my last #toolposting for now....
you cannot purchase your way into electrical safety. yes, the <10 dollar or 'free with purchase' multimeter you can get at harbor freight is so sketchy it could kill, but this does not mean a near 4-figure fluke will save you. you really don't want to leave that kind of work to error so i say: don't.
do not work on anything that could be live if you do not have the skills and confidence. something as simple as replacing an overhead light fixture could kill you with assumptions. 'but i turned the switch off!' there are wiring configurations where there is always power in the box the light fixture mounts to unless you turn off the breaker.
here is my recommended purchase list for home electrical work for the reasonably confident, but not trained:
battery powered lights
non-contact voltage tester, klein preferred, most named brands okay.
digital multimeter, real named one.
okay now when you go to work, shut the whole house/apartment off. you have lights. now use the non-contact tester to see if there is any power somehow remaining on whatever you're working on. (it can happen!) confirm it's dead with the multimeter. if it's still reading live? stop what youre doing and get a professional, straight up.
the non-contact tester is a good life of defense to let you know there could still be voltage present, or assist in diagnosis but it has to be used in conjunction with a multimeter. the meter is how you confirm anything. if you dont know how to use one, get a professional. like thats not to say you couldnt learn, its to say that this work gets unacceptably, unjustifiably risky quickly when you can't confirm all conditions present.
e: don't buy insulated tools if you are not an electrician!! vampires dont buy sunscreen!! you are going to get yourself fucked up quick with the false confidence those will bring!! tool conductivity is just one of dozens of hazardous conditions with live work!!!

Before we get into this, it is important to mention that in Australia, to conduct thermal inspections on electrical switchboards, you will need to open them up. There are no two ways about it, you need to be an electrician.  
If you are not an electrician and for one reason or another you end up in court due to an electrical fire at the place where you have conducted thermal imaging. They will first look at two main factors, was there a person qualified and did they pass an ISO standard thermal course? Secondly, was the person competent and able to determine the specifics of what they were surveying, and did the person performing the Thermographic Testing hold a valid electrical worker’s licence? 
If you can’t answer yes to both above questions, you are taking on a large amount of risk and putting your clients in a risk averse position. Performing thermal inspections or Electrical Thermal Imaging is not simply a point-and-shoot exercise, there is a numerous complexity that involves understanding infrared principles and the HOWs and WHYs of the electrical components you are surveying.
