I think it's also the absurdity of the sketch. The Eric Idle character is so bloody stupid and keeps digging the whole thing deeper and deeper into truly absurd levels of non-comprehension. As more characters get added, it just escalates the lack of comprehension further - real "Who's on first" level stuff.
The fact that the whole thing ends with all of them getting married together with the soothing narrator ending with "and they all settled down nicely together in a council estate in Surrey" is the perfect button on the sketch. All five of these nincompoops decided "well, we're all here, let's give it a go!" and the nice "and they all lived happily ever after" end 'button' to the sketch ties it all up in a row. Everything that proceeded from a simple misunderstanding to a happy polycule in the course of five minutes is so absurd (by 1960s British mores) gay marriage seems positively grounded and mundane by comparison by comparison.
It's like how, in the Grant Morrison run of Doom Patrol, the talking French gorilla terrorist Monsieur Mallah openly admits to falling in love with his creator, the full-body amputee brain-on-a-jar known only as "the Brain", the middle of a scene where they are stealing the self-aware robotic body of the hero Robotman (which itself is in the middle of a suicidal act of rebellion as it tries to disprove Cartesian dualism).

The rest of the proceedings are so preposterously goofy and absurd that the idea that both characters are two men who fell in love is probably the most normal part of the whole proceeding. The rest of the strangeness really defangs the whole "two men falling love together" thing to the average person unfamilair with queerness.
