Seoul proudly showcases Quantum Korea 2025 this month, solidifying its global quantum hub status. This meticulously prepared international conference of scholars, government officials, industry pioneers, and institutions helps the important transition from fundamental quantum physics to broad practical application. The event, “100 Years of Quantum, Awakening Industry,” symbolises the transition from theory to practice across sectors.
South Korea's Science and ICT Ministry sponsors Quantum Korea 2025 June 24–26 at Gangnam Centre. Its timing with the UN's International Year of Quantum Science and Technology emphasises its worldwide significance and South Korea's desire to lead quantum industrialisation. The unified national statement underlines the country's commitment to this innovative sector.
The proposal weighs quantum technology's industrial and scientific possibilities. Attendees will hear from QED-C Executive Director Celia Merzbacher on policy, AWS Director of Quantum Hardware Oskar Painter on hardware, and Cornell University Prof. Eun-Ah Kim on theory.
Over three days, participants attend seminars like:

Deep South Korean Quantum Advancement Commitment
South Korean quantum technology policy is industry-driven and innovative. It spent 4.8% of GDP on R&D in 2020, second to Israel. Government invests 30% of R&D because science and technology are crucial to the nation's future. Quantum process researchers come from Korea's semiconductor and IT industries, where Samsung and Hynix dominate market shares and have cutting-edge semiconductor process technology. A “IT powerhouse” with a substantial share of the global game software market, Korea is a wonderful destination for quantum computing and sensing developers.
On June 18, around 100 researchers, founders, and officials attended the Quantum Technology Industrialisation Forum in Seoul, which preceded Quantum Korea 2025. This seminar on integrating quantum technology into industry, enterprise roadmaps, and public life highlighted Korea's “dynamic” research scene and “rapid growth of government investment”.
The new national quantum technology priorities are:
Certification of 1,000 quantum technology applications in key domains.
Building quantum platforms for ten key businesses.
Practical, on-site training for 10,000 skilled workers. Director of the Ministry's Industrial Infrastructure Division Oh Seung-cheol said, “Commercialization of quantum technology should start from the possibility of using it in industrial sites”.
In mid-2023, the Science and ICT Ministry completed a national quantum plan. The goal is to establish Korea as a worldwide quantum economy leader by 2035 by a coordinated investment of ₩3 trillion ($2.3 billion). The strategy involves infrastructure, education, cybersecurity, commercialisation, and global cooperation.
Seven fundamental pillars form the national strategy:
Build a 1,000-qubit superconducting global quantum computer.
Use next-generation quantum sensors to build a 100-kilometer intercity quantum network.
Training 2,500 core and 10,000 quantum practitioners.
Innovative zones and startup funding help 1,200 quantum companies form.
Use sovereign Korean encryption for post-quantum cryptography.
Increasing global R&D collaboration with particular institutes and exchange programs.
Keeping policy by passing a new “Act on Nurturing Quantum Science, Technology, and Industry”.
A January 2025 discussion between President Yoon Suk-yeol and ETH Zurich experts shaped this strategic strategy, marking Korea's transition from fragmented research to industrially usable research. After the policy was introduced, MSIT Minister Lee Jong-ho said South Korea had a “golden opportunity” to become a global quantum economy leader despite its late entry. Taking the “From Digital to Quantum” journey, the goal is to become a “Leading Country” in 2030 by improving energy and security.
