I'm a data analyst -- specifically one whose job has revolved around finding weird, bad, or suspicious-looking data, figuring out what led to it being entered in the database, and helping improve or develop new processes to make sure it doesn't happen again. This is not my current job, but it was the job I left (voluntarily) last year, and I am very good at this.
I knew the moment I heard that USAID employees were told to stay home that they weren't doing a proper audit. Because, if you yourself aren't a subject matter expert (SME) of the data set you're looking in, you need SMEs on hand to answer questions.
Yes, even if you think the employees themselves are the problem.
Yes, even if you suspect the employees are lying about the data.
You still need to be able to ask them about processes. If they lie, what they say won't match up with what you see in the data. But you need the dang SMEs around to even determine that. And if they aren't lying, you'll have a clear picture of their current processes, which will help you not make the same mistakes that they have already made.
This is a grift. I don't know what they're doing, but this is absolutely one of the biggest, most obvious grifts I've ever heard of.
