New safety measures imminent to Somerville’s Cedar Street area

Starting in October, Cedar Street will undergo renovations in order to make the street safer in adherence with Somerville’s traffic-calming efforts.

At a community meeting Monday, Sept. 18, Head of Transportation and Infrastructure Brad Rawson said there are an average of 8,600 vehicles near Warwick Avenue and Clyde Street, with 85 percent going 26 mph.

There are an average of 121 bicycle and 308 pedestrian commuters in the morning, compared to 102 bicycle and 338 pedestrian commuters in the evening, he continued.

“We need to invest in streets that incentivize slower driving,” said Rawson. “And it’s just as dangerous for a pedestrian to be struck by a bicycle as a vehicle...you have the same rights, the same responsibilities.”

Traffic-calming efforts

With the new Vision Zero initiative, Rawson said the city is looking to emphasize safety rather than vehicles’ carbon footprints.

“We are always going to default to the safe solution,” he said. “That’s our commitment.”

Some ways to slow traffic, and stop cut-through traffic going down Cedar, are chicanes, bump-outs and bicycle lanes.

Chicanes are artificial narrowing of the roads, which can be done with paint. After researching best practices, the city found that speed reductions tend to be associated with forcing cars to move around the chicane, said Rawson.

When doing construction on Lowell Street a few years ago, he said the city included chicanes, and found near Webster Avenue, speed limits dropped 2 mph.

Though the street is completely residential, there are a number of trucks that travel down during all hours of the day and night, said residents, disturbing almost all of the houses.

“When you build out chicanes and bump-outs, it makes it less comfortable for a UPS driver,” said Rawson. “Your average delivery driver might just choose to find a different route. This truly will help (to divert) a certain percentage of trucks.”

Traffic bump-outs have been used in Magoun Square and Elm Street to slow cars as they are driving down the street.

“Even more important than that...if you are a pedestrian, you are visible,” said Rawson. “You get beyond the parked cars. They can see you much more easily, and they’ve become so popular in traffic engineering.”

Construction

Sidewalk construction is set for Oct. 2 through Nov. 3, with milling and paving from Nov. 6 to 10, and striping Nov. 20.

However, Somerville Director of Engineering Rich Raiche said the city is running out of time before the winter, so construction may not be complete in November.

“One way or the other, we are going to start,” he said.

With enough good weather, the city could either do the entire street or choose one half to do now and one half to do in the spring.

First the sidewalks will be dug up and removed, and most of that material to be reused for renovations, said Raiche. Then DNR Construction will align the curbs with temporary asphalt, then mill and raise the castings.

When the sidewalks are done, contractors will rough up the pavement on the street and lay down new asphalt to pave the street, which will need to be closed for four hours. After that, it will take one to two weeks to paint.

“Even during construction, we know that everything needs to keep moving,” said Raiche.

When construction is done, said Raiche, coming from Highland Avenue to Broadway won’t seem much different. After the bank, parking will stay on the right side of the street, as it does now.

There will be a crosswalk added to Hudson Street, and from there people will notice the changes.

There will be a bump-out at Albion Street, and Lexington will have a chicane, said Raiche. Parking will switch to the left side of the street shortly after. After Murdock Street, there will be no more available parking.

“The raised part of the chicane in the winter essentially becomes where the snow is piled,” he said. “Right now (during the) winter time, (snow) gets piled on the pavement and in the winter that becomes a snow pile on top of some curbing.”

There will be protected bike lanes along the streets, with a lane in the middle for those taking a left turn, and a couple other bump-outs and curb extensions from Warwick Avenue to Clyde Street.

From Frank Street to Broadway, curb extensions will be reduced.

“We are proposed a surface treatment, that kind of roughed up concrete, to have cars make a little more of a right hand turn rather than going over the crosswalk,” he said.
