No, that phrase is not 'wrong'. Just because it is not the common expression does not make it wrong.
For all 'intensive purposes' can be a perfectly correct phrase, so long as you are referring to the high level and/or more difficult purposes. Had I used, 'all intents and purposes' it would have conveyed the wrong message.
