots, books meant for different courses and inappropriate, old, leather suitcase (chapter 3 + companion story). L finds the entire apparatus questionable and makes a mental note of its strangeness.
L (and Near) run into a wall when trying to investigate Anna (companion story). So far, they've confirmed several red herrings and inconsistencies. It seems that Anna has not been present for the entrance exams, though the scores the got were not good. It begs the question why she was allowed to enrol in the first place.
Near: "(...) no record that Anna Green was ever present for the entrance exams, though, allegedly, she has scores for them. Below average at best, mediocre to the point that, under normal circumstances, no one with this poor of a performance would be considered for admission."
Additionally, she's taken up classes from different graduate schools, which shouldn't be possible,
L: "(...) Indeed, he thinks mildly, it was as if someone with no understanding of academia picked whichever classes they deemed most interesting, across several courses — and different schooling years. Like a patched blanket with no thought or structure, just a lot of questionable decisions along the way."
The only data available on Anna exists in the To-Ho student process. L considers whether she might be part of a smuggling network --- or in witness protection, possibly running away from a cult. Otherwise, there's not even records of Anna getting into Japan.
Near: “...doesn’t exist as a citizen of any country…no travel records in any airline or shipping company coming into or out of Japan…"
It's impossible to find anything on the father beyond his name (in Anna's student process): Atticus Cornelius Green. The mother has a birth certificate in Italy, 1955,, though nothing more can be found after age 11 until her death in Leicestershire, UK, in 1987, due to a freak accident. The maternal grandfather died shortly after from prolonged illness, though 'grief' was recorded as the catalyst.
Uses the highly selective, but virtually unknown and with no online presence, Goodfellow's Bank to pay for tuition, registered under the "apparently long-lived Gringotts Foundation", which was created in the mid 1800's. Mello could not find the physical office allegedly located in Charing Cross Road, London, and no one in the vicinity seemed to remember there ever was a bank by that name.
Anna's house, registered near Windsor, UK, is a ruin (according to Mello, although this was Muggle-Repelling Charms at work). In Japan, she's registered to live at an apartment 5m from away from the university, at the 8th floor. However, the building plans were changed a month before university started in April, stating the building has 7 floors, not 8.
In short, L is extremely suspicious of Anna for all these inconsistencies and the smokescreens, which appear perfectly plausible until investigated to the detail. However, he doesn't think she fits the profile to be Kira, nor is there anything tying her to the case. This is why he doesn't give her the Misa treatment, as there's no evidence to sustain the hypothesis.
L enjoys looking at Anna's picture (companion story). First hints of subtle romance.
L: "He skims through the first 10 pages for an overview, gaze tarrying for a few seconds too long on the picture of a young woman before he turns his attention to the screen."
Anna witnesses Misa's arrest and is subsequently "kidnapped" by L and Watari to keep the case under wraps (chapters 5, 6, 7). L's long term plan is to appease Anna in order to manipulate her, lulling her into a false sense of security so she can be more agreeable to his attempts to extract information. Note: This is a tactic he tries to convince Light to use on Misa in the manga/anime, after they're released from their 50 day incarceration. Light refuses, but I thought it would be very much like L to use it on Anna, especially given her questionable background.
Anna's books, her strange speech patterns (chapters 3, 6, 7). L is making mental notes of Anna's strange terms, like 'moving pictures', how she didn't know how to count money when they first met and try to pay back 3 times the amount she owed Watari.
Anna's 'cat' (chapter 6, 7). Given that the Task Force found cat hairs from the Second Kira, L wants to surreptitiously test if they belong to Anna's cat.
L gets annoyed at Anna for constantly questioning him. Anna detests that L and Watari keep lying to her (chapters 6, 7). That being said, because Anna isn't behaving like a normal civilian—being unusually perceptive of his L's lies and not backing down when she should be cooperative given the circumstances—make L more mistrustful of her. He's not entirely convinced that Anna's cat exists and calculates that there's a decent likelihood that it's a lie so she can escape once out of the hotel. He's somewhat enjoying the "banter", though. He assigns Moji to act as bodyguard should something go wrong.
SPOILERS (hidden side plots, featured later on in the main and companion stories)
L learns from Mogi that Anna was the young woman he was called to arrest for trespassing at Nanushinotaki Park and that she escaped without a trace. From Matsuda, he learns that he bumped into her near To-Ho, the day Matsuda met Light and some university students to go to Aoyama. Matsuda kept Anna's omamori so he could give it back, should he ever bump into her again—and he keeps it in his person at all times. L now has Anna's omamori.
Watari and Moji let L know about the ofuda plastered at Anna's front door. L is not happy about the implications and plans to interrogate Anna about this as well.
L is momentarily speechless when he sees Rufus for the first time glaring at him with yellow eyes from Anna's arms. He thinks it's a crossbreed between a small lion and a Norwegian Forest cat and internally ponders the smuggling network theory again.
Many of Anna's books are now charmed, and they contain bits of folklore and patched bits of other writings she had in her mind at the time of the spell, like plumbing, electricity circuits, etc. L will be very intrigued.
Anna Green's solo character arc
Hints of light depression, feelings of inadequacy, content to finally be a very long way from home and on her own.
Aware of her prejudice and bias against Muggles, though a lot of it she finds to be sensible.
Misses Millicent a lot.
Worried about what it means for the yokai to be so active. Anna doesn't understand why the Ministry staff was so scared that she encountered a Nurarihyon in Tokyo.
Finds the Ministry's overzealousness to be suspicious at best. Anna doesn't understand why would ban the word 'shinigami' or close the borders into Japan, but suspects they're omitting important information from the public.
Disgruntled that she might be followed by yokai. From strange feelings around the old places in town, to her nosebleeds at campus, she senses something is afoot.
Annoyed at Justin for interceding on her behalf so she could have her request to study in a Japanese university accepted.
Generally annoyed by Ryuga's existence given how much he sticks out like a sore thumb, uncaring, when she tries so hard to fit in with the Muggles.
Very much annoyed at Ryuzaki (previously Ryuga, a lie) and Watari for lying to her and trying to manipulate her while sounding plausible. Distrusts them both.
Wants to help the Muggles with what might be a wizarding problem that's leaked into their society, but hasn't quite accepted her role into all this.
Yokai
Strangely active in Japan, no one knows why.
Follow witches and wizards across the city, drawn to their magic.
Seem to understand human speech or, rather, their emotions, but act accordingly.
Yokai are deeply unhappy that they've been wrangled by wizardkind in order to prevent the exposure of magic.
Misc
Anna seems to be somewhat infamous in Japan already, due to being the first witch to attend Muggle university.
After Hiroshima and Nagazaki, only foreign witches and wizards live in Muggle cities across Japan.
Rufus seems to have taken a shine to Watari. Odd.
Sarah is a source of great information.
Midsummer is coming.
Samhain seems to be a difficult time in Japan.
Will we see more of the shopkeeper and the Ministry staff?
Anna took down the wards at her apartment, something's bound to happen any minute.
Anna's wand is now transfigured into a bracelet. There's nuance (and potential problems) to this.
That's it for now. We're in chapter 7, going into chapter 8. Stay tuned!

Your guide to California policy and politics

By Lynn La

Good morning, California.
CA continues fight with other states over reproductive care

After the U.S. Supreme Court overturned federal abortion protections in 2022, California lawmakers moved quickly to make the state a “safe haven” for reproductive health care. But while California has some of the strongest laws ensuring abortion rights, other states’ restrictions can make performing or seeking the procedure from California doctors more complicated.
On Tuesday California Attorney General Rob Bonta, along with 19 other attorneys general, urged the American Medical Association to do more about protecting prospective OB-GYNs seeking certification. To become board certified, OB-GYN candidates must travel to Dallas, where the American Board of Obstetrics and Gynecology is headquartered, to complete their in-person certifying exam.
Under Senate Bill 8, Texas has a near-total ban on abortions and penalizes abortion providers. Because of this, the attorneys general argue that the in-person requirements lead some candidates from their states to fear for their legal and physical safety in Texas.
Though California struggles to provide wide access to maternity care, there are over 3,000 OB-GYNs employed in California — the highest number of any state — according to the most recent data available from the U.S. Bureau of Labor Statistics.
Attorneys’ general testimony to the AMA: “The web of confusing and punitive state-based restrictions creates a legal minefield for medical providers. … Indeed, at least one anti-choice group has publicly announced that it is actively recruiting individuals, including disgruntled ex-boyfriends, to bring cases under SB8’s bounty hunter provision.”
The attorneys general suggest either relocating the testing sites to states where abortion is not restricted; pivoting to remote testing; or granting some exemptions to the in-person exam.
Bonta’s call to the medical association comes as the state Senate is considering a bill that aims to protect California abortion providers beyond state lines.
Last week the Assembly advanced the measure, which would help shield California pharmacists, doctors and hospitals from penalties for dispensing the abortion pill mifepristone to out-of-state patients. The proposal would also strengthen privacy protections, such as removing prescriber names from abortion medication labels.

CA port workers feel tariff squeeze

Since their inconsistent April rollout, President Donald Trump’s tariff policies have had the potential to upend California’s businesses, public pensions and budget. But the tariffs are also disrupting workers laboring at the state’s biggest ports, writes CalMatters’ Levi Sumagaysay.
Across California, port executives and spokespeople have reported notable signs of slowdown:
At the Port of Long Beach, cancellations are beginning to exceed levels seen during the pandemic.
At the Port of Los Angeles, 80 ships were expected to arrive in May, but 17 have been canceled and 10 have been canceled for June. (In May of last year, there were a total of 12 cancellations.)
At the Port of Oakland, April saw a significant 15% month-over-month drop in container activity.
With fewer goods coming in and out of the state, there is less work to go around: Union representatives report that part-time port workers aren’t getting any hours, and port security workers are struggling to carry out their jobs with few workers to look after. Truck drivers also say they are seeing less work.
Eric Tate, secretary-treasurer of Teamsters Local 848, which represents Southern California truck drivers: “We’re trying to gear up and quickly move stuff around. We’re trying to save Christmas.”

CA tech department finds zero high-risk systems

Illustration by Adriana Heldiz, CalMatters; iStock
By law, the California Department of Technology must submit a report every year on whether state agencies and entities are using high-risk automated systems that can affect people’s lives.
In its most recent findings, the department said that none of the nearly 200 state entities it surveyed uses high-risk automated systems — despite a handful of legislative analyses concluding that California must spend millions of dollars a year to monitor the state’s use of high-risk algorithms.
As CalMatters’ Khari Johnson explains, high-risk algorithms are systems that can assist or replace human decision making. In the winter of 2020, the California Employment Development Department paused unemployment benefits for 1.1 million people after it used artificial intelligence tools to mistakenly flag thousands of legitimate unemployment applicants as fraudulent.
The California Department of Corrections and Rehabilitation also uses automated systems to assign recidivism scores to inmates, including one system that has a documented history of racial bias.
But the technology department’s assessment is based on self reports, and it’s up to each agency to determine whether they are using a high-risk system. Critics of the report argue agencies should expand their definition of high-risk systems to include algorithms such as the ones that the employment and corrections departments are using.

And lastly: CA’s ‘science of reading’ bill

California lawmakers reworked a bill that now seeks to provide funding for phonics-based instruction in K-12 public schools, but stops short of requiring the teaching method. CalMatters’ Carolyn Jones and video strategy director Robert Meeks have a video segment on the bill as part of our partnership with PBS SoCal. Watch it here.
SoCalMatters airs at 5:58 p.m. weekdays on PBS SoCal.

How to Build a Strong Borrowing Base for Asset-Based Lending Success
If you're running a business and need working capital, Asset-Based Lending (ABL) can be a flexible and dependable solution. Unlike traditional loans that rely mainly on your credit score or profitability, ABL allows you to borrow money using your company’s assets—like receivables, inventory, or equipment—as collateral.
But how do lenders decide how much to lend? That’s where your borrowing base comes into play. In this blog, we’ll break down what a borrowing base is, how it’s calculated, and what steps you can take to build a strong one that helps you unlock more liquidity.
What Is a Borrowing Base?
Your borrowing base is essentially the value of your eligible assets that lenders are willing to lend against. It’s like a safety net for the lender—ensuring there’s enough collateral to recover funds in case of default.
A simple example:
Let’s say you have $1,000,000 in receivables and $500,000 in inventory.
If your lender offers an advance rate of 85% on receivables and 50% on inventory: Your borrowing base = (85% of $1,000,000) + (50% of $500,000) = $850,000 + $250,000 = $1.1 million
That means you could potentially borrow up to $1.1 million, depending on your agreement.
What Assets Typically Count?
Accounts Receivable (A/R)The most common asset used in ABL. Lenders prefer receivables that are:
Less than 90 days old
From creditworthy customers
Free from disputes or prior liens
InventoryCan include raw materials, finished goods, or work-in-progress. Lenders usually discount inventory more heavily due to its risk of obsolescence or market fluctuation.
Equipment or MachineryThis can be included in some ABL structures but usually has a lower advance rate and may require appraisal.
What Makes a Borrowing Base “Strong”?
A strong borrowing base isn’t just about quantity—it’s about quality. Here's what strengthens your position:
Accurate and updated records: Outdated data on receivables or inventory can reduce your borrowing power.
Stable customer base: Reliable customers who pay on time increase your receivables' value.
Diversification: Avoid concentration risk—don’t let one customer represent a huge share of your A/R.
Inventory turnover: Faster-moving inventory is better collateral than items that sit idle for months.
Clear title and no encumbrances: Assets should not be pledged elsewhere or under legal dispute.
How Do Lenders Evaluate the Borrowing Base?
Lenders usually perform regular field exams, review financial statements, and request borrowing base certificates. These documents must match your actual data. The more transparent and organized you are, the more trust you build.
Here’s where Private Credit Monitoring Software becomes very useful. These platforms help businesses track the value and eligibility of their collateral in real time. They automatically calculate borrowing base availability, reducing manual errors and improving lender confidence.
Role of Compliance and Oversight in ABL
When lenders approve large ABL facilities, they need to stay on top of risks—not just at the start of the loan, but throughout the life of the facility. This is where Lender Compliance Technology helps. It ensures borrowers follow covenants, maintain required financial ratios, and submit documentation on time.
A robust compliance framework protects both parties. Borrowers avoid unnecessary fees or breaches, while lenders minimize exposure to default.
Can Asset-Based Lending Support Risk Transfer?
Yes. In structured credit markets, asset-backed portfolios are often bundled and used in Significant Risk Transfer (SRT) transactions. Here, lenders can reduce their exposure by transferring portions of the credit risk to other investors. But a clean, reliable borrowing base is essential in these transactions—it builds trust, reduces complexity, and supports accurate modeling.
How Portfolio Technology Connects the Dots
Borrowing base evaluations are not one-off events—they evolve. As your business grows or assets fluctuate, your borrowing power changes.
If you're managing multiple facilities or operating in private credit, you’ll benefit from tools like Direct Lending Portfolio Management Technology. These platforms offer:
Real-time facility monitoring
Drawdown tracking
Covenant compliance alerts
Consolidated borrower and asset performance data
This kind of visibility helps your finance team stay proactive rather than reactive, especially when asset values change quickly.
Final Thoughts
Building a strong borrowing base is both a science and an art. You need to maintain solid internal records, understand what lenders look for, and be proactive in monitoring asset quality. With the right practices and tools in place, Asset-Based Lending becomes more than just a loan—it becomes a strategic cash flow solution.
Whether you're a growing manufacturing firm, a distributor, or a business looking to stabilize cash flow, focusing on the health of your borrowing base can make all the difference.
FAQs
Q1: What is the typical advance rate in Asset-Based Lending?Advance rates vary but are often around 80–85% for receivables and 40–60% for inventory, depending on the asset’s risk.
Q2: Can I include all my receivables in the borrowing base? Not necessarily. Lenders may exclude receivables that are overaged, from foreign customers, or otherwise considered uncollectible.
Q3: How often is the borrowing base recalculated?Typically monthly or weekly, depending on the facility size and lender requirements.
Q4: Is software necessary for managing a borrowing base? While not mandatory, tools like Private Credit Monitoring Software can significantly reduce errors and streamline reporting, especially in larger facilities.
Q5: Can Asset-Based Lending help me grow my business?Absolutely. With a solid borrowing base, you can access liquidity faster and invest in operations without waiting for customer payments.

Advantages of AI-Based Remote Proctoring Test Systems
As education and certification shift toward digital formats, ensuring secure and credible online assessments is essential. AI-based remote proctoring test systems are leading this transformation by offering smarter, more scalable ways to maintain test integrity. Proctor360 has emerged as a key player in providing institutions with tools that leverage artificial intelligence to monitor exams with unmatched efficiency.
Enhancing Test Security with Remote Proctoring Test AI
AI-based remote proctoring test solutions offer unmatched accuracy when it comes to monitoring candidates and preventing malpractice. Through facial recognition, eye movement tracking, and voice detection, AI algorithms can identify suspicious behavior during an exam in real time. Proctor360's AI system flags these behaviors for human review, minimizing false positives and allowing institutions to focus on genuine violations. This dual-layer of surveillance helps maintain a consistent standard of test integrity across a wide variety of exams.
Remote Proctoring Test Allows Greater Flexibility and Reach
One of the most appealing benefits of a remote proctoring test system is its ability to allow candidates to take exams from any secure location. AI-enabled proctoring eliminates the need for physical testing centers, reducing overhead for institutions and increasing convenience for test-takers. Proctor360’s platform supports exams on various devices, letting users take assessments from their homes or offices. This accessibility is especially crucial for working professionals, international students, or individuals living in remote areas.
Cost-Effective Testing Without Compromising Quality
AI-powered remote proctoring test solutions also deliver significant cost savings. Educational institutions and businesses no longer need to invest in physical infrastructure or hire a large number of human proctors. Proctor360 combines automated AI monitoring with optional human oversight, offering a cost-efficient alternative that doesn’t compromise exam quality. Additionally, since these systems are scalable, they’re well-suited for large-scale testing without requiring a proportional increase in staffing or resources.
Scalable Solutions for Institutions and Organizations
Scalability is a crucial factor for institutions handling high volumes of candidates. AI-driven remote proctoring test platforms can manage thousands of simultaneous sessions without performance issues. Proctor360’s cloud-based infrastructure supports on-demand testing, batch scheduling, and real-time analytics to accommodate varying assessment needs. Whether it's a university conducting end-of-semester exams or a company rolling out employee certification programs, scalability ensures that each participant gets a seamless experience.
Real-Time Alerts Improve Remote Proctoring Test Efficiency
AI in remote proctoring test systems brings the advantage of immediate responsiveness. These systems continuously monitor test-taker behavior and provide real-time alerts when unusual activity is detected. Proctor360’s software highlights instances such as multiple faces on screen, unexpected noise, or attempts to open unauthorized applications. These alerts allow for quick human intervention if needed and ensure that cheating is curtailed promptly.
Post-Exam Reporting Ensures Transparency and Accuracy
Post-exam transparency is vital for both examiners and test-takers. A remote proctoring test system like the one from Proctor360 generates detailed analytics that include timestamps, flags, screenshots, and behavior summaries. These reports can be used for dispute resolution, internal audits, and quality assurance. Institutions benefit from having a clear, reviewable trail of all activity during an exam, which supports compliance and decision-making.
Prioritizing Data Security and Privacy Compliance
As with any digital platform, data protection is paramount in remote proctoring test systems. AI-based tools must comply with international regulations such as GDPR, FERPA, and other privacy standards. Proctor360 employs advanced encryption protocols and secure cloud storage to ensure that candidate information is handled responsibly. By prioritizing user privacy and data security, the system builds trust with users and maintains the integrity of the testing process.
Conclusion
AI-based remote proctoring test systems are transforming online assessments with enhanced security, scalability, and convenience. With advanced monitoring features and detailed reporting, Proctor360 offers a comprehensive solution that supports both academic institutions and corporate entities. Understanding the Importance of ID Verifications in the Digital Age
The need for identity verification cannot be emphasised in today's linked world. As the digital landscape changes, so does the demand for dependable and secure identity methods. ID verifications are critical to protecting individuals and businesses from identity theft, fraud, and data breaches. Every digital transaction, from online banking to government website registration, now requires adequate ID verifications. The primary purpose of ID verifications is to authenticate someone's identity. This could entail confirming a passport, driver's licence, national ID card, or other government-issued documents. As cybercrime gets more sophisticated, there is a greater demand for stringent ID verifications in various industries, including finance, education, healthcare, and tourism. Ensuring that the person using a service is who they say they have become a common security precaution. Furthermore, ID verifications have become critical to meeting regulatory standards. Industries including finance and telecoms must establish Know Your Customer (KYC) procedures. These procedures are based on reliable ID verifications, which assist institutions in detecting suspicious activities such as money laundering and terrorism funding. Companies that do not complete full ID verifications risk incurring legal consequences, reputational damage, and economic loss. Another area where ID verifications are required is employment. Before hiring, employers must verify the names and credentials of prospective employees. This step is particularly critical for remote hiring, which is becoming more popular. Employers can conduct required checks without meeting in person, lowering the risk of recruiting fraudulent employees. Educational institutions also use ID verification to maintain the security of exams and certifications. With the rise of online learning and tests, ID verifications help avoid impersonation and ensure academic integrity. ID verifications are becoming more important in the world of e-commerce and digital services. Online platforms must verify that users are real and of legal age, especially when dealing with age-restricted commodities or services. By enabling quick ID verifications, service providers may protect children, prevent chargeback fraud, and boost customer confidence. As technology progresses, biometrics are used to verify identities.
E-commerce and digital services have also seen an increase in the demand for effective ID verifications. Online platforms must verify that users are real and of legal age, particularly when providing age-restricted products or services. Implementing real-time ID verifications allows service providers to safeguard minors, prevent chargeback fraud, and increase consumer trust. As technology progresses, biometric verification is becoming more integrated into ID verifications to improve speed and accuracy. Despite the obvious benefits, there are still problems in making softened ID verifications. In some areas, individuals may lack proper identification documents, which makes it difficult for them to obtain crucial services. Therefore, you must strive to create verification systems that are more inclusive and meet the needs of all users, regardless of their circumstances. Finally, identity verification has become an integral part of digital life. ID verifications are critical for preventing fraud, facilitating secure transactions, and meeting regulatory standards. As the number of digital contacts grows, so does the significance of establishing secure, accessible, and reliable ID verifications to ensure a safe and inclusive society.
