"I'm sure that the Presidents who stand out in our history and in our memory are those who led the nation through times of great trial and challenge...Washington, Jackson, Lincoln, Wilson, Roosevelt, Truman. On the other hand, these very same Presidents would not be regarded now as great if their reactions and their responses had been weak, or if they had failed to achieve some of their major goals of if they had run away from the challenges...Greatness is an elusive thing and the judgment of history is sometimes different from that that is made when a President's in office or just after he leaves office. Wilson died a broken and disappointed man because he failed to win approval of the League [of Nations]. Yet history has judged that he was right in that fight and the willful men of the Senate who opposed him were wrong...There are a great many misconceptions about the Presidency...Some people think the President is a man who welcomes visitors to our country, who signs the laws that Congress sends him, who occasionally makes a speech about one of our problems, a kind of father or figurehead. Others see him as a manipulator or as an arm twister who is interested in power and how to use it. Others see him as a solitary figure surrounded by yes men, insulated from all [counselors], isolated from the real world. But very few people have any idea of the long and tedious and grinding work that goes into every Presidential day. I doubt that there was a single day of the Presidency, Sundays included, that I didn't give two or three hours to just solitary reading. There was hardly a night that I was President that I didn't read two or three hours. Even if it were a State Dinner or dancing...when I retired for the evening, I would have two hours of night reading ahead of me...No President in history has been able to do all the things that he or the people hoped he could accomplish at the time of election. But that doesn't mean that the job is impossible and that doesn't mean it's doomed. It's doable."

The Library of Congress, its digital strategy, and crowdsourcing

In late October, I asked the Preservation Directorate of the Library of Congress (LOC), about what they decide to digitize and if they have a process similar to NARA (National Archives and Records Administration, called National Archives in the rest of this article), with their own digitization priorities including working with external partners. After thanking me for my interest in the LOC's preservation work, Jon Sweitzer-Lamme of the Preservation Directorate responded by saying:
The Library's digital strategy is available here: https://www.loc.gov/digital-strategy. Our prioritization is driven by demand, such as demand for our presidential papers collections like the newly released Theodore Roosevelt Papers (https://www.loc.gov/item/prn-18-132/), and preservation needs, especially if an item can’t be served to researchers anymore due to its condition. We have excellent in-house digitization capabilities and also utilize external contractors and partners to digitize our content.
Generally, that does answer my question, but unfortunately the answer from LOC did not come soon enough for a class assignment I had where I asked reference questions in the same vein of different institutions (AskUsNow!, Maryland State Archives, and UMD Archives). I'll post that on Academia.edu likely later this month.

This also shows the site is made possible with a partnership via Amazon's SES [Simple Email Service], a worrying infiltration of public institutions with those from the corporate world. Even so, the Crowd program runs on open source software, so that is a positive.
Most exciting of all is not the digital strategy, but LOC's new "crowd" program, which is a bit like the citizen archivist initiative of the National Archives which I have participated a bit with in the past. While there are only five campaigns to transcribe, review, or tag information currently, but it is only in its beta stage, so this will likely be expanded in the future, without a doubt. This could become something of linked open data at its finest, not only connecting people with content, but bringing them further into the process to make the usage of records more collaborative for all, going beyond past efforts. In the coming days, I will test out the site and let the rest of you know on this blog what it is like. They even tied in the anniversary of the Gettysburg Address to this program.
With that, this new program fulfills the digital strategy of LOC (without a doubt different than the one in 2000), which states that their mission is to "engage, inspire, and inform the Congress and the American people with a universal and enduring source of knowledge and creativity," with initiatives such as this one trying to ensure that "all Americans are connected to the Library of Congress." This is also connected to their strategic plan which has four major goals: expanding access, enhancing services, optimizing resources, and measuring results. As for the digital strategy it also notes the role of digital technology in fulfilling the mission of this institution, while also "throwing open the treasure chest, connecting, and investing in our future." This strategy is also forward-thinking, stating that:
The Library's content, programs, and expertise are national treasures...We will make that content available and accessible to more people, work carefully to respect the expectations of the Congress and the rights of creators, and support the use of our content in software-enabled research, art, exploration, and learning The Library will continue to build a universal and enduring source of knowledge and creativity...We will expedite the availability of newly acquired or created content to the web and on-site access systems...We will explore creative solutions to reduce the barriers to material while respecting the rights of creators, the desires of our donors, and our other legal and ethical responsibilities...We will continue to enable computational use of our content and metadata...The Library offers an incredible wealth of content, programs, and services to Congress and the American people. We strive to connect with more users by making those services and content accessible for all...Many of the Library's digital users come directly to our websites to discover content. To expose even more people to the Library's content and services, we will bring digital content to users by making more of our material available in other websites and apps that they are already using...We will continue to participate in professional organizations and cooperatives that expand our perspectives and enable us to share our experiences. Additionally, developing partners in industry can allow us to connect the Library with new areas of expertise and resources...We will cultivate an innovation culture by empowering our staff, who have expertise in a wide range of subject areas, including the work of Congress, United States copyright law, American and foreign law, and our collections...Our plans for the future must entail preserving and protecting our collections and content...While we plan for our future, we are also paying close attention to innovations and trends that will present future challenges and opportunities. Newer tools, such as augmented and virtual reality, computer vision, natural language processing, and machine learning, are already transforming how we live and work.

There aren't many other articles on this subject [1], from a quick online search, but all of the ones I found are relatively positive, although some are more critical than others. Roll Call, in their article on the subject, described how the digital strategy is "digital forward," advocated strongly by Librarian of Congress Carla Hayden (who heads LOC, and formerly the Pratt Library in Baltimore), and Kate Zwaard, the Director of Digital Strategy. Most interesting in this article was not that Accenture, a huge contractor, won a contract "to build the long-planned new data center" for LOC, or that the plan includes "employing user-centered design to invite digital and physical visitors to explore more offerings" but that the organization has been stuck in the past, trying to shed this past, because it has "a computing system built in the 1970s to static processes for staff." Having a 21st century computing system is important for LOC, which holds over 167 million items in its collections which sit on "approximately 838 miles of bookshelves," making it the "largest library in the world."
FedScoop also wrote about the digital strategy, noting that the "The Library of Congress...is interested in exploring what artificial intelligence and similar technologies can do for its mission," saying this focus on digital aspects is not "out of the blue" as LOC launched labs.loc.gov, "a home for digital experiments...last year...[and] it...recently began experimenting with geographic information systems mapping as a way to explore collections online." Both are positive aspects, to say the least.
Finally, there is Cory Doctrow of Boing Boing, which often has short articles with little content other than the document(s) they are quoting from. Regardless, Doctrow describes how the digital strategy supports "data-driven research with giant bulk-downloadable corpuses of materials and metadata...crowdsourc[ing] the acquisition of new materials...[and] preserv[ing] digital assets with the same assiduousness that the Library has shown with its physical collection for centuries," among other aspects. He interestingly notes how the LOC has an "outsized role" in the current digital era because it contains the Copyright Office, which is "patient zero in the epidemic of terrible internet law that reaches into every corner of our lives." This clashes with the fact that Carl Hayden, the Librarian of Congress "is the most freedom-friendly, internet-friendly, access-friendly leader in the Library's history, replacing unfit leaders who were brought down in grotesque corruption scandals" even though her leadership has fallen short, in Doctrow's view, because "the Copyright Office is still a creature of Big Content, and it has direct oversight over your ability to modify, repair, sell, and use all of your digital property." Still, he argues that
...this digital strategy is a very bright light, but it shines in a dark and menacing cave. I love the Library -- I love its work, its collections, its diligent and thoughtful staff, its magnificent building. But for all that, the Library has become a locus of terrible policy that runs directly counter to its mission. The contradiction between the Library's mission and its real role in policy has never been more clear than it is in this wonderful document. [2]
That brings me to the end of this article. What are your thoughts on this new digital strategy of LOC and its new Crowd program?

[2] James Tanner of Genealogy's Star makes a similar point, but says that LOC is not "certainly not the leader in the number and value of their online offerings" since the "the recent history of the Library of Congress is far from promising" with the closure of the Local History and Genealogy Reading Room in 2013, and the "inherent contradiction in the current efforts of the Library of Congress due to the fact that they are also the agency responsible for the controversial access policies inherent in the United States Copyright Law because the Copyright Office is an integral part of the Library." This means, as Tanner argues,due to "Congressional action, use and access to many valuable research materials have been overwhelmingly restricted" while adding that "policies and budgetary constraints at both the Library of Congress and the National Archives have severely limited the number and availability of digitized records from both institutions. It would be a huge change if this present plan includes real changes in the number and availability to access items in both institutions collections." Still, he is optimistic, saying that "it will be interesting to see what will happen, although I do not expect any significant changes during what is left of my lifetime," although he says that the Internet Archive "may become the largest library in the world considering its growth during the past few months and years assuming they catch up with the National Library of Australia."

Application Administrator - National Archives and Records Administration (NARA) Presidential Electronic Records Library (PERL) Ocean Associates, Inc. (OAI) supplies information technology and personnel support services on contract to government and industry clients. OAI is seeking an Application Administrator in the Washington, DC area to provide Level 1 – Level 3 systems operations and maintenance support for the National Archives and Records Administration (NARA) Presidential Electronic Records Library (PERL) program. Guidance on Presidential and Federal Records
The National Archives and Records Administration (NARA) has long had a special relationship with the incoming Presidential Administration, including providing archival and records management guidance and support to the White House upon request. This relationship continues throughout the Administration, until the Presidential records are transferred into the National Archives for permanent preservation in our President Library system.
The 2016 Guidance on Presidential Records is available on archives.gov. This document, which NARA has prepared for every incoming administration since 2000, provides basic background information on the Presidential Records Act (PRA) of 1978, as amended, 44 U.S.C. §§ 2201-2209; how the National Archives implements the PRA; and how we assist the White House in managing its records under the PRA.
NARA has also continued to engage with Federal agencies to inform them of their records management responsibilities under the Federal Records Act (FRA). The Office of the Chief Records Officer at the National Archives has updated its Documenting Your Public Service publication and developed other resources for agencies to ensure that records management is an integral part of agency transition plans. Application Administrator - National Archives and Records Administration (NARA) Presidential Electronic Records Library (PERL) Ocean Associates, Inc. (OAI) supplies information technology and personnel support services on contract to government and industry clients. OAI is seeking an Application Administrator in the Washington, DC area to provide Level 1 – Level 3 systems operations and maintenance support for the National Archives and Records Administration (NARA) Presidential Electronic Records Library (PERL) program. Project activities: NARA requires on-going support services to operate and maintain the computer systems containing the electronic records of Presidential Administrations. The PERL suite of 12 database-driven applications fall into two categories: electronic finding aids, and electronic records systems. The electronic finding aids greatly facilitate location and retrieval of paper or other records, and provide substantive information about the records. Historian and author David McCullough believed and demonstrated through his remarkable career that history matters and records matter. He frequently researched, visited and spoke at the National Archives and was our greatest fan.
Asked what he would add to the 2000 National Millennium Time Capsule, McCullough said "A Boston Public Library card":
"I recommend that the time capsule include at least one public library card for a child…a Boston Public Library card would be particularly suitable, as the Boston Public Library was the first to allow readers to take books home. Our free public library system is one of the greatest of all American institutions, and reflects perhaps as well as anything could the theme of past and future. OAI is seeking a Project Manager in the Washington, DC area to supervise systems operations and maintenance support for the National Archives and Records Administration (NARA) Presidential Electronic Records Library (PERL) program. Duties The Project Manager will be the single point of contact between the OAI systems and application administration team (3 FTE) and the NARA Contracting Officer Representative (COR). The Project Manager shall be responsible for managing OAI personnel, scheduling, and ensuring all technical assignments are executed on the task order. The United States of America (America), the nation, considered patriotically as, a nation (1) undivided under God with liberty and justice for all; (2) nation and people which in order to form a perfect union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution; (3) broad stripes and bright stars, through the perilous fight, o'er the ramparts we watched, and, were so gallantly streaming; (4) The Constitution of the United States of America; and, (5) 22 U.S. Code § 504. Transfer of hemisphere territory from one non-American power to another; recognition; consultation with American Republics, in which (1) The United States would not recognize any transfer, and would not acquiesce in any attempt to transfer, any geographic region of this hemisphere from one non-American power to another non-American power; and (2) If such transfer or attempt to transfer should appear likely, the United States shall, in addition to other measures, immediately consult with the other American republics to determine upon the steps which should be taken to safeguard their common interests.
America’s nationalisms were well-exhibited where with its recent action as a judicial, judiciary, and legislative infrastructure including the Library of Congress and National Archives and Records Administration’s (NARA) judicial administration extending to artificial intelligence, autonomous systems, and self-autonomous systems playing chaperone, warden, Chief Justice, and legislative systems, et al. McCalla whose interactions with the socio-economic and political systems, a democracy, resulted in the participation of the Science, Technology, Engineering, and Mathematics (STEM) attributes of the artificial intelligence defending the nation in War and National Defense, the provision of Armed Forces through complexed intelligences and complexed technologies, and Navigation and Navigable Waters in which the nation’s landmarks including The Obelisk at Washington DC’s National Mall; Mount Rushmore; Library of Congress; The Empire State Building; The Statue of Liberty (Liberty); Veterans’ Monuments including Arlington Cemetery; and, Vietnam Women's Memorial coordinated offense in a national weapons test assessing and evaluating the nation’s aptitude for cohesion, readiness, defensive and offensive stance, proving both successful and effective. This defense strategy is accessible, effective, and efficient including invasions and sieges between and among the 52 states within the United States of America. This weapons test was of the design and methodology in which said attributes coordinated digitally and electronically between each other, identifying the milestones, and then triangulating with each other, recording the outcomes judicially, judiciarily, and legislatively.
These systems do not supplant or act interchangeably with the nation’s national defense including CIA’s Langley, Virginia and The Pentagon, who now functions as an attribute of Defense Interstellar Network, a function of US Code 51, National and Commercial Space Programs. 51 U.S. Code § 70102. Space launch system use policy, argues (a) In General.—The Space Launch System may be used for the following circumstances:
(1) Payloads and missions that contribute to extending human presence beyond low-Earth orbit and substantially benefit from the unique capabilities of the Space Launch System.
(2) Other payloads and missions that substantially benefit from the unique capabilities of the Space Launch System.
(3) On a space available basis, Federal Government or educational payloads that are consistent with NASA’s mission for exploration beyond low-Earth orbit.
(4) Compelling circumstances, as determined by the Administrator.
(b) Agreements With Foreign Entities.—
The Administrator may plan, negotiate, or implement agreements with foreign entities for the launch of payloads for international collaborative efforts relating to science and technology using the Space Launch System.
(c)Compelling Circumstances.—
Not later than 30 days after the date the Administrator makes a determination under subsection (a)(4), the Administrator shall transmit to the Committee on Commerce, Science, and Transportation of the Senate and the Committee on Science of the House of Representatives written notification of the Administrator’s intent to select the Space Launch System for a specific mission under that subsection, including justification for the determination.
Approximately on or about Saturday, July 6, 2019, The Pentagon, attribute of Defense Interstellar Network, participated compliantly with 51 U.S. Code § 70102. Space launch system use policy, in the retrieval efforts of Space Launch project Beagle 2. Ergrant, Presidential Gubernatorial, et al, actions are judicially, judiciarily, and legislatively appropriate considering the impact of 19 U.S. Code § 1305. Immoral articles; importation prohibited, argues, (a) Prohibition of importation - All persons are prohibited from importing into the United States from any foreign country any book, pamphlet, paper, writing, advertisement, circular, print, picture, or drawing containing any matter advocating or urging treason or insurrection against the United States, or forcible resistance to any law of the United States, or containing any threat to take the life of or inflict bodily harm upon any person in the United States, or any obscene book, pamphlet, paper, writing, advertisement, circular, print, picture, drawing, or other representation, figure, or image on or of paper or other material, or any cast, instrument, or other article which is obscene or immoral, or any drug or medicine or any article whatever for causing unlawful abortion, or any lottery ticket, or any printed paper that may be used as a lottery ticket, or any advertisement of any lottery. No such articles whether imported separately or contained in packages with other goods entitled to entry, shall be admitted to entry; and all such articles and, unless it appears to the satisfaction of the appropriate customs officer that the obscene or other prohibited articles contained in the package were inclosed therein without the knowledge or consent of the importer, owner, agent, or consignee, the entire contents of the package in which such articles are contained, shall be subject to seizure and forfeiture as hereinafter…
Hence, the United States of America’s executive management is present in its compliance with laws, statutes, legislatives, legislatures, legislations, regulations, regulatives, regulatures, and treaties regarding Foreign Relations and Intercourse, and particularly Chapter 11—foreign Agents and Propaganda (§§ 601 – 621); Chapter 19—foreign Assistance Program (§§ 1501 – 1558); Chapter 24—mutual Security Program (§§ 1750 – 1951); and, Chapter 32—foreign Assistance (§§ 2151 – 2441).
The United States of America’s cohesion and unity with its Constitution’s Preambles also extend to its compliance with laws, statutes, et al of 51 U.S. Code § 20111. National Aeronautics and Space Administration (NASA); and, 51 U.S. Code § 20112. Functions of the Administration, (a) Planning, Directing, and Conducting Aeronautical and Space Activities.—The Administration, in order to carry out the purpose of this chapter, shall—
(1) plan, direct, and conduct aeronautical and space activities;
(2) arrange for participation by the scientific community in planning scientific measurements and observations to be made through use of aeronautical and space vehicles, and conduct or arrange for the conduct of such measurements and observations;
(3) provide for the widest practicable and appropriate dissemination of information concerning its activities and the results thereof;
(4) seek and encourage, to the maximum extent possible, the fullest commercial use of space; and
(5) encourage and provide for Federal Government use of commercially provided space services and hardware, consistent with the requirements of the Federal Government.
(b)Research and Development in Certain Technologies.—
(1)Ground propulsion technologies.—
The Administration shall, to the extent of appropriated funds, initiate, support, and carry out such research, development, demonstration, and other related activities in ground propulsion technologies as are provided for in sections 4 to 10 of the Electric and Hybrid Vehicle Research, Development, and Demonstration Act of 1976 (15 U.S.C. 2503 to 2509).
In consideration of the United States of America’s, a democracy, consideration for espionage; treason; domestic security; national security; public lands; public lands: interior; Parens Patriae; and, Mandamus, and their demands that no security classification be jeopardized, 51 U.S. Code § 20116. Reports to Congress shall be applied to ensure that no information marked classified are released to the public regardless of the Freedom of Information Act without writ of warrant or summoning. Applying laws, statutes, et al, 51 U.S. Code § 20116. Reports to Congress, (a) Presidential Report.—The President shall transmit to Congress in May of each year a report, which shall include—
(1) a comprehensive description of the programmed activities and the accomplishments of all agencies of the United States in the field of aeronautics and space activities during the preceding fiscal year; and
(2) an evaluation of such activities and accomplishments in terms of the attainment of, or the failure to attain, the objectives described in section 20102(d) of this title.
(b) Recommendations for Additional Legislation.—
Any report made under this section shall contain such recommendations for additional legislation as the Administrator or the President may consider necessary or desirable for the attainment of the objectives described in section 20102(d) of this title.
(c) Classified Information.—
No information that has been classified for reasons of national security shall be included in any report made under this section, unless the information has been declassified by, or pursuant to authorization given by, the President.
As such, NASA is compliant with laws, statutes, et al, 51 U.S. Code Subtitle II - General Program and Policy Provisions CHAPTER 201—NATIONAL AERONAUTICS AND SPACE PROGRAM (§§ 20101 – 20164), with its NASA Strategic Plan 2018’s vision, “To Discover and Expand Knowledge for the Benefit of Humanity”, and mission including “Lead an Innovative and Sustainable Program of Exploration With Commercial and International Partners to Enable Human Expansion Across the Solar System and Bring New Knowledge and Opportunities Back to Earth.”
In consideration of Chapter 43—international Broadcasting (§§ 2871 – 2878), and Chapter 53b—foreign Relations of the United States Historical Series (§§ 4351 – 4357), Ergrant, Presidential Gubernatorial, et al, McCalla demands the application of 22 U.S. Code § 4351. General authority and contents of publication Foreign Relations of the United States historical series (FRUS) applying inclusive of (c) Deadline for publication of records within 30 years. (a) Charter of publication
The Department of State shall continue to publish the “Foreign Relations of the United States historical series” (hereafter in this chapter referred to as the “FRUS series”), which shall be a thorough, accurate, and reliable documentary record of major United States foreign policy decisions and significant United States diplomatic activity. Volumes of this publication shall include all records needed to provide a comprehensive documentation of the major foreign policy decisions and actions of the United States Government, including the facts which contributed to the formulation of policies and records providing supporting and alternative views to the policy position ultimately adopted.
(b) Editing principles
The editing of records for preparation of the FRUS series shall be guided by the principles of historical objectivity and accuracy. Records shall not be altered and deletions shall not be made without indicating in the published text that a deletion has been made. The published record shall omit no facts which were of major importance in reaching a decision, and nothing shall be omitted for the purpose of concealing a defect of policy.
(c) Deadline for publication of records
The Secretary of State shall ensure that the FRUS series shall be published not more than 30 years after the events recorded.
This action shall be executed applying, attaching, integrating, and embedding all laws, statutes, et al, Public Printing and Documents, and shall satisfy laws and statutes, et al, Chapter 43—international Broadcasting (§§ 2871 – 2878), Chapter 53b—foreign Relations of the United States Historical Series (§§ 4351 – 4357), and, Chapter 71—United States International Broadcasting (§§ 6201 – 6216).
This action is in further celebration of the United States of America’s We Are Open For Business Public Relations campaign, visible internationally, in an air, land, and sea promotional strategy. May she continue to sing her national anthem, and of her broad stripes and bright stars, through the perilous fight, o'er the ramparts we watched, and, were so gallantly streaming… Additionally, it behoves the Government Organizations and Employees that the laws, statutes, et al, Patriotic and National Observances, Ceremonies, and organizations carry a listing of days considered valid and of the import of Patriotic and National Observances, Ceremonies, and organizations. Now consider the opportunities to display said accolade, United States of America’s acquisition of an emblazoned flag!!!!!
On another note, Joan Jett and The Blackhearts’ song, I love Rock n Roll, has allegedly been accepted and admitted into the Rock and Roll Hall of Fame. The accolade allegedly sanctioned by the United States of America’s judicial, judiciary, and legislative systems broadcasted the bands heyday in which they strutted to numerous stages and rocked on!!! Joan Jett and The Blackhearts continued to rock on Sunday, July 7, 2019 in which their parade was virtually done, visible internationally, and their songs rocking on in the halls of the Library of Congress in its displayed Judicial Administration. Touring is in the works with dates to be determined and announced. Congratulations to Joan Jett and The Blackhearts on such stellar performances, which were also reflected within the halls of the CIA, the Pentagon, and the Library of Congress!!!
The United States of America’s progress should not be overlooked, but celebrated internationally as she has made great strides including receiving the merit of meeting minimum requirements for international commercial practices applying laws, statutes, et al, Chimera. The minimum requirement is 23% for said trading, with the United States of America’s trading capacity at 28%. With this participatory equities, the United States of America has satisfied yet again other laws, statutes, et al, in preemptively thwarting non-American power transfers and possible power struggles including coupes.

(OAI) supplies information technology and personnel support services on contract to government and industry clients. OAI is seeking a Project Manager in the Washington, DC area to supervise systems operations and maintenance support for the National Archives and Records Administration (NARA) Presidential Electronic Records Library (PERL) program. Duties The Project Manager will be the single point of contact between the OAI systems and application administration team (3 FTE) and the NARA Contracting Officer Representative (COR).
