According to the United States Agency for International Development, positive youth development “suggests that if young people have the knowledge, skills, and support they need, they will thrive as adults, enjoy good health, succeed economically, and make meaningful contributions to their communities.”[2] The PYD framework suggests ��programs, practices and policies must work with youth to improve their: 

• Assets: Youth have the necessary resources, skills, and competencies to achieve desired outcomes. 

• Agency: Youth perceive and have the ability to employ their assets and aspirations to make or influence their own decisions about their lives and set their own goals, as well as to act upon those decisions in order to achieve desired outcomes. 

• Contribution: Youth are engaged as a source of change for their own and for their communities’ positive development. 

• Enabling environment: Youth are surrounded by an environment that develops and supports their assets, agency, access to services, and opportunities, and strengthens their ability to avoid risks and to stay safe, secure, and be protected and live without fear of violence or retribution. An enabling environment encourages and recognizes youth, while promoting their social and emotional competence to thrive. The term “environment” should be interpreted broadly and includes: social (e.g., relationships with peers and adults), normative (e.g., attitudes, norms and beliefs), structural (e.g., laws, policies, programs services, and systems) and physical (e.g., safe, supportive spaces).

Dusty Baker’s story highlights each PYD framework area. First, he had and developed his skills (assets). According to many, Dusty could have played any sport but he chose baseball. Under the tutelage of Henry Aaron, teammate Ralph Garr, and others, he had a chance to refine his playing skills, his managerial skills, and his life skills. “He taught me discipline. This guy was the most disciplined guy, hardworking guy, highest concentration guy that I’ve ever met” Baker told the Times about Aaron.

Dusty Baker was given a chance to develop agency. Garr told the Times about teaching Baker about making the cultural adjustments necessary for a young black man from California to survive in the Deep South. “He made adjustments. One thing about Dusty; you don’t have to tell him something more than once.” Aaron talked with Baker about deciding to stay with baseball or go home and go to college. In the end, it was Dusty’s choice about what he did with his life.

Dusty Baker made a contribution to my own positive youth development. As a white kid growing up in the South, I loved Dusty. He played with so much joy, and then there were the sweatbands he wore halfway between his wrists and elbows, a style he continues today. Dusty made it cool for all Southern kids to like him and want to be like him, no matter where we came from or what we looked like.

Aaron and Garr created an enabling environment that Baker continues to create for others today. Baker’s 54-year professional baseball life is filled with high, lows, and near misses. In a sport where getting a hit only 30% of the time is considered exceptional, baseball players must learn to deal with failure. The environment means everything, especially when you are young and living thousands of miles from home and family. Hank Aaron built a relationship with Baker’s mother and then mentored him from 1967 until his death. Garr kept Baker from making youthful mistakes in the segregated South and still provides friendship and support today. Know known as a player’s manager who treats players the way he wants to be treated, Dusty gives his guys space, influences them with an eclectic set of inspirational speakers, and inspires them his expert level knowledge of music.

His ability to create an enabling environment has paid off. As a manager, Baker has guided five different teams to baseball’s playoffs with two of them reaching the World Series.

Not every youth influenced through a PYD approach will have the opportunity to be mentored by a legend like Aaron or have the long-term success as Baker. But every youth given a chance to improve their skills, make decisions about their future, contribute to their own development and the development of others, and who benefits from an environment surrounded by mentors, family, teachers, coaches, friends, or others, is a youth with a chance to survive, thrive, and influence others. It’s the same whether the young person is from Sacramento, San Pedro Sula, Kingston, or Cape Town. Give them a chance, coach them along the way, lift them up when they fail, and let them play and learn.
