İYİ Parti Kocaeli İl Başkanlığı’na M. Kamil Şirin’in atanması sonrasında ilçe başkanları atamaları devam ediyor.
KCOAELİ (İGFA) – İYİ Parti Gölcük’ün ardından ikinci ilçe olarak Darıca’da ilçe başkanı ataması gerçekleştirildi. Darıca İlçe Başkanı Soner Kartal’ın istifası sonrasında yerine Pınar Demirel atandı. Demirel’e yetki belgesini İl Başkanı M. Kamil Şirin takdim etti.

İl Başkanı M. Kamil Şirin, atama sonrası yaptığı açıklamada şu ifadeleri kullandı: “İYİ Parti Darıca İlçe Başkanlığı görevine kıymetli yol arkadaşımız Pınar Demirel atanmış bulunmaktadır. Daha önce de teşkilatımızda görevler üstlenen ve yeni dönemde Darıca İlçe Başkanlığına atamasını gerçekleştirdiğimiz Pınar Demirel başkanımız ile birlikte İYİ Partimizin Darıca’da daha da güçlü yarınlara kavuşmasını sağlayacağız. Çıktığı bu yolda kendisine başarılar diliyorum. İlçemizde en kısa sürede yönetimini oluşturarak çalışmalara başlayacaktır.” dedi.
H. PINAR DEMİREL KİMDİR?
H. Pınar Demirel, 1966 İstanbul doğumludur. Rüştü Üzel Kız Meslek lisesi mezunudur. Eskişehir Anadolu Üniversitesinde İş İdaresi okudu. Orta derecesi İngilizcesi vardır. 2011 yılından itibaren emekli olup iş insanı olarak çalışma hayatına devam etmektedir.
2022 yılında İYİ Parti’ye katıldı. 2023 yılında İlçe başkan vekilliği yaptı. 2024 yılında Darıca Belediyesi 2.ci sıra Meclis Üyesi adayı oldu. Kız Çocuklarının Eğitimde gönüllü bir insanı olup yardıma muhtaç kadınları kollayıp korumak en büyük hedefidir.

International Law Commission: Shaping the Evolution of International Law
The International Law Commission (ILC) plays a pivotal role in the progressive development and codification of international law. Established by the United Nations General Assembly in 1947, the ILC aims to promote the systematic development of international legal principles and their codification, providing a robust framework for international relations and justice. Over the decades, the ILC has been instrumental in addressing complex legal issues and fostering international cooperation says, Gaurav Mohindra.

Structure and Function
The ILC is composed of 34 members who are experts in international law, elected by the General Assembly for five-year terms. This structure ensures a comprehensive approach to legal development, incorporating a wide array of perspectives and expertise.
The ILC operates under the guidance of a Bureau, which consists of the Chairperson, Vice-Chairpersons, and Rapporteurs, elected annually from among the members. The Bureau oversees the procedural aspects and facilitates the Commission's work. The Secretariat, provided by the UN Office of Legal Affairs, supports the ILC by handling administrative tasks and research assistance.
Mandate and Objectives
The ILC's primary mandate is twofold:
1. Progressive Development of International Law: Proposing new laws and legal principles that address emerging global issues. This aspect of the mandate allows the ILC to be forward-thinking, anticipating future legal needs and challenges.
2. Codification of International Law: Clarifying and systematizing existing international legal norms. Codification involves translating established customs and practices into formal legal instruments, enhancing their clarity and accessibility.
The ILC's work is guided by requests from the General Assembly, which outlines topics for the Commission to study and develop. The Commission also identifies pressing legal issues through its own initiative, ensuring that its work remains relevant and responsive to the international community's needs.

Over the decades, the ILC has made significant contributions to international law, including:
1. Vienna Convention on the Law of Treaties (1969): This convention codifies the rules governing treaties between states, covering their creation, interpretation, and enforcement. It remains a cornerstone of treaty law and a reference point for international legal practice.
2. Draft Articles on the Responsibility of States for Internationally Wrongful Acts (2001): These articles provide a comprehensive framework for understanding state responsibility and the consequences of wrongful acts. They influence both state practice and judicial decisions, guiding the resolution of disputes involving state responsibility.
3. Draft Articles on the Law of Transboundary Aquifers (2008): Addressing the management and protection of shared groundwater resources, these articles aim to promote cooperation and prevent conflicts over water resources. The ILC continually adapts to address contemporary legal challenges. Some of its current projects include:
1. Crimes Against Humanity: Developing a convention to prevent and punish crimes against humanity, complementing existing international criminal law frameworks. This project aims to provide a robust legal basis for addressing one of the most heinous crimes under international law.

Protection of the Environment in Relation to Armed Conflicts: Crafting guidelines to protect the environment before, during, and after armed conflicts, reflecting growing global concern over environmental degradation. This initiative highlights the interplay between environmental protection and international humanitarian law.

Immunity of State Officials from Foreign Criminal Jurisdiction: Clarifying the legal principles governing the immunity of state officials to ensure a balance between accountability and sovereign equality. Sea-Level Rise in Relation to International Law: Examining the legal implications of sea-level rise due to climate change, particularly concerning maritime boundaries, statehood, and displaced populations. Impact and Influence
Gaurav Mohindra: The ILC's work significantly influences both international and domestic legal systems. Its draft articles, though not legally binding until adopted as conventions, often serve as references for international courts, tribunals, and national legislatures. The Commission's meticulous approach to legal scholarship and its inclusive, consultative process lend its outputs considerable authority and respect.
For example, the Draft Articles on State Responsibility have been cited extensively by the International Court of Justice (ICJ), the International Criminal Court (ICC), and various arbitration tribunals. Similarly, the Vienna Convention on the Law of Treaties is frequently invoked in diplomatic negotiations and legal disputes, underscoring its foundational role in international treaty law.
Future Directions

Bikaviadal – Wikipédia

2018-ban a spanyol Bull Foundation of Lydia, a francia Observatoire National des Cultures Taurines és a portugál ProToiro szervezetek vezetői létrehozták az International Council of Bullfighting (ILC) elnevezésű tanácsot, amely a bikaviadalok kulturális, gazdasági, társadalmi és edukációs értékeinek népszerűsítését, valamint a gyakorlatot védő törvények és egyezmények országos és nemzetközi szintű képviseletét tűzte ki céljául. A bikaviadal tradícióját támogatók szerint, a nem élelmiszeripari és nem a vágóhidak számára tenyésztett harci bikákkal történő viadal egy művészeti forma, amelyet egyenrangúnak kellene tekinteni a tánccal, a festészettel vagy a zenével.
Spanyolországban rendszeresek az állatvédelmi tüntetések a bikaviadalok ellen. 2011 szeptemberében Katalóniában, Spanyolország egyik autonóm közösségének parlamentjében, döntés született arról, hogy nem rendezhető a továbbiakban bikavidal. A betiltás kezdeményezői szerint a bikaviadal barbár szokás. Később azonban 2016-ban a spanyol alkotmánybíróság elrendelte, hogy Katalóniának bikaviadalokat kell rendeznie. A támogatók szerint ugyanis a bikaviadal fontos része a spanyol nemzeti tradíciónak. Így a katalán függetlenedés egyik fontos kérdésévé vált a bikavivás hagyományának megmaradása. A katalán fővárosban 1977-ben zajlott le az utolsó küzdelem bika és ember között. Barcelona arénáit bevásárlóközponttá és mecsetté (? forrás?) alakítják át.
A bikaviadalok támogatói arra is hivatkoznak, hogy ez a hagyomány óriási gazdasági jelentőséggel is bír Spanyolország szempontjából. Csak a két legnagyobb, bikákkal kapcsolatos fesztivál, a madridi Fiesta de San Isidro és a pamplonai Sanfermines háromszor annyi adóbevételt hoz éves szinten, mint amennyi az egész országban a mozijegyek eladásából származik, egy 2016-os elemzésben pedig a szerzők kiszámolták, hogy a bikafuttatások és bikaviadalok betiltása éves szinten 3,6 milliárd eurós veszteséget okozna az országnak. A bikaviadalok szervezőinek szövetsége szerint majdnem 200 000 munkahely kötődik a bikaviadalokkal kapcsolatos rendezvényekhez.
Ha a szadista bikaviadal a spanyol nemzeti hagyomány része, intézmény, sőt művészet, akkor a hasonlóan híres spanyol inkvizíciót miért nem élesztik újjá?

Juniper Publishers-Histology and Biologic Characteristics of Breast Cancer in Elderly of Balinese Population
Abstract
Objective: The aim of this study is to evaluate the histology and biologic characteristics of breast cancers in older Balinese women (age >65 years).
Materials and Methods: This is a hospital-based analytic cross-sectional study. Data are obtained from the breast cancer registry of admitted patients in Sanglah General Hospital.
Results: A total of 1,045 cases of breast cancer among Balinese women were recorded during the period of 1997-2013, of which 75 (7.2%) were diagnosed in elderly. Infiltrating ductal carcinoma (IDC) was the most common histologic type (75.4%), followed by infiltrating lobular carcinoma (ILC, 4.3%), invasive carcinoma of no special type (4.2%), mucinous carcinoma (1.9%), medullary carcinoma (0.9%), and malignant phylloides tumor (0.8%). There was a significant difference in the rate of IDC (76.2% vs. 65.3%, p = 0.035) and invasive carcinoma of no special type (3.7% vs. 10.7%, p = 0.010), but not for ILC, mucinous carcinoma, medullary carcinoma, and malignant phylloides tumor. The rate for ER- positive, PR-positive, p53-positive, and HER2-positive, as well as the rate of Luminal A, Luminal B, over-expressed HER2, and Triple Negative breast cancer also did not differ significantly between younger and older patients.
Conclusion: The biologic characteristics of breast cancer differ between younger and older Balinese women in terms of histologic type but not for the expression of hormone receptors.

Introduction
Breast cancer is the most common cancer among women in both developed and developing countries. It is also the leading cause of cancer death in females. In the United States, there were more than 200,000 new cases of breast cancer and 40,000 deaths in 2005 [1]. Currently, the incidence of breast cancer in Indonesia is 26 per 100.000 populations [2]. Advance age is the most important risk factor for breast cancer. According to Surveillance Epidemiology and End Results (SEER) databases, 43% of breast cancer patients are aged 65 and older at diagnosis, and 58% aged 65 and older at the time of breast cancer-related death [1].
The general population of Indonesia is now aging. According to the data published by the Indonesian Ministry of Health, with the increase of life expectancy, the number of older population will be continuously increasing over the next decades. In 2000, the life expectancy for Indonesian is 64.5 years with 7.18% of the population are aged 60 years and older. The life expectancy increases to 69.43 years in 2010 (elderly population being 7.56% of total population) and to 69.55 years in 2011 (elderly population being 7.58% of total population) [3]. Therefore, elderly will represent an increasing cohort of patients with breast cancer in the future.
Although the number of elderly patients with breast cancer is increasing, knowledge about possible differences in the biology and clinical outcomes of breast cancer according to age is limited. The relative under-enrollment of elderly patients in clinical trials is an important factor contributing to this limited knowledge [4]. In spite of the paucity of data, age is considered to be an important determinant of therapy, and the pattern of care of breast cancer patients differs depending on age [5-7]. More information about the biology and clinical features of breast cancer is needed to support the different approaches to therapy in elderly patients. Several large reviews have reported that the biology of breast cancer differs according to age, with the elderly tend to have more favorable tumor biology [8,9]. However, little is known about the biology of breast cancer among older Indonesian women, particularly of Balinese ethnicity. The aim of this study is to evaluate the biologic characteristics of breast cancer among older Balinese women.
Materials and Methods
We use the breast cancer registry of Sanglah General Hospital as the source of our data. The registry is the largest hospital registry in Bali covering Balinese population in nine districts, including Denpasar, Badung, Tabanan, Negara, Gianyar, Bangli, Klungkung, Karangasem, and Buleleng. The registry also includes data from patients that reside outside the island of Bali since Sanglah General Hospital is the center of referral for East and West Nusa Tenggara region. Thus, we exclude patients who reside outside Bali. We got 1,045 cases of primary breast cancer diagnosed between the year of 1997 and 2013. Only 160 cases presented with hormone receptor status (ER, PR, HER2) and 128 cases presented with p53 staining since immunohistochemistry analysis was applied since 2004 and it was costly and not covered in insurance, so not every patient could afford the examination. Only tumor with histologic type of infiltrating ductal carcinoma present with grading (n=711). We defined elderly as those who are 65 years and older. Then, we describe the characteristics for histology and grading, hormone receptor (ER, PR, HER2, p53), and IHC classification (Luminal A, B, HER2-type, Triple negative) according to the age group (elderly vs. non-elderly breast cancer). We compare the rate for breast cancer characteristics among the elderly and non-elderly or younger women. We use Statistical Packages for Social Science (SPSS ver.16) to aid the statistical analysis. The rates for each characteristic within each group of age were presented within percentage. Chi-square (x2) or Fischer-Exact test was used to test for significance between 2 proportions.
Results
A total of 1,045 cases of breast cancer among Balinese women of various ages were recorded during the period of 1997-2013, of which 75 (7.2%) cases were attributed to elderly (age >65 years). The mean age was 45.35 ± 8.74 years among the younger women and 70.03±4.49 years among the older women (mean age ± SD). The biologic characteristics of all study population were presented in Table 1. Infiltrating ductal carcinoma (IDC) was the most common histologic type, followed by infiltrating lobular carcinoma, invasive carcinoma of no special type, mucinous carcinoma, medullary carcinoma, and malignant phylloides tumor. Luminal A was the most common type of breast cancer in this study population.
Elderly had a significantly lower rate of IDC but a higher rate of invasive carcinoma of no special type compared to younger patients. However, there was no significant difference in the rate of ILC, mucinous carcinoma, medullary carcinoma, and malignant phylloides tumor between older and younger patients. The rate of high grade IDC also did not differ significantly (Table 2). Although there was a tendency of the younger patients to had Table 2: Histologic type according to age group.a higher rate of positivity for the expression of estrogen receptor (ER), progesterone receptor (PR), and human epidermal growth factor receptor-2 (HER2), the results did not statistically significant. The rate of Luminal A, Luminal B, over-expressed HER2, and Triple Negative breast cancer also did not differ significantly between older and younger patients (Table 3).

Discussion
Our results suggest that biologic characteristics of breast cancer in older Balinese women are different compared with the younger women. We found a statistically significant difference in the rate of certain histologic subtypes. Older women in our study had a lower rate of IDC but higher rate for invasive carcinoma of no special type. Although there was a tendency for higher rate of mucinous and lobular carcinoma (histologic subtype which are associated with more indolent growth and progression) among older women, these results were not statistically significant. For the expression of certain protein markers (ER, PR, HER2, p53) as well as immunohistochemistry profile, we found no statistically significant difference between older and younger women.
Several large epidemiologic studies involving thousands of patients in North America and Europe confirmed that the biology of breast cancer in elderly patients appears to be different than in young women, with different molecular markers and a slower, more-indolent pattern of growth and progression. In a study involving more than 3,200 patients in Europe and 800 patients from the Massachusetts General Hospital, various prognostic markers were compared according to age [8]. They found no significant association between age and histology (ductal vs. lobular) or tumor stage at diagnosis, although there were significant correlations between age and expression of hormone receptors. They found that estrogen receptor (ER) expression, a known biomarker of improved prognosis, correlated positively with age. ER positivity was observed in 40% of patients aged 40, in 60% of patients aged 60, and in more than 70% of patients aged 80 (p-value <0.001). HER-2 overexpression, a known poor prognostic indicator, correlated inversely with age, with 29% positivity in those younger than 40, 17% in those aged 40-60, 14% in those aged 60-70, and only 9% in those aged >70 years (p-value <0.001). No significant association between age and markers of angiogenesis or invasion, i.e. vascular endothelial growth factor (VEGF), cathepsin D, and uroplasminogen activator.
In a study involving 50,828 and 256,287 women with invasive breast cancer in the San Antonio Breast Cancer and SEER (Surveillance, Epidemiology, and End Results) databases in United States, biologic characteristics of breast cancer are more favorable in older women compared with the younger women[9]. In San Antonio database, the rate of positivity for estrogen receptors increased from 83% in patients 55-64 years old to 87% in patients 65-74 years old to 90% in patients 75-84 years old to 91% in patients ≥85 years old (p<.001). Older women had higher rate of tumors that were diploid, had a low S-phase fraction and normal p53, and were negative for epidermal growth factor receptor and c-erbB2 compared with the younger women. The SEER database also supported similar correlations between age and biologic characteristics [9]. However, in both San Antonio and SEER databases, they observed no statistically significant differences in histological subtype, although there was a trend toward more-lobular and mucinous types (which are associated with more-indolent disease).
However, many of the large studies investigating the biologic characteristics among older women use younger women (age < 60 years) as a control group. In our study, the mean age for the younger group was 45.35±8.74 years (mean±SD). Only few that investigates the correlation between increasing age and the tumor characteristics among the very old patients. In a study involving 49,616 women from SEER-Medicare data set, the investigator examine the tumor characteristics of women age 80 years or older (80-84, 85-89, and ≥90 years) with stage I/II breast cancer compared with younger women (age 67-79 years). They reported that tumor characteristics (i.e. histology, grade, hormone receptivity) were similar across age groups [10]. However, the youngest women in this study were older than most women included in other studies. This study suggested that it is possible that tumors present with more favorable characteristics with older age but beyond age 67 years, these differences are negligible[10]. Other studies have also demonstrated that there were no correlations between increasing age and hormone receptor positivity among women older than 70 years [11,12].
Our study population was of Balinese ethnicity, and therefore are Asians. Asians may have a different tumor characteristics compared to Caucasians or Africans. One study has reported that breast cancer characteristics indeed differ according to race and ethnicity [13]. They reported that relative to non-Hispanic white women, Asians women (Filipinos, Chinese, Koreans, Vietnamese, Indian/Pakistanis) who live in the United States have a greater risk of presenting with biologic characteristics that associated with a poorer prognosis. Asian women had 1.2- to 2.6-fold elevation in the risk of having either ER-negative or PR-negative tumor. Asian women also had 20-70% reductions in the risk of having lobular and/or ductal carcinoma (except for Indians/ Pakistanis). Among Filipino and Chinese women, there were even 1.3- to 3.4-fold increases in risk of mucinous carcinoma[13] .In a study involving 280 Chinese women with invasive breast cancer, it was reported that the immunohistochemical typing characteristics of the elderly and youths were different [14] .
Race/ethnicity may play a significant role to the expression of certain breast cancer phenotype. The role may be attributed to the difference in genetics and lifestyle among the races. We have known that nulliparity/late age at first live birth, early age at menarche, and higher body mass index have been associated with an increased risk of developing an ER-positive tumor, but a decreased risk of developing an ER-negative tumor [15-18]. There was a tendency for Balinese women to be married young and being multipara. Unfortunately, data about parity, age at menarche, body mass index, or other factors associated with the hormonal status are still lacking in our registry.
However, there are several limitations to our study. Our study is a hospital-based cross-sectional study that used data from a hospital registry. The number of elderly breast cancer in our registry is far smaller than the number of non-elderly breast cancer. The number of patients that present with result from immunohistochemistry analysis is even smaller since not every patient can afford the examination. On the other hand, we are not sure of how many percent of Balinese population are covered in our registry since our registry is a hospital registry that rely its data source solely from the admitted patients. Thus, Balinese women with breast cancer that are not admitted to Sanglah General Hospital will not be included in our registry. Our study population may be less representative to the general population of women with breast cancer. Further efforts to increase the number of sample are needed in the future study.
Conclusions
The biologic characteristics of breast cancer differ between younger and older Balinese women in terms of histologic type but not for the expression of hormone receptors. Future study involving a larger number of elderly diagnosed with breast cancer is needed to further understand the exact correlation between age and breast cancer characteristics among the elderly of Balinese population.

As costureiras dos trajes que os astronautas usaram no espaço

Cientista. Engenheiro. Astronauta. Estas são as carreiras mais frequentemente associadas à exploração espacial. Mas há outra atividade muito mais antiga que a história do homem no espaço e igualmente vital para seu sucesso: a costura. Quando Jeanne Wilson tinha sete anos, sua mãe a ensinou a costurar. Fort Meade fire displaces military intelligence unit

The military intelligence unit responsible for spying on Americans had to evacuate its Fort Meade, Md., offices Friday after a six-alarm fire broke out.
A fire broke out shortly after 3 p.m. on the roof of Nathan Hale Hall, at 4554 Llewellyn Ave., just on the other side of the golf course from the National Security Agency headquarters. Construction was underway on the part of the roof that caught fire, according to Lt. Col. James Peterson, director of emergency services at Fort Meade.
Firefighters from Prince George’s, Howard and Anne Arundel counties and from Fort Meade responded and the fire burned until after 10 p.m., according to news reports. It’s not clear whether personnel will be able to return to work in the building immediately.
The cause of the blaze, which apparently began on the peaked roof of the red-brick building, was not immediately known and was under investigation.
“Everyone in the building was evacuated safely, and we had one firefighter who sustained a minor injury to his leg,” said Jennifer Downing, a Meade spokeswoman.
Downing declined to discuss the building’s contents, calling them “sensitive in nature.” — Washington Post
The strangest news report, however, was this one:
Jennifer Downing, a spokesman for the post, would only confirm a fire was burning at 4554 Llewellyn Ave., deep inside the west county Army base. She directed calls to a spokesman with the Army’s Criminal Investigation Division, who did not return calls.
Fort Meade’s fire chief also did not return calls for comment. And later, a public affairs officer told The Capital to file a Freedom of Information Act request. —Annapolis Capital
The Army’s 902nd Military Intelligence Unit is one of several military units housed in Nathan Hale Hall. It is responsible, among other things, for the Threat and Local Observation Notice database which the military uses to track potential threats to its bases and personnel. NBC News revealed last December that the database inappropriately held information on Americans engaging in Constitutionally protected activities, including an anti-war protest conducted by Quakers. The Department of Defense has since rectified the problems in the database and retrained personnel.
There isn’t enough information to say whether it was arson, but there is enough information to say this: Karma’s a bitch.

It's tough to get Capt. Dennis Sloman to tout his accomplishments as the head of Illinois State Police District 9, the district based in Springfield.
He said any success he's had comes down to one thing: his "troops" make him look good.
"I don't view my job as doing anything. There's a good bunch of troops here. They're the ones that do the job. I'm real proud of all of them that are here now and those that have been here in the past," he said.
"I tell the story that I lived a young boy's dream. Every little boy wants to be a cop. I just never got out of that phase. I was a trooper here and got to wear the uniform and was fortunate enough to be able to come back and run the place."
Sloman's dream career will come to an end Tuesday, when he retires after nearly 27 years with the Illinois State Police. He is one of about a dozen local police officers who will retire this spring after lengthy careers in law enforcement.
Retiring March 3 from the Springfield Police Department are Deputy Chief Pat Fogleman, Sgt. Kevin Keen, detectives Al Brown and Terry Stouffe and officer Tommy Baughman. Officer Joe Schweska will retire March 19, and Sgt. Tim Young will retire April 7.
The Sangamon County Sheriff's Office will lose five deputies to retirement by the end of March. Detective Leah Boston will retire March 22, and Lt. Pat Davlin and deputies John Diefenback, Roger Stuart and Dave Shaneman will retire March 31.
"We're going to probably lose 130 years of experience," Sheriff Neil Williamson said. "When you lose five people, it's rather significant. That's the key to our whole existence, just the people who work here. When you lose good people who have experience, you can't just walk out on the street and say, 'Come be a deputy and fill these shoes.'"
Sloman, 53, grew up in on a farm in Montgomery County and graduated from Pawnee High School. A clerking job at the Springfield FBI office got him interested in a career in law enforcement.
He landed his first Illinois State Police job in 1979 as a trooper based in Macomb. He eventually was transferred to District 9. He was promoted to sergeant in 1985, master sergeant in 1990, lieutenant in 1996 and captain in 1997. He was head of the district investigations unit and worked in the agency's Division of Internal Investigations and its Strategic Planning and Analysis Bureau.
One of Sloman's more notable assignments was as officer in charge of the 39-day Roby standoff in 1997.
He became commander of District 18 in Litchfield in the summer of 1998 and was named commander of District 9 in February 1999.
"We've run some good operations, had some good details," he said.
Sloman has no specific retirement plans. He lives in Pleasant Plains with his wife, Nancy, to whom he has been married for 32 years. He has two children, Tyler and Amanda, and a 2-year-old grandson and is expecting twin grandchildren in July. He retired in 2000 after 26 years with the 183rd Illinois Air National Guard.
No replacement has been named for the District 9 commander's position. The agency is expected to post the opening in the next week or so.
"District 9, because of the capital and the headquarters being here, is kind of a popular one," he said. "It's unique because of the capital and the headquarters. The fair is a big deal. We've worked on details on every president since Jimmy Carter."
Fogleman, head of the Springfield Police Department's Administrative Services Division, also is departing after 27 years on the force. He had a short career with the Lake Springfield police before being hired by the city department in February 1979.
He worked for nine years as a second-shift patrol officer in the southeast part of town, then went to the police academy to be a training officer, eventually being promoted to assistant commander in charge of the academy. After a year he went back to being a patrolman on the day shift, working the north end and the Enos Park area.
Fogleman, 50, was promoted to sergeant in 1996 and to lieutenant in 2000. In 2002, he was transferred to the department's internal affairs division, where he spent three years until being promoted to his current job.
He said among the most notable points in his career were the department's transition from revolvers to automatic pistols while he was at the academy and his involvement in the department's community policing programs.
His proudest moments, however, involve training rookie officers.
"I think some of the rewarding stuff now is some of the guys who I was their FTO (field training officer) to see where they're at in the department now. My most rewarding time was in the training field," he said. "I just think it's a more positive environment in the world of police work, which is all so negative, anyway."
His advice for up-and-coming officers?
"Number one, don't ever forget where you came from. That comes from good old Mike Walton (former Springfield police chief). The second thing would be to treat the people you deal with like you would like to be treated or like you would like to have your mother or sister dealt with."
Fogleman, a motor sports junkie, said he has no specific retirement plans. He is married to Marsha Fogleman and has two sons, Nick, 24, and Pat, 21. He said he is proud of his time as a city police officer.
"Even with all the negative that's going on with the Springfield Police Department, I still think it's probably one of the best police departments in the country," he said.
Lt. Ed Flesch will be promoted to Fogleman's position.
The other retiring officers and deputies are taking a great deal of valuable experience with them, said Williamson and Springfield Police Chief Don Kliment.
From the sheriff's office:
* Davlin will retire after 21 years. His most recent assignment was head of the department's crime prevention unit. Prior to that, he was alieutenant supervising deputies on patrol.
* Boston, a longtime detective, will retire after 29 years. She specializes in child abuse cases and works with the Child Advocacy Center.
"It takes a special person to be able to sort through all that trash and get down to talking to the youngsters and the victims," Williamson said.
* Diefenback will retire after 22 years. He is a deputy assigned to the traffic division, enforcing traffic and DUI laws, truck weights, school bus enforcement, seat belt details, roadside safety checks and underage alcohol audits.
* Stuart will retire after 20 years. He is a deputy assigned to crime prevention and has worked as the department's senior citizens officer and is a hostage negotiator.
* Shaneman will retire after 20 years. He is a deputy on the midnight shift and has been on the emergency response team.
From the Springfield Police Department:
* Keen will retire after 26 years. His most recent job was as the public information officer for the department and head of its crime prevention unit.
* Baughman will retire after 26 years. He most recently was a day-shift patrol officer.
* Schweska will retire after 24 years. Much of his career was spent as a third-shift patrol officer but he also has worked in crime prevention, as a DARE officer and in the evidence section.
* Both Stouffe and Brown will retire after 27 years. Both are detectives.
* Young, a veteran detective with many decorations, will retire with 26 years on the force.
Kliment said he wishes the retirees the best and thanks them for their service.
"Obviously, they've meant a lot not only to the police department but to the city of Springfield as a whole, and their friendships will be missed," he said.

*HTI DIBUBARKAN, PEMERINTAH MULAI BERTINDAK DIKTATOR*
Oleh Yusril Ihza Mahendra Pagi ini Kemenhumkan dengan resmi telah mencabut status badan hukum Hizbut Tahrir Indonesia (HTI) disertai dengan pembubaran ormas yang berstatus badan hukum perkumpulan atau vereneging itu. Kewenangan Pemerintah, dalam hal ini Menkumham, mencabut status badan hukum dan sekaligus membubarkan ormas tanpa proses peradilan, adalah kewenangan yang diberikan oleh Perpu No. 2 Tahun 2017 yang kontroversial itu. Saya sejak awal mengatakan bahwa Perpu ini membuka peluang bagi Pemerintah menjadi diktator. Pemerintah secara sepihak berwenang membubarkan ormas tanpa hak membela diri dan tanpa "due process of law" atau proses penegakan hukum dan adil dan benar sesuai asas negara hukum yang kita anut. Pemerintah sebagaimana berulangkali ditegaskan oleh Menko Polhukam Wiranto, telah dengan sesat pikir menerapkan asas "contrarius actus" dalam hukum Romawi ke hukum nasional kita. Dengan asas itu, menurut Menko Polhukam, Pemerintah yang berwenang "menerbitkan izin" berdirinya ormas, maka dengan sendirinya berwenang pula mencabut "izin" tersebut. Padahal mendirikan ormas bukanlah sesuatu yang perlu izin Pemerintah. SK Menhumkan tentang pengesahan berdirinya sebuah badan hukum, samasekali bukan surat izin seperti Surat Izin Mengemudi yang dikeluarkan Polisi. Izin, dikeluarkan agar seseorang boleh melakukan sesuatu yang dilarang. Mengemudi di jalan raya itu prinsipnya dilarang karena bisa membahayakan orang lain. Namun, seseorang boleh melanggar larangan itu, kalau dia punya Surat Izin yang disebut SIM itu. Kebebasan berserikat dan berkumpul bukanlah sesuatu yang dilarang seperti mengemudi di jalan raya, melainkan adalah hak konstitusional yang dijamin oleh UUD 45. Karena itu, SK Menkumham tentang pengesahan badan hukum ormas yang didirikan, bukanlah surat izin sebagaimana dengan sesatnya dipahami oleh Menko Polhukam. Tadi malam dalam dialog ILC di TVOne, salah satu pendukung Pepu No. 2 Tahun 2017 ini, Prof Dr T Mulya Lubis membantah pendapat saya bahwa Pemerintah ini bisa bertindak laksana diktator dalam membubarkan ormas. Dalam dunia yang makin terbuka ini, tidak mungkin Pemerintah bisa jadi diktator, kata Mulya Lubis. Saya hanya mengatakan kepada T Mulya Lubis "anda lihat saja besok, HTI dibubarkan sepihak atau tidak oleh Pemerintah". Mulya Lubis bilang "masa, gak mungkinlah". Pagi ini mudah2an Mulya Lubis bangun dari siuman dan mulai menyadari mulai pahit getirnya demokrasi di bawah Pemerintahan Presiden Jokowi ini. Pembubaran terhadap HTI pagi ini sudah dapat kita duga alasannya. Ormas ini dianggap "menganut, mengembangkan, serta menyebarkan ajaran atau paham yang bertentangan dengan Pancasila" sebagaimana diatur dalam Pasal 59 ayat 4 huruf c Perpu. Pelanggaran terhadap pasal ini dijatuhi sanksi administratif dan/atau pidana sebagaimana diatur dalam Pasal 60 ayat (2) huruf a jo Pasal 61 ayat (1) huruf c jo ayat (3) huruf b. Sanksi administratif pencabutan status badan hukum disertai dengan pembubaran berdasarkan pasal2 Perpu di atas sudah dijatuhkan oleh Menkumham kepada HTI. Saya belum tahu apakah sanksi pidana akan dijatuhkan atau tidak. Seandainya dijatuhkan, maka sanksi pidana bagi setiap orang yang menjadi anggota dan/atau pengurus ormas yang menganut, mengembangkan dan menyebarkan ajaran atau paham yang bertentangan dengan Pancasila, menurut Pasal 59 ayat (4) Perpu "dipidana dengan penjara seumur hidup atau pidana penjara atau pidana penjara paling singkat 5 (lima) tahun dan paling lama 20 (dua puluh) tahun sebagaimana diatur dalam Pasal 82A ayat (2). Dalam acara ILC tadi malam Prof Dr Romli Atmasasmita mengatakan sanksi pidana sebagaimana diatur dalam Pasal 82A ayat (2) di atas hanya dijatuhkan kepada pimpinan ormas atau mereka yang menjadi aktor intelektual menganut, mengembangkan dan menyebarkan paham yang bertentangan dengan Pancasila saja, bukan kepada semua pimpinan dan anggota ormas yang dibubarkan. Namun kalau kita baca bunyi rumusan norma Pasal 82A ayat (2), kata-katanya berbunyi "Setiap orang yang menjadi anggota dan/atau pengurus Ormas yang dengan sengaja dan secara langsung atau tidak langsung melanggar ketentuan sebagaimana dimaksud dalam Pasal 59 ayat (3) huruf a dan b, dan ayat (4) dipidana dengan pidana penjara seumur hidup atau pidana penjara paling singkat 5 (lima) tahun dan paling lama 20 (dua puluh) tahun. Dengan membaca rumusan pasal 82A ayat (2) Perpu, jelaslah bahwa terhadap pengurus dan anggota ormas "anti Pancasila" bisa dipidana, tidak terbatas hanya kepada aktor intelektualnya saja. Ini jelas merupakan sanksi pidana yang tidak pernah ada di zaman penjajahan Belanda, zaman Orde Lama dan Orde Baru. Bayangkan kalau ada 1 juta anggota ormas, begitu dikenakan sanksi pidana, semuanya bisa dipenjara sampai seumur hidup. HTI kemarin telah mendaftarkan permohonan uji materil atas Perpu No. 2 Tahun 2017 ini ke Mahkamah Konstitusi. Namun karena hari ini HTI telah resmi dicabut status badan hukumnya dan dibubarkan, maka tentu HTI bukan lagi subyek yang menurut Undang-Undang No. 24 Tahun 2003 jo UU No 8 Tahun 2011 tentang Mahkamah Konstitusi dan perubahannya dapat mengajukan permohonan pengujian undang-undang ke mahkamah itu. Kami kini sedang memikirkan langkah terbaik untuk mengatasi masalah ini. Kami juga sedang menyiapkan langkah untuk menggugat pencabutan status badan hukum dan pembubaran HTI ini ke Pengadilan Tata Usaha Negara. Kami sadar posisi kami lemah berhadapan dengan Pemerintah yang menggunakan Perpu No 2 Tahun 2017 dalam membubarkan HTI ini. Namun kami tidak boleh menyerah untuk menegakkan hukum dan keadilan, betapapun perjuangan itu berat, panjang dan berliku. Kezaliman jangan dibiarkan. Kediktatoran jangan diberi tempat di negeri tercinta ini. Jakarta, 19 Juli 2017

It recognizes that “individuals exercising the authority, duties or responsibilities of an employer” can also be subjected to violence and harassment. Guy Ryder explained that the new standards recognise the right of everyone to a world of work free from violence and harassment. The standard covers violence and harassment occurring in the workplace; places where a worker is paid, takes a rest or meal break, or uses sanitary, washing or changing facilities; during work-related trips, travel, training, events or social activities; work-related communications (including through information and communication technologies), in employer-provided accommodation; and when commuting to and from work. It also recognizes that violence and harassment may involve third parties. Prior to the time that J.T. started his employment at the firm, Respondent and J.T. knew each other through mutual friends. In fact, Respondent introduced J.T. to the firm’s hiring partner, John Doe, for possible employment at the firm.
The firm’s practice is concentrated in the area of commercial litigation but the firm’s dress code is casual, allowing for the attorneys to often wear casual clothing to the office. However, when an attorney is meeting with a client, attending a deposition or handling a court appearance, appropriate professional attire is required.
As a result of the firm’s causal dress code practices, attorneys employed at the firm often have a change of clothes that is appropriate courtroom attire in their offices, and they change clothes in their offices before leaving for court, a deposition or a client meeting.
Between June and September 2016, on at least 20 different occasions, when Respondent knew that J.T. would be changing clothes in his office, Respondent placed a usb video flash drive in a hidden location in J.T.’s office without J.T.’s knowledge or consent. Using the usb flash drive, Respondent videotaped J.T. in various states of undress while J.T. was changing clothes. On each of these occasions, Respondent subsequently retrieved the device, and watched the videos for his own sexual and emotional gratification. Whenever Respondent knew J.T. had a reason to be changing clothes in his office, he would then replace the usb video flash drive into J.T.’s office.
At no time between June and September 2016, did J.T. know or consent to this videotaping of him changing clothes in his office. J.T. however, did notice that Respondent was spending an unusual amount of time in and around J.T.’s office and became concerned about it.
On September 27, 2016, J.T. found the hidden camera USB video flash drive located in the inbox in his office behind his desk.
On September 27, 2016, J.T. placed the device in his computer to view its contents. The next day, J.T. located videos sequenced 11-28 on the usb video flash drive. The videos were typically a half-hour long showing J.T. in states of undress and changing his clothes.
On September 30, 2016, J.T. informed John Doe of the above incidents and unauthorized videotaping. John Doe talked to Respondent, who then resigned from the firm.
On November 30, 2016, the Cook County State’s attorney’s office indicted Respondent on 2 counts of felony unauthorized videotaping, in violation of 720 ILCS Act 5, Section 26-4(a). People of the State of Illinois v. Michael Herbst, 16CR17557.
At all times alleged in this complaint it was a crime for "any person to knowingly make a video record or transmit live video of another person without that person’s consent in a changing room…" 720 ILCS Act 5 Section 26-4(a).
On May 4, 2017, Respondent pled guilty to one count of unauthorized videotaping, reduced from a felony charge to a misdemeanor.
On May 4, 2016, Respondent was sentenced to reporting probation for two years with a scheduled termination date of May 4, 2019, with 40 hours of community service, a no-contact order with J.T., and restitution to the firm in the sum of $6095.50.
