An overview of Billy Batson’s relationship with police (both good and bad) across the main comic canons:
I’ve seen multiple posts headcanoning Billy Batson and Captain Marvel as having a negative relationship with the police, and I understand the appeal of this and certainly don’t have an issue with the concept.
But I am concerned that this is resulting in misconceptions about the character’s relationship with police in canon and that these kinds of headcanons in general can inadvertently ‘cover up’ the history of pro-police messaging in comic books. I think it’s important to acknowledge the police’s actual depiction in comics because of their historical influence in shaping young people.
So here I’m briefly going over how Billy’s relationship with police has been portrayed in the three main comic canons.
Pre-Crisis (1940-1985)
Captain Marvel had a positive working relationship with the police, regularly shown to turn the criminals he caught over to them, though I have seen a few instances of police officers being bothered by the attention and praise that Captain Marvel gets over them.
And unrelated to Captain Marvel, Billy Batson also had a positive working relationship with the police in his profession as a reporter, with them being helpful sources of information as he was investigating stories.
For example, in Captain Marvel Adventures (1941) #14 Billy is invited along when the police chief receives a report during an interview simply because he thought it’d provide a good story for Billy.

And issues would always end with Billy giving some kind of conclusion to the story through his radio show which was sometimes saying what prison sentence the criminal received.
For example, in Captain Marvel Adventures #4 Billy uses his platform as a popular radio show host to publicly support a city prosecutor after his case against a mob leader was dismissed when the key witness, who Billy referred to as an “honest cop” who wouldn’t be intimidated, was murdered. And then the issue ended with Captain Marvel turning said mob leader over to the police and Billy announcing on his radio show that he had received the death penalty.

And prior to Billy being given the ability to transform into Captain Marvel and getting his job as a radio reporter, he had spent some time homeless after his uncle cruelly abandoned him. A flashback story in Captain Marvel Adventures #88 shows Billy being saved by a police officer and taken to a hospital when he nearly froze to death shortly after first being abandoned.

It’s necessary to note when discussing the portrayal of police in Fawcett comics that the company had editorial rules restricting how police and judges could be portrayed as is outlined in their 1942 writing code of ethics which was published in Fawcett Companion: The Best of the FCA edited by P.C. Hamerlinck.

Fawcett Comics stopped publishing the Marvel Family in 1953 and the characters wouldn’t appear again until revived by DC Comics in 1972. In the interim, the Comics Code Authority established some similar rules in 1954 to Fawcett Comics’ that (emphasis mine):
Crimes shall never be presented in such a way as to create sympathy for the criminal, to promote distrust of the forces of law and justice, or to inspire others with a desire to imitate criminals.
If crime is depicted it shall be as a sordid and unpleasant activity.
Policemen, judges, government officials, and respected institutions shall never be presented in such a way as to create disrespect for established authority.
Criminals shall not be presented so as to be rendered glamorous or to occupy a position which creates a desire for emulation.
In 1971 these rules were updated to (emphasis mine):
Crimes shall never be presented in such a way as to promote distrust of the forces of law and justice, or to inspire others with a desire to imitate criminals.
No comics shall explicitly present the unique details and methods of a crime, with the exception of those crimes that are so farfetched or pseudo-scientific that no would-be lawbreaker could reasonably duplicate.
Policemen, judges, government officials and respected institutions shall not be presented in such a way as to create disrespect for established authority. If any of these is depicted committing an illegal act, it must be declared as an exceptional case and that the culprit pay the legal price.
If a crime is depicted it shall be as a sordid and unpleasant activity.
Criminals shall not be presented in glamorous circumstances, unless an unhappy ends results from their ill-gotten gain, and creates no desire for emulation.
Note that these are not all of the Comics Code Authority rules, just the ones relevant to this discussion.
I bring this up as to not create the false impression that Fawcett Comics’ rules were unusually restrictive and that other comic book companies portrayed police officers drastically differently.
After the revival of the Marvel Family by DC Comics in 1972, they were still portrayed as to have a positive working relationship with the police.
Post-Crisis (1985-2011)
All of Captain Marvel’s solo comics published in the late 80s were retconned out of continuity in the 90s, with only his appearances in teams and other characters’ book remaining canon, so all his relevant stories from the Post-Crisis continuity came after the 1989 Comics Code revision, which limited the restrictions regarding crime to:
While crimes and criminals may be portrayed for dramatic purposes, crimes will never presented in such a way as to inspire readers with a desire to imitate them nor will criminals be portrayed in such a manner as to inspire readers to emulate them. Stories will not present unique imitable techniques or methods of committing crimes.
The Post-Crisis Billy Batson had a more complicated relationship with authority than the Pre-Crisis version as he had been kept a child living on his own and supporting himself which was not as acceptable in the 90s as it was in the 40s. Though as Captain Marvel the relationship was similarly positive to what the prior version’s had been, with him being able to get information from them or give criminals he caught to them.
A recurring character throughout the The Power of Shazam! (1995) was Muscles McGinnis, an undercover cop in the city’s mob whose secret Captain Marvel kept and who he had a positive working relationship with.
For example, in The Power of Shazam! #4 when Billy is looking into Mary Bromfield’s background because he suspects that she’s his long-lost sister, McGinnis procures her adoption records for him as a favor.
One particularly striking scene to me is in The Power of Shazam! #12 when Billy says that Muscles McGinnis wouldn’t have killed someone because he’s a cop.

But particularly noteworthy here is a scene from The Power of Shazam! #7 in which a villain insults Captain Marvel by calling him a “glorified policeman” and he says “I’m proud to be called a policeman,” demonstrating a really positive view of police officers.
In contrast, police were an obstacle for Billy Batson, like in this scene from The Power of Shazam! #13 after the Bromfields call the police on Billy because Mary stayed out late with him secretly doing superhero stuff.

That scene also demonstrates that Billy’s issues with authority were not limited police, but it was overall less about disrespect and more the issues that they presented in his life. Billy was shown to have to break laws in order to support himself as a minor secretly living alone including using his Captain Marvel form to sign for an apartment and committing identity theft by creating a bank account in his uncle’s name in order to access his pay from Whiz Radio as they presumably wouldn't pay him directly due to his age.
There isn’t a relevant scene demonstrating Billy’s relationship with police being positive or negative during the time that he was homeless.
I’m not aware of any notable interactions between Billy and police published during the 2000s.
New 52 (2012-present)
The Comics Code Authority was defunct by this time and no longer relevant to the portrayal of police in comics.
Billy Batson was more significantly changed in the New 52 reboot from prior versions than the Post-Crisis version had been from the Pre-Crisis version, including that his overall demeanor was now rougher which extended to his issues with authority figures now including an element of disrespect.
Billy is introduced as a kid who had spent his life in foster care and had repeatedly run away from them and who would prefer to live on his own had he not been caught and brought back into the system. This backstory also includes breaking the law and negative interactions with police with a flashback scene in Shazam! (2013) showing him stealing food and getting pulled over by a cop when driving a stolen vehicle.
Throughout that origin story, Billy had repeated altercations with the Bryer family, the sons of which bullied the Vasquez foster kids at school and whose very wealthy father was able to protect them from any consequences, leading to Billy destroying his car when he gets powers. Mr. Bryer then visits the Vasquez household with two police officers with the intention of getting Billy arrested.

I want to note what I would call the “balanced” portrayal of the police here, with Mr. Bryer attempting to use his wealth to manipulate the police officers into doing what he wanted (as he had done earlier with the school principal) but them not giving in to him. They remain calm throughout the interaction and refuse to search the house for Billy, but the concern about Billy getting in trouble is not completely dissipated.
But it’s not as though the character has never been portrayed as amicably working with police, as this scene from Shazam! (2018) #1 shows, but he doesn’t to the same extent as the prior versions due to his more magical enemies.

Chief Irons is for sure utterly unhinged in the RE2 remake, but he just ain't as creepy as he was in the OG game.
Originally, Claire comes across him as a passive non-hostile. You get immediate Bad Vibes from him and his weird fixation with the corpse of the mayor's daughter . . . and then you look around his weird office and private collection room, and you get More Bad Vibes that you have discovered yourself through environmental storytelling, but you don't really find out just how fucked up he is until later when you (again, YOU as the player!) discover his private dungeon. The game shows you, it feeds you clues, but it leaves you to put the pieces together.
Contrast with the remake, where (in scenario B at least) he's openly hostile the second HE finds YOU, vile and swearing and an abusive dick to women and children alike - an obvious enemy. The game screams at us that he's a Bad Guy. We don’t find his creepy office until after we already know this, at which point the reaction is *shrug* “guess that tracks”. And then we even get subjected to diary entries in which he explicitly revels in his guro fetish, just in case we hadn’t had it rammed forcefully down our throat hard enough.
But that isn’t even his final form! We then learn that he's director of an orphanage? That does evil experiments on innocent kids? Right in the middle of the city? While he's promoted as a huge lover of charity in local newspapers?
Okay, okay, game. I get it xP He’s a Bad Man.
This sorta leans into one of my big issues with Resi as it progressed as a series and started adding to original canon, but particularly post-RE3 and in the RE1 remake, and that is . . . it makes Umbrella and its agents cartoonishly evil. The true horror of Resi was never the zombies - they're a side effect of the terrible things that terrible human beings are doing to one another, and amping up the theatrics like the remakes do sucks away all the implicit horror in that slow-burn discovery of the details.
I know the original few games aren't winning any awards for great dialogue and voice acting, but the underlying premise wasn't farfetched at all. It’s funny, though, I’ll give you that.
For the most part, RE2 remake does a decent job of remaining as realism-grounded as the original. But it definitely felt like a narrative mis-step with Irons. He was much more fun as a sinister creep than an in-your-face monster. I wasn’t going to right away, but maybe I’ll play through the Claire A scenario and see if they handle him with any more subtlety in that.

I put this in the last chapter I have written for my spn fic (promoting my masterlist here if anybody is interested) and I just saw a post today about the same subject so I want to expand. I want to clarify that I dont normally post about Sam because I am Dean-coded (no comments) so mostly my opinion gravitate and tend to proyect towards Dean, not to say I dont like Sam, I do like Sam (as a character and disregarding some writing choices *cough* Emma *cough*), just to keep that in mind, today I am ranting (and i guess defending) Sam
 There is something inherently tragic about Sam in season 4, and yes, Dean and Cas were the main protagonists that season, but, look, I have seen some posts made about Sam´s questionable decision of drinking demon´s blood and saw some antis critized the actions, and I got to admit I was partially on that boat (not the anti boat but I did question the wisdom of that action). And then this weekend I was retwatching season 4 and at 22-years-old, seeing it with fresh eyes of a semiformer-catholic-almost-agnostic-but-not-quite (yes, that is how I define my faith, and if someone asks I may be wiling to expand but no promises) it somehow hit. 
Look, I am going to infere things here, but it is all about the subtext. Sam was the one that believe in angels, he himself confirmed it in Faith and in that episode where the dead pastor was killing “inmoral” people and he thought it was angelic work. It is refered that the boys were in the care of Pastor Jim when they were younger, so it is not farfetched to believe that he might have some religious beliefs. And I get it, he was a little boy with a terrible childhood whose parent figure was his 4-year-older brother and a father that was absent more often that not, and if I am not misremembering he even admited to pray. And whatever is your take about the Winchester´s childhood, there is a truth that you cant deny, and that is that Sam had no way to know if his dad or Dean were gonna come out alive of a hunt, so he probably did pray for someone to keep them protected and unlike Dean that grew up to fast and saw evil in the world (again you cant deny that, because he saw Mary´s death and the effect it had on his family and he had to take car of Sammy) I do think that Sam tried to be the good of the world, he had faith
And here is the sad part of season 4 regarding Sam, is that, ok, one thing would have been that he had found out that angels werent real that would have sucked but, still he would have been able to power trough. But, the angels treated Sam like an abomination and yeah I get it, they wanted the big event going, they wanted him away from them, from Dean, from his faith. But to realize that the thing that bring you confort when you were lonely, that the thing that powered trough your days, will never considered you good enough,that you will never be seen with anything but hatred and distrust for something you have 0 control of is completely screwed up (that goes without mentioning Chuck). And also, without mentioning that the angels were pulling Dean towards them somewhere Sam knew he probably wouldnt be able to reach. So is it to farfetched that he embrased the other side, that he belived Ruby´s poisonous words , that he drank demons blood thinking he could at least be enough.

9 Ways to Support Small Businesses

In the early weeks of the coronavirus pandemic, consumers buoyed small businesses with gift card purchases and online fund-raising campaigns. But as the pandemic persisted and restrictions constrained operating hours, many independent businesses continued to struggle.
Throughout the country, owners have creatively come up with strategies to keep businesses afloat, which benefits consumers, proprietors and a neighborhood’s commercial health
“There’s a multiplier effect,” said Bill Brunelle, the managing partner of Independent We Stand, an organization that helps its small-business members nationwide with marketing. “If you buy at a hardware store, that owner may hire a local accountant, while the employees may go to local restaurants and other nearby stores. The success of one business can steamroll through the economy.”
Ande Breunig, a real estate agent in Evanston, Ill., said, “Everyone complains about the lack of retailing, but we can only keep these businesses afloat with our participation.” Ms. Breunig started a Facebook group hoping to motivate residents to increase their support of local shops and services.
So how can consumers contribute to this virtuous cycle, especially during the all-important holiday season? Here are some tips to consider.
Buy Local
Before you reflexively hit “place order” with an e-commerce behemoth, find out whether a local retailer offers the same item. Independent bookstores, for example, can often order and quickly receive your selection. While you can get many things online, “go for a walk, go into a store, keep your mask on and shop,” said Ellen Baer, the president and chief executive of the Hudson Square Business Improvement District, devoted to an area west of SoHo in Manhattan. “Think of the people on the other end of the purchase.”
But shopping locally does not necessarily mean forgoing all online sites. Platforms like Bookshop and Alibris connect users to small booksellers. Clothing boutiques can sell through sites like Shopify, Lyst.com and Farfetch, as well as Sook, a newcomer that also hosts stores selling housewares.
When sending gifts to out-of-town friends and family, look for independent stores in their towns. And don’t assume that an e-commerce site can out-deliver a local business — even online sites have experienced delays because of the pandemic’s supply-chain disruption.

There are always times when you need delivery. But on other days, think twice about how you order takeout. Rather than using a delivery app, ask for curbside pickup: Sites like Grubhub and Uber Eats charge restaurants fees that can reduce already thin margins. Instacart and Shipt, two companies that offer shopping and delivery, also charge the merchants who use the sites.
And while it is easy to purchase through a so-called digital shop on sites like Facebook and Instagram, shopping through third-party apps typically reduces the net profit for the merchant. (Facebook, which owns Instagram, has waived selling fees through the end of the year but will re-evaluate the practice in January, a Facebook spokeswoman said in an email.)
Be Social
Help bolster a business’s social media presence by “liking” hardware stores, dry cleaners and other independent shops on Instagram, Facebook, LinkedIn and Twitter. Write positive reviews, post photos generously of purchases, and don’t forget to tag the businesses. And consider slightly broader efforts, like community email lists and social media groups like Nextdoor.
Retailers are savvy when it comes to selling, but many don’t fully understand that social media plays a crucial role, Ms. Breunig said. Through her Facebook group, she started an “adopt a shop” effort, in which residents select a store and commit to shopping there once a week (with no spending minimum) and posting about their experiences on Facebook. Within five days, Ms. Breunig said, 24 Evanston stores were “adopted.”
Beyond Charity
You can double the effect of philanthropic efforts by involving small businesses whenever possible. Order meals for essential workers from independent restaurants. Shop local when buying for clothing drives. And even if it’s a bit more expensive, purchase from local markets for food drives.
Suzanne Fiske, the director of on-air development for WHYY, the public radio and television stations in Philadelphia, had yet another idea. “Our listeners care about the mom-and-pop shop next door that is having trouble during the pandemic,” she said, so she asked donors on social media platforms to name their favorite local business when they contributed to be read aloud. The station awarded the two with the most votes — Horsham Square Pharmacy in Horsham, Pa., and MYX, a Bryn Mawr, Pa., start-up that creates a custom-blend beverage dispenser — radio advertising worth $3,500. The promotion also motivated listener donations, with more than 700 contributors calling on the day of the small-business challenge, close to three times the typical number, Ms. Fiske added.
Loyalty Counts
Service businesses — including personal trainers and hair salons — have especially been affected by the pandemic since they are among the trickiest to reopen. Gift cards help, but so does generous tipping for the ones that are open.
And remember that small businesses rely on regular customers, even as they try to attract new ones. Like so many others, Symone Johnson, who owns Indulge Hair Salon LLC in Englewood, N.J., was unprepared for a sudden closure in March. She began making videos to help her clients style their own hair without charge and hosted virtual sessions to recreate an online version to allow socializing.
Her clients offered to pay, but she declined, she said. “I didn’t do it for the financial benefit — it kept me busy and I didn’t think of myself.” New clients came after watching the videos, she said, and both they and the pre-existing clientele showed their generosity. “Instead of a 20 percent tip, it became a 50 percent tip,” Ms. Johnson said.
Accept the Rack Rate

Participate in Community Efforts
While the pandemic has left many feeling isolated, local business organizations are trying to fill the void with socially distanced community programs that can spur economic activity.
The Chamber of Commerce in Wellfleet, Mass., on Cape Cod, for example, is sponsoring a monthlong, online bingo contest in which each square is a “call to action,” including donating to a local nonprofit or taking a virtual class.
Share ideas with local business organizations or municipal governments seeking ways to help. Downtown Phoenix is expanding its traditional holiday market, Phoestivus, to use empty storefronts to showcase the creations of local artisans as well as some retailers’ inventory. Items displayed in the storefronts can be purchased on smartphones using QR codes or other forms of touch-free payment.
