PASIG CITY, Jan. 24 (PIA) -- Civil Service Commission (CSC) Chairperson Alicia dela Rosa-Bala is encouraging the public to nominate government officials and employees deserving of recognition for honest and exemplary service.
"Maparangalan ang mahusay, tapat, at katangi-tanging mga kawani ng pamahalaan. Sila na nagsisilbing ehemplo ng serbisyo publiko," Bala said in a statement.
The CSC’s regional and provincial offices are now accepting nominations to the 2021 Search for Outstanding Government Workers. The annual Search forms part of CSC’s Honor Awards Program (HAP). The awards to be given out are the highest and most coveted recognition given by the government to individuals or group of individuals who have excelled or shown outmost dedication and commitment in public service.
All government workers in the career and non-career service including appointive barangay officials may be nominated. Employees who are under job order or contract of service are excluded from the coverage of the program.
The three award categories under the Search are the Presidential Lingkod Bayan, Outstanding Public Officials and Employees or the Dangal ng Bayan, and the CSC Pagasa.  
The Presidential Lingkod Bayan is conferred to an individual or group for exceptional or extraordinary contributions that had nationwide impact. The roster includes University of the Philippines-Manila Research Associate Professor 7 Dr. Raul V. Destura for his innovation and breakthroughs in the field of biotechnology such as the Biotek-MTM Dengue aquakit, an affordable tool that can diagnose dengue infection in 40 minutes. Most notable of his accomplishments is leading the team of scientists from UP credited for inventing the GenAmplify COVID-19 rRT-PCR Detection Kit, which helped in the early detection and effective treatment of COVID-19.
Previous recipients of the Presidential Lingkod Bayan include Albay Representative Clemente "Joey" Sarte Salceda, former University of the Philippines President Alfredo E. Pascual, Deputy Executive Director IV Joselito R. Chavez of the National Kidney and Transplant Institute, the Advanced Space Technology, Research, Operations, and Services Team of the Advanced Science and Technology Institute, and the Olongapo City Disaster Risk-Reduction Management Office.
Meanwhile, 2018 Outstanding Public Officials and Employees or Dangal ng Bayan Award recipient, Laborer Gelson A. Rili of the City Environmental Management Office, served as an inspiration to co-workers in Marikina City for diligently performing his tasks despite dangers and risks posed by his job as a street sweeper. Rili had been hit by passing vehicles, landing him in the hospital four times.
Education and position are not the main requirements for receiving the Dangal ng Bayan but strict adherence to the norms of conduct which positively influences others to display ethics in the discharge of official duties.
Notable Dangal ng Bayan awardees in the past include Governor Edgardo M. Chatto of Bohol, Dr. Eleanor Javonillo of Antipolo City, State Auditor Concepcion M. Guanzon of the Commission on Audit Region 10, and Professor Pablo U. Amascual III of the Leyte Normal University.
The CSC Pagasa Award is given to an individual or group of individuals for outstanding contributions that directly benefit more than one department of the government. 2019 recipient, Tagbilaran City Mayor John Geesnell L. Yap II, institutionalized participatory and consultative governance as key to Tagbilaran’s resilience and progress. Strong partnerships have led to holistic improvements in business environment, infrastructure development, employment generation, disaster management, and social service responsiveness. He pushed for automation of the city’s business processes which resulted in significant increase in applications for new businesses. 
Meanwhile, a group awardee in 2018 developed an organic product using ethnobotanicals, specifically betel nut and ipil ipil seeds, to control intestinal worms in native chicken. The Botanical Dewormer of the Capiz State University trained farmers on the use of the Botanical Dewormer to increase the production and profitability of native chicken-raising in Panay Island.

Pinabacdao, Samar, Feb. 24 (PIA) -- The Local Peace Engagement Cluster of the Samar PTF-ELCAC initiated a Round Table Discussion with the peace builders of Pinabacdao town on February 22.
The said discussion is an effort of the cluster to establish an insurgency-free community.
Pinabacdao Mayor Teodorico Mabag explained to peace builders that through the Whole of Nation Approach, the different services of governmental agencies are brought closer to the people.

"Slowly but surely, the government is addressing the different concerns of the community especially those from far-flung barangays," he said.
Mayor Mabag also shared that through the Provincial Government and the PTF-ELCAC, a Peace and Prosperity Village will be put up in Brgy. Catigawan, Pinabacdao, Samar.
"The village will have 200 units for occupancy of former rebels. This makes the services of the government more accessible to the community," Mabag said.
Ms. Alma Austero, Provincial Social Welfare and Development Officer disclosed that per the orientation conducted, the main issues that were raised were lack of access road, lack of classrooms and day care center as some were previously damaged by typhoons and lack of capital, farm tools and farm equipment.
Ms. Adelfa Gadin of the Office of the Provincial Agriculturist, advised the peace builders to organize a farmer's association and have it registered.
Ms. Gadin said,”The benefit of this is that you can request for farm tools and farm implements from the LGU once you have legitimate organization. You can also request for training on vegetable production and fertilizer production.”
Engr. Enrico Banario said that through TESDA, he is willing to provide skills training to the community. The courses in demand were dressmaking, and organic vegetable production.
However, Engr. Banario said that he will check if the courses selected are aligned with the Barangay Development Plan.
Ms. Austero also shared to the peace builders the different benefits offered by the government that former rebels may avail of such as those from the E-CLIP Program and the provision of the Provincial Government of home lots and farm lots.
She said that these may be offered to the rebels in their communities to encourage them to surrender.
A peace builder, on the other hand, shared that the issue on land ownership is being used by the NPAs to recruit more members.
"Someone from the government should go to the interior barangays to explain clearly the process of land ownership together with the prohibitions on ownership," he said.
“The NPAs are also using the loopholes of the 4Ps Program to elicit sympathy,” said the peace builder.
"There are members of the 4Ps program that shouldn't be included and there are those who qualified that weren't listed. They are using this to stir anger among the populace," he added.
Ms. Leila Auditor of DSWD cleared the issues on the 4Ps Program.
She said that one reason that there are those not included in the program is that some would intentionally give wrong information. As such, when validation comes, even if they are potential beneficiaries, since the office cannot validate their identity and status, they are then not included in the list.
"There are also those who would refuse to register even if we convince them that it is for their benefit," Ms. Auditor said.
Furthermore, Mr. Glenn Soriano of DENR-CENRO Sta. Rita, cleared to everyone that most of the land in Pinabacdao are classified as Timberland. As such, it would be difficult to give title or land ownership unless the land is reclassified.
He also said that it would need the intervention of the Congress to process the reclassification.
On a positive note, Mr. Segundino Pagliawan of DAR-Samar shared that aside from the home lots, farm lots will also be given to former rebels, with three hectares at most per FR depending on their validation.
He also said that farm lots should be taken into consideration carefully as there may be farmers who already own or till the land near the Peace and Prosperity Village. As such, farm lots might be in a different location.
The said Round Table Discussion between the Local Peace Engagement Cluster panel members and the peace builders will be followed by a few more rounds until an agreement on the commitments to end insurgency is met. (n/GMT/PIA-Samar)

CEBU CITY, Dec. 3 (PIA)--The Department of Labor and Employment (DOLE) Regional Office No. 7 and its Field Offices and Divisions are still ISO 9001: 2015 certified.
The good news came about when Certification International Philippines (CIP), the DOLE-7’S ISO certifying body, recommended last week for DOLE-7’s continued ISO certification after the conduct of a three-day Second Surveillance Audit with Site Inclusions.
Covered by the audit were the field offices of Negros Oriental, Siquijor, Cebu Province and the Regional Office, two Technical Support Services Divisions, and the Internal Management Services Division.
“This is big feat for the region. We do not only seek for opportunities to improve the way things are being carried out at the Regional Office and at its Field Offices but we also sincerely attempt to look for areas where we are poor at knowing that by doing so, we will be able to deliver the best public service possible to the customers we are serving,” said DOLE-7 Regional Director Salome Siaton.

With only three noted minor non-conformities (NCs) as a whole, Siaton thanked the DOLE-7 officials, program implementers, Field Office and Divisions Heads, and Internal Quality Auditors for putting their acts together, saying that the concerted efforts of all stakeholders involved were material in the successful outcome of the audit.
In a message posted on her social media account, Siaton credited the efforts exerted by DOLE-7 staff, citing the contributions of the Regional Quality Management Representative (QMR), Assistant Regional Director Lilia Estillore, and the whole Quality Management Systems (QMS) Team.
“We are very inspired to improve ourselves. We are motivated to become better at what we already thought of we are best at. There are always rooms for improvement and the observations, opportunities for improvements and minor NCs cited by our auditors would be a very good tool for us to assess where we are now and what further directions we are heading to,” said the DOLE-7 regional head. 
The scope of the Second Surveillance Audit covered the Provision of Employment and Capacity-Building Services, Labor Force and Welfare Services, Employment Regulation, and Institutional Support. (hfg with report from DOLE-7)
