Meerderheid jonge zorgmedewerkers overweegt vaste baan in te ruilen voor flexbaan

Zes op de tien zorgmedewerkers onder de 35 jaar overweegt zijn/ haar baan in loondienst op te zeggen en als zelfstandige of flexwerker aan de slag te gaan. Bij andere leeftijdsgroepen is dit gemiddeld drie op de tien. Dit blijkt uit de meest recente FNV Zorgbarometer waar 4.550 zorgprofessionals aan mee werkten. Zowel medewerkers in vast dienstverband als zelfstandigen en flexwerkers geven aan dat toename van het aantal flexwerkers negatieve gevolgen heeft voor de kwaliteit en continuïteit van de zorg. ‘Als een verdere trend van vast naar flex zich doorzet, stevenen we af op een zorginfarct’, zegt Elise Merlijn, zorgbestuurder van de FNV. Zeker in een sector waar de vraag de komende jaren alleen maar zal toenemen en ook het personeelsbestand vergrijst. De werkdruk is al schreeuwend hoog in de zorg en wordt alleen maar groter naarmate het vaste team kleiner wordt. Zij vallen vervolgens uit en zo blijf je in een vicieuze cirkel. Zorg wordt hierdoor schaars en ontoegankelijk. Operaties kunnen soms alleen nog doorgaan als er extern personeel wordt ingehuurd en dus lopen de wachtlijsten op.’  Externe inhuur is broodnodig bij piek en ziek, vindt de FNV, maar inmiddels zijn de rollen in de zorg omgedraaid, blijkt uit de reacties. Zo wordt bij het maken van de roosters eerst rekening gehouden met de wensen van zelfstandigen en wordt vast personeel daarna pas ingedeeld. Die draaien vervolgens de zwaardere diensten en weekenddiensten met vaak vele uren achtereen. Voor hen blijft er nauwelijks de mogelijkheid over om eens lekker een weekend tot rust te komen, met nog meer uitval als gevolg. Belangrijkste redenen voor switch Meer zeggenschap over de eigen werkdagen- en tijden (62%), een betere werk/privébalans (50%),  verbetering van het salaris (36%) en meer mogelijkheden om vakanties en vrije dagen op te nemen (32%) zijn de belangrijkste redenen voor ZZP’ers en flexwerkers om niet (meer) in vast dienstverband te willen werken en waarom vaste werknemers deze stap juist overwegen. Ook vermindering van de administratieve lasten is een veel genoemde reden. Andersom gelden de sociale zekerheden zoals pensioenopbouw (56%), doorbetaling bij ziekte (46%), samenwerking met andere collega’s (35%) en zekerheid van werk (32%) juist als redenen waarom flexwerkers eventueel (terug) in vast dienstverband willen werken. Interne flexpool beter voor de sector Merlijn: ‘De personeelstekorten en inhuur van dure externen zetten de financiële positie van de zorginstellingen enorm onder druk. Zorg dat het geld beter wordt besteed. Laat het geld niet wegstromen via detacheringsbureaus die er ook stevig aan verdienen, maar zorg dat het geld bij de zorgmedewerkers komt die dag en nacht klaar staan om de gewenste zorg te leveren. Bij een goede balans tussen zekerheid van werk met de juiste beloning, sociale zekerheden én vooral het hanteren van gezonde roosters is de behoefte om te gaan flexen veel minder groot. Een interne flexpool biedt bijvoorbeeld die mogelijkheid. Om de vicieuze cirkel te doorbreken en te werken aan echte oplossingen moet de overheid investeren. Doet ze dat niet dan holt de kwaliteit van de zorg hard achteruit.’ Een ruime meerderheid van de ondervraagden (88% van de mensen in vast dienstverband en 61% van de flexers) geeft aan dat de continuïteit van zorg groter is bij werknemers in vast dienstverband. ‘Voor demente personen of mensen met een verstandelijke beperking is het extra belangrijk dat zij door vertrouwde gezichten verzorgd worden.
