a trip within brgy. putatan
Last November 29, 2019, I went to pay the barangay hall of Putatan, Muntinlupa City a visit with my ka-barangay classmate. Fortunately, the staff were pretty much welcoming and would gladly entertain us and our questions. We got to talk to the Brgy. Secretary, Mr. Marcos Ellema Jr., about how brgy. Putatan actually handle natural calamities.

Now, read on to know what we got from our interview 
The city of Muntinlupa in general has faced several calamities already throughout the years and the worst one recorded so far was bagyong Ondoy that took place a decade ago, in the year 2009. The said event caused certain parts of the barangay to flood and residents were asked to evacuate from their homes. Why does it flood in our place? Apparently we are located near Laguna de Bay, so if the water rises to a definite level, then our place will be affected and end up flooded. 
The location of Aplaya, brgy. Putatan,  Muntinlupa city along with other barangays are the most affected and damaged places when typhoons make a landfall in the Philippines. Many fishermen and farmers’ who live near the bay, especially their hanap buhay or businesses are always affected during hazardous occurrences. However, the barangay has come prepared for such and not only for flood. Earthquakes, typhoon, extreme fire, they will have it under control as soon as possible. 
The BDRRM team that is led by Mr. Chris Alvaran are in-charge of the barangay’s safety. During our visit, Mr. Alvaran toured us around the office of the BDRRM team and enlightened us about the processes that take place during emergencies, the equipment and vehicles used, plus the evacuation centers in the barangay. He mentioned that there is a solar-powered siren sited somewhere along the part of Laguna de Bay that is near Muntinlupa City that alarms really loud when the water level rises to the same height as the land and when rain water fills its bucket up to the brim. Evacuation centers can be found surrounding the Barangay hall, where one would be the basketball court just beside the hall that can fit up to 300 families, and the other one will be Putatan Elementary School where affected families may utilize the classrooms and the campus’ gymnasium for shelter.

In addition, the barangay has 24/7 security surveillance cameras all around, to monitor the safety of its residents. They are also well equipped with brand new hazard-ready materials such as the firemen suits, huge number of modular tents, first-aid, and other safety gears. Mr Alvaran also said that the current office of BDRRM is just temporary for their new office is still in the process of being built, hopefully by 2020 it will be done so they can move there. Plus, Brgy. Putatan has just bought a big lot (photo above) that is to be made as a new evacuation center starting next year 2020, and I guess that is something we should be proud of. We continue to improve and provide a helping hand in order to have a better community and place to live in.

Aggressive US Marketers are Bringing Police Surveillance Tools to the Masses
"License plate readers are rapidly reshaping private security in American neighborhoods," reports the Washington Post, as aggressively-marketed $2,500-a-year "safety-as-a-service" packages "spread to cover practically everywhere anyone chooses to live in the United States" and "bringing police surveillance tools to the masses with an automated watchdog that records 24 hours a day." Flock Safety, the industry leader, says its systems have been installed in 1,400 cities across 40 states and now capture data from more than a billion cars and trucks every month. "This is not just for million-dollar homes," Flock's founder, Garrett Langley, said. "This is America at its core..." Its solar-powered, motion-sensing camera can snap a dozen photos of a single plate in less than a second — even in the dark, in the rain, of a car driving 100 mph up to 75 feet away, as Flock's marketing materials say. Piped into a neighborhood's private Flock database, the photos are made available for the homeowners to search, filter or peruse. Machine-learning software categorizes each vehicle based on two dozen attributes, including its color, make and model; what state its plates came from; and whether it had bumper stickers or a roof rack. Each "vehicle fingerprint" is pinpointed on a map and tracked by how often it had been spotted in the past month. The plates are also run against law enforcement watch lists for abducted children, stolen cars, missing people and wanted fugitives; if there's a match, the system alerts the nearest police force with details on how to track it down... Flock's customer base has roughly quadrupled since 2019, with police agencies and homeowners associations in more than 1,400 cities today, and the company has hired sales representatives in 30 states to court customers with promises of a safer, more-monitored life. Company officials have also attended town hall meetings and papered homeowners associations with glossy marketing materials declaring its system "the most user-friendly, least invasive way for communities to stop crime": a network of cameras "that see like a detective," "protect home values" and "automate [the] neighborhood watch ... while you sleep." Along the way, the Atlanta-based company has become an unlikely darling of American tech. The company said in July it had raised $150 million from prominent venture capital firms such as Andreessen Horowitz, which said Flock was pursuing "a massive opportunity in shaping the future...." Flock deletes the footage every 30 days by default and encourages customers to search only when investigating crime. But the company otherwise lets customers set their own rules: In some neighborhoods, all the homeowners can access the images for themselves... Camera opponents didn't want the neighborhood's leaders to anoint themselves gatekeepers, choosing who does and doesn't belong. And they worried that if someone's car was broken into, but no one knew exactly when, the system could lead to hundreds of drivers, virtually all of them innocent, coming under suspicion for the crime. They also worried about the consequences of the cameras getting it wrong. In San Francisco, police had handcuffed a woman at gunpoint in 2009 after a camera garbled her plate number; another family was similarly detained last year because a thief had swiped their tag before committing a crime. And last year in Aurora, 30 miles from Paradise Hills, police handcuffed a mother and her children at gunpoint after a license plate reader flagged their SUV as stolen. The actual stolen vehicle, a motorcycle, had the same plate number from another state. Police officials have said racial profiling did not play a role, though the drivers in all three cases were Black. (The license plate readers in these cases were not Flock devices, and the company said its systems would have shown more accurate results...) The Paradise Hills opponents were right to be skeptical about a local crime wave. According to Jefferson County sheriff's records shared with The Post, the only crime reports written up since September 2020 included two damaged mailboxes, a fraudulent unemployment claim and some stuff stolen out of three parked cars, two of which had been left unlocked. "I wouldn't exactly say it's a hot spot," patrol commander Dan Aten told The Post... The cameras clicked on in August, a board member said. In the weeks since, the neighborhood hasn't seen any reports of crime. The local sheriff's office said it hasn't used the Flock data to crack any cases, nor has it found the need to ask. Flock's founder, Garrett Langley, nonetheless tells the Washington Post, "There are 17,000 cities in America. "Until we have them all, we're not done."

We Don’t Lose Our Privacy Rights When We Travel
Every year, millions of people cross the U.S. border through airports, land crossings, and other ports of entry. Each will pass through customs before entering the country. For some travelers, however, the process isn’t simple. A growing number of travelers are being detained and subjected to warrantless and suspicionless searches of their phones, laptops, and other electronic devices by border officers who may cite a host of reasons for doing so, or no reason at all. By searching travelers’ electronic devices, border officers can access a vast array of personal, sensitive information, including photos, texts, emails, internet browsing history, and location data. This happens to U.S. citizens, permanent residents, tourists, and business travelers.
In 2017, along with partners at the Electronic Frontier Foundation (EFF) and the ACLU of Massachusetts, the ACLU brought a lawsuit against the Department of Homeland Security challenging this fast-growing practice — and won. In 2019, a federal district court ruled that border agencies’ policies on electronic device searches violate the Fourth Amendment, and that border officers must have reasonable suspicion that a traveler’s device contains digital contraband before searching it. However, a three-judge panel of the First Circuit Court of Appeals reversed this decision in February 2021.
Today we are petitioning the Supreme Court to take up the case on behalf of our clients, including a military veteran, an artist, a NASA engineer, journalists, and others whose devices were searched at the border by Customs and Border Protection (CBP) and Immigration and Customs Enforcement (ICE) officers. Several are Muslims and people of color. Their stories are stark examples of what happens in airports and other border crossings every day.

As a Muslim woman who wears a hijab, Zainab has undergone prolonged, intrusive border searches repeatedly and has written about her experiences on her personal blog. One of those incidents occurred in 2017, while she was a graduate student at Harvard University. On her way back from a trip to Canada, CBP officers stopped her and demanded she unlock her phone and laptop, threatened to seize the devices if she did not comply, and questioned her about her religion, her travels, and even her blog. The invasive search drove Zainab to tears. She worried that the officers, who were men, would see photos on her phone showing her without her headscarf. When the officers finally gave her phone back, the Facebook app was open and displaying her friends list. It hadn’t been open when she turned over the phone.
Sidd

Sidd, an optical engineer from California, was on his way back from a solar-powered car race in Chile when CBP officers detained him and seized his phone at a Houston airport. When they demanded Sidd’s password, he tried to refuse, explaining that the phone belonged to his employer. The officers gave him a form stating “collection of this information is mandatory at the time that CBP or ICE seeks to copy information from the electronic device.” Without a meaningful choice, he finally surrendered his password.
When the officers returned Sidd’s phone, they told him they had used “algorithms” to search it — indicating they used forensic tools to capture and analyze the information contained in the device, including emails, texts, and other private information.
Akram

Akram, a native New Yorker and independent filmmaker, hesitated to hand border officers the password to his phone. They asked if he had something to hide. He ended up complying because he had no meaningful choice. Just days later, border officers again detained Akram and demanded his phone after a day trip to Canada. This time, he refused. Three officers responded with force, holding his arms and legs while choking him and inflicting severe pain as they took his phone from his pants pocket. Akram feared for his life.

In the spring of 2016, Matt, a software programmer from Colorado, traveled to Southeast Asia to visit friends and take part in ultimate frisbee tournaments. When he returned home, CBP officers in Denver detained him and confiscated his laptop, phone, and camera, and told him it could be as long as a year before he’d get them back.
Later, after submitting a Freedom of Information Act request with EFF, Matt learned that the government had extracted data from his camera and his phone’s SIM card, and attempted to use a forensic tool called MacQuisition to copy everything on his laptop. CBP disclosed to Matt that it did not find any “derogatory” information about him in his devices or otherwise.
Diane

Diane is a former Air Force captain and a university professor of homeland security and conflict studies. During her return from a trip to Norway in 2017, border officers in Miami pulled her aside, held her in a small room, and demanded she unlock her phone and laptop. As she watched the officers search her devices, she worried they would read her emails and texts, look at her photos, download her personal information and contacts, and share the data with other government agencies. She was released about two hours later, feeling humiliated and violated.
Isma'il
In July 2017, Isma’il, a freelance journalist, crossed the U.S.-Canada border on his way home from a short trip to Montreal with his classmates in a Middlebury College language program. Border officers demanded access to his phone and questioned him about his work as a journalist. He was released three and a half hours later.
  The petition for certiorari, filed in partnership with EFF and the ACLU of Massachusetts, asks the Supreme Court to overturn the First Circuit’s decision and hold that the Fourth Amendment requires the government to obtain a warrant before searching electronic devices, or at least have reasonable suspicion that the device contains digital contraband. The Supreme Court must ensure that we don’t lose our privacy rights when we travel.

Inside ‘TALON,’ the Nationwide Network of AI-Enabled Surveillance Cameras
"Give your neighborhood peace of mind," an advertisement for Flock, a line of smart surveillance cameras, reads. A February promotional video claims that the company's "mission is to eliminate nonviolent crime across the country. We can only do that by working with every neighborhood and every police department throughout the country."
Quietly, this seems to be happening. Flock, whose cameras use automatic license plate reader technology, is well on its way to deploying a connected network of AI-powered cameras that detect the movements of cars across the United States.
The cameras, which are sold to law enforcement, homeowners associations, and businesses, can automatically record when a "non-resident" vehicle drives into a community, and alert police to cars on a hotlist. Communities have created "virtual gates" around their neighborhoods, with cameras capturing each vehicle driving in and out of the area. Through a program called TALON, this little-known company is allowing police officers to track cars—and by extension, specific people—outside of their own jurisdictions.
Hundreds of pages of internal police emails from nearly 20 police departments around the country obtained using public records requests by Motherboard show how Flock has slowly expanded its network, helped law enforcement agencies gain access to it, and has rolled out TALON with very little fanfare. TALON gives police access to a nationwide network of cameras that have been installed by law enforcement agencies around the country.
The TALON network offers up to 500 million scans of vehicles a month, according to one email obtained by Motherboard. Over 500 police departments in more than 1,000 cities have access to Flock cameras, according to marketing material. In the promotional video, the company claims to be able to detect people, cars, animals, and bicycles, and says it is "collecting evidence" that helps police solve 4 to 5 crimes per hour. The administrator of the neighborhood's camera network can make the data Flock captures available to, say, the police, the home owner association's board, or the individual members of an entire neighborhood.
Previous coverage has focused on how residents in individual neighborhoods have banded together to purchase Flock cameras for their own use. In 2019, the Los Angeles Times reported how members of a community in Sherman Oaks purchased the cameras to keep tabs on which cars are driving in and out of their own area.
Emails obtained by Motherboard show police-purchased Flock cameras may be installed outside a Burger King, a Lowes, or other businesses, and that controversial Fusion Centers, which hoover in data from various federal, state, and local sources to monitor large areas of the country at once, have also discussed gaining access to the footage.
The emails also show how Flock works closely with police to try and generate positive media coverage, improve their PR strategy, and ultimately "get your jurisdiction activated" and "bring more private cameras into the area." In some cases Flock has helped write press releases for agencies, the emails show.
"I think of it as the Ring doorbell of LPR," Sergeant JT Maultsby from the Raleigh Police Department wrote in one July 2019 email to colleagues.

Garrett Langley founded Flock in 2017 after being the victim of property crime in Atlanta, according to the company's website.
"I'm not someone with 25 years of public safety or law enforcement experience. I'm just a civilian that happens to be an electrical engineer, and when I think about the larger mission of Flock, it is to eliminate crime," Langley told Motherboard in a phone call.
Traditionally, license plate reader cameras have been the expensive property of law enforcement, but Flock's much cheaper and sometimes solar-powered, $2,500 (annually) hardware has tapped a whole new market of private residents who also want to track vehicles in their neighborhoods with the goal of preventing and helping investigate crime.
"If our average private customer has two cameras, it's probably because they're a one-way-in, one-way-out cul de sac," Langley said. "This technology has existed for a long time, it's just never been widely available. And now, whether you're a community of 20 homes, or a community of 2,000 homes, you can now afford, what I would argue, is the best in class for crime prevention."
But beyond the cute and suburb-friendly marketing, Flock has privacy experts increasingly concerned about a pervasive, expanding network of AI-powered cameras that can be leveraged by both private residents and law enforcement.
"ALPR is a mass surveillance technology. It does not discriminate between people who are involved in crimes and people who are innocent. It just collects data on everyone, with the assumption that maybe one day you might commit a crime," Dave Maass, director of investigations at activist group the Electronic Frontier Foundation (EFF), told Motherboard in a phone call.

Such a system, like others before it, brings up questions: Is it biased in how and where the hardware is placed? Is the technology disproportionately used against cars belonging to Black people and people of color? Is the data eventually abused?
"My concern, much as with with Ring is that these technologies enable a massively expanded surveillance network that in most cases has little to no oversight or accountability," Chris Gilliard, a research fellow with the Technology and Social Change Research Project at Harvard Kennedy School’s Shorenstein Center, told Motherboard in an online chat. "On top of that, I worry that it creates another vector for neighborhoods, and by extension law enforcement, to surveil Black folks who are just going about their business. We saw this recently when LAPD requested Ring footage of Black Lives Matter protestors."
"As the Supreme Court has repeatedly explained, police access to people’s electronically collected location history raises serious privacy concerns. License plate readers can create a precise record of where we go and when, and over time can reveal a wealth of sensitive information about our lives," Nate Wessler, deputy project director of the Speech, Privacy, and Technology Project at the American Civil Liberties Union (ACLU), told Motherboard in an email.
"It is no comfort when these devices are being deployed in supposedly piecemeal fashion by scattered private users," he added. "By providing police with an internet platform to easily stitch together information from dozens or hundreds of license plate readers—without getting a search warrant from a judge—companies like Flock threaten to enable pervasive tracking of our activities and movements."
Flock's cameras come in two models: the Sparrow for collecting footage that can be reviewed later and potentially used as evidence, and the Falcon, which can also send automatic alerts to police if the camera detects a vehicle on a hotlist. The cameras can work at night, and label vehicles that don't belong to the local community as "non-resident." Video surveillance trade publication IPVM found in its tests that the Flock hardware generally worked well, but had some issues misidentifying some vehicles as buses or misreading the state on a license plate. A publicly available document published by the County of San Diego says that Flock cameras work across distances of 8-120ft. Maass pointed Motherboard to the document.

The company also offers a product that turns existing internet connected cameras into Flock-enabled cameras, and the hardware can be connected to the National Crime Information Center (NCIC), which automatically alerts law enforcement when the camera detects someone in that database. The NCIC includes information on stolen vehicles, immigration violators, missing persons, sex offenders, gang members, and more. Flock pushes an average of 120 hotlist notifications every hour, according to its marketing material.
With these lists, police have wide latitude to use Flock for whatever is legally permissible in their own jurisdiction. The County of San Diego document also says that police departments can upload their own custom hotlists in a spreadsheet.
When asked if Flock could include scanning for immigration-related license plates, Flock's Langley told Motherboard "Yes, if it was legal in a state, we would not be in a position to stop them. I don't think we would be in a position to encourage it either."
"We give our customers the tools to decide and let them go from there," he added.
Police can also use a "Google-like" search feature to filter footage for certain types and colors of cars, as well as whether they have a roof rack or spoiler. The cameras also record vehicles that do not have a license plate at all, and can perform "convoy analysis" to identify suspicious groups of vehicles, marketing material shows. This year, the company plans to introduce a reverse image search feature and an app police officers can use to take a photo of a car and then look up the previous movements of that vehicle, it adds.
Beyond automatic alerts, communities can, similar to Ring, elect to provide their footage to a law enforcement agency who may then use it to investigate a potential crime.
"Our customers tend to buy this product to better serve their local law enforcement agency," Langley added.
The potential use cases are not just for law enforcement, however. When asked whether Flock data has ever been requested as part of a civil divorce case, Langley said, "In my knowledge, which is obviously not perfect, there's been one example of what you're describing, but by the time all of the legal proceedings and everything went through, it was past 30 days, and the footage was gone." (Camera footage is stored on Flock's systems for 30 days, the emails say. But police can download the data and keep hold of it if it is used as evidence in a criminal case, Flock told Motherboard in an email.)
At least some police officers are facing an overload of footage and material as citizens continue to move into self-surveillance tools, like Ring and Flock.
"Another issue I see in the future is adjusting expectations of the residents we serve as we are seeing a trend where we are overloaded with video evidence and multiple databases (RING, Nextdoor, individual cell phones and businesses, etc.)," Sgt. Bruce Clark of the San Antonio Police Department wrote to colleagues in an August 2019 email.

Once a community installs a set of cameras, Flock may then reach out to police departments to let them know about the possibility of accessing the footage.
"Would love to talk to you about access to free cameras already installed in Tucson (MOU) [memorandum of understanding] as well as access to State/national cameras (all free…)," a Flock territory sales manager wrote to the Tucson Police Department in an October 2020 email. Police can also use a "Camera Map" feature to see where cameras are located and then request access themselves, another email adds. Flock told Motherboard this map includes cameras from neighborhoods or small businesses within a certain radius.
Fusion Centers have also expressed interest in accessing Flock data.
"FLOCK already has their license plate reader systems in several neighborhoods in North SA [San Antonio] now," James Glass, the deputy director of the Southwest Texas Fusion Center, wrote in an October 2020 email to colleagues. "In order to be granted free access to search the FLOCK system for license plate reader hits, we are asked to agree to sign this MOU." Glass did not respond to a request for comment.
Ray Schultz, the chief of the Memorial Villages Police Department in Texas, told Motherboard the department recovered 61 stolen vehicles last year, with a $1.8 million value of vehicles recovered since it started using the ALPR system.
"A couple more great successes this weekend," Schultz wrote in a June 2020 email to Flock employees. "2 recoveries, including one with stolen ID, a Stimulus Check and Fake ID's. A few pics are below." Schultz clarified to Motherboard that the Stimulus Check was stolen, too. Flock encourages police officers to share these sorts of success stories with the company.
Similar to how Ring works hand-in-hand with police departments to help craft press releases and promote sales of its cameras, Flock's relationship extends beyond just selling cameras or providing law enforcement access to any generated footage.

In one email, a Flock staffer offered members of the New Lenox Police Department their abilities for "drafting social media posts, pitching local reporters, writing press releases." The purpose, ultimately, is to "generate some goodwill and get your jurisdiction activated, bring more private cameras into the area, and highlight your successes!" the email from the Flock staffer continues. "Please use us as your resource!"
The result is a circle, with Flock working with police to generate positive coverage, to encourage more communities to purchase cameras, and to then provide access to that footage to the police, and around again.
"We have seen these stories be very successful in helping grow the awareness of the ALPRs, helping gain traction with HOAs [home owners associations], banks, and other businesses that could potentially buy more cameras for the Village," another Flock staffer wrote to the New Lenox Police Department. The email added that Flock has helped craft press releases for other Illinois agencies.
"I think they want to give it to us so they can say they are working with SAPD. Same method as Ring Doorbell," Aric C. Jimenez from the San Antonio Police Department wrote to colleagues in a July 2019 email.
Josh Thomas, VP of marketing for Flock, acknowledged in a phone call this sort of PR relationship between a private company and law enforcement agencies was "probably not standard."
"Historically law enforcement agencies just aren't that great at explaining to the public how they're using their technology," he said. "We need to let the public know what is happening, and we should work with them to make that possible."

Flock's business with law enforcement appears to be booming.
"What we're seeing is, very specifically, a market war going on between two particular companies," Maass from the EFF told Motherboard. One of those is Motorola Solutions, which owns Vigilant Solutions, an established ALPR vendor which sells cameras to law enforcement. The other is law enforcement contracting giant Axon, which has partnered with Flock, including integrating Flock with Axon's own in-car cameras.
"Axon Fleet 3 mobile ALPR will be integrated into the Flock Safety System allowing law enforcement to use Flock’s Vehicle Fingerprint Technology across both mobile and fixed ALPR reads. This will create an unmatched city-wide ALPR network designed to not only capture license plate numbers, but to capture objective vehicle evidence to help law enforcement solve more crime," Flock marketing material reads.
Historically, Vigilant had likely the largest market share of law enforcement-owned ALPR cameras around the country. But because Flock is so much cheaper it has been able to flip a growing number of police departments to its products, Maass said. Flock told Motherboard it has acquired some law enforcement customers who previously worked with other vendors, but also attributed that to what they said was a better product and their commitment to "ethical development."
"From what I understand there are people in the law enforcement community who have been turned off by Vigilant Solutions," Maass said. Immigration and Customs Enforcement has bought access to Vigilant's nationwide dataset; Customs and Border Protection likely did the same. Vigilant also offers facial recognition technology. Vigilant is still a formidable presence in the market, however, working with more than 1,600 agencies according to the public County of San Diego document.
"Flock, because it is affiliated with Axon now, is posturing itself as the more ethical solution than Vigilant," Maass said. (Axon also makes tasers and body cameras, and has faced criticism from civil rights groups.)
In the recent marketing video, a Flock employee says "privacy is very important to Flock, and we have done a lot to protect privacy of our customers." The employee appears to be talking about the privacy of the people who own or administrate cameras, not the privacy of the general public, who may drive past a network of Flock cameras. Residents of communities that have bought the cameras can ask to opt-out of having their vehicle movements recorded, Flock's website reads. For other people who may drive past cameras, there is no meaningful mechanism of consent as they may not be aware such cameras are recording their movements or which neighborhoods to contact one by one in an effort to opt-out.
Some of the emails obtained by Motherboard include invitations from Flock to police departments to join online "roundtables" with Flock's Langley and Axon CEO Rick Smith.
"Rick will discuss ethics-first design of ALPRs and how that aligns with police reform efforts and where the technology is going. Joining him will be Flock Safety CEO and Founder, Garret Langley. The Axon AI Ethics Board is an independent body that is rapidly gaining influence among both law enforcement and community/justice reform communities," one of the emails reads. Another shows an AXON employee talking to members of the San Antonio Police Department offering to answer questions about Flock.
Maass also pointed to Flock's 30-day retention period, but doesn't think that will necessarily result in fewer plates being scanned. Because of Flock's cheaper price, "police can install more of them," Maass said. "Combined with all of the home owners associations, there actually may be even worse problems."
Police have been purchasing and installing Flock's cameras around their neighborhoods, according to the emails.
"Myself and Sgt. Nuesse have been working with Walmart, Lowes, and Burger King to secure permission to either sink a pole or attach to their existing for 03, 04 and 17," Hilary Davis, the deputy chief of the New Lenox Police Department, wrote in an August 2020 email to Flock, referring to a specific series of camera installations.
Some of the emails included links to web pages used by Flock's customers and engineers to lay out where the cameras are to be set up. As well as the New Lenox cameras, another showed camera locations in Atherton, California.

The City Council approved the purchase of 16 cameras in May 2020, according to a local media report.
"In addition to the 16 ALPR cameras located along the Atherton borders, Staff believes that the presence of additional ALPR cameras in an [sic] around the backstreets will further increase the chances of identifying a vehicle used in the commission of a crime. Thus, staff seeks to form a Public/Private partnership opportunity with any resident interested in purchasing a Flock ALPR camera," a City Council report reads. "In short, a private resident would fund single or multiple Flock ALPR cameras and the Atherton Police Department would assume the administrative responsibilities associated with the camera’s operation. Staff has already been approached by residents in the Lindenwood and Lloyden Park neighborhoods who expressed interest in this proposed collaborative crime solving effort."
Drawing even clearer comparisons to Vigilant, Flock now offers law enforcement clients access to the nationwide network of police-purchased cameras, called the Total Analytics Law Officers Network, or TALON.
"TALON—a local and national plate search with up to 500M monthly plate reads," one October 2020 email from a Flock employee to the New Lenox Police Department reads. Flock publicly announced the TALON product in August 2020. Each agency which owns Flock cameras opts-in to sharing their footage, the blog post adds.
Although operating in a more concentrated area than Flock cameras spread across the United States, in Johannesburg, South Africa, a company called Vumacam has installed smart cameras across a mostly white, middle-class suburb to increase the security of their neighborhood, in what can be described as an "AI-powered apartheid."
With Flock, "When you have these systems paid for by wealthier businesses, or wealthier neighborhoods, that may result in a disproportionate level of service between communities," Maass said. On one side, you may have a richer, whiter neighborhood, and on the other, a poorer Black community, but both with car thefts.
"If one neighborhood has a bunch of surveillance cameras designed to stop those car thefts, then perhaps they're going to have police come out and solve those crimes more than in other communities," Maass added.
Police departments may collect data on more communities than others, either with intent as part of a deliberate program, or passively by, say, responding to more crimes with an ALPR camera in their vehicle and then collecting more data with that, Maass said.
Police, for their part, will likely continue to both buy and obtain footage from, Flock cameras.
"We actually continue to encourage residents to obtain and use video doorbells and outside video systems. We have found that the various tools help investigators," Schultz, the chief of the Memorial Villages Police Department in Texas, said.

Ring has finally updated its original Video Doorbell with 1080p HD live streaming (up from 720p in the original model), crisper night vision and more customizable motion zones. It *is* better than the 2014 doorbell, but this $100 second-gen Ring Video Doorbell retains the most annoying thing about the original — you have to remove the entire doorbell to charge it.

Fortunately, you can hardwire this model, too, and if that’s your plan, this new Ring doorbell is a reasonable option. If you need to go the battery-powered route, you’ll have to decide whether it’s worth having a several-hour gap in video monitoring while your doorbell charges inside — or make clever use of extension cables so the doorbell can charge outside and continue to keep an eye on things. Ring sells a $50 Solar Charger if your doorbell is installed in a place with direct light, to mitigate some of the limitations of the battery. 
While Ring’s second-gen Video Doorbell is a clear improvement over the original, it isn’t enough to appeal broadly to potential buyers. Folks looking for an affordable hardwired doorbell should consider this model; everyone else should weigh the above battery considerations. Ring’s privacy and security policies should also factor into your buying decision — I’ll cover that in a section below.

The basics
Before Ring was, well, Ring, it was Bot Home Automation, a startup with a smart idea to combine a security camera and a doorbell into one device, dubbed the Doorbot. While Bot Home Automation was among the first brands to have a smart doorbell, its 2013 device had a lot of issues. In 2014, Bot Home Automation rebranded to Ring and introduced its inaugural product, the $200 Ring Video Doorbell.
That first-gen Ring buzzer was a big improvement over the Doorbot, but it still had some performance and design limitations. Six years later, Ring is now an Amazon company that sells a variety of video doorbells, security cameras, a security system, lighting products and accessories — including its original Ring Video Doorbell for the reduced price of $100. 
Now Ring has replaced its first-gen Video Doorbell with similar, but new hardware, and some updated specs — all for the same $100 price. 
Setting up the doorbell is the same as any other. Log in or create an account if you don’t already have one, select the device you want to configure from the list in the app and follow the steps to connect the doorbell to your Wi-Fi network. 
The steps include tutorials for installing the doorbell, either via hardwiring or simply mounting it to your door frame and relying on the battery. The app setup portion is very fast — just a few minutes — but tack on more time to the estimate if you need to drill holes and plan to hardwire your Ring Video Doorbell.

Please note that this video isn’t a replacement for consulting a professional installer with questions.
The details
After that initial setup, this doorbell is pretty easy to use. Receive alerts on your phone whenever the doorbell detects activity — or when someone rings the buzzer. Pull up the live feed whenever you want and customize your settings in the app. 
Ring also claims improved night vision and motion detection over its first-gen model. Since it’s been about six years since I tested that original doorbell and I don’t have one handy, I can’t test this side by side. I can say the night vision in this model worked well for me, allowing me to distinguish between my two similar-looking dogs in the dark and make out other activity in my yard at night, like the neighborhood cat Roger roaming around. 
If you rely exclusively on the doorbell’s built-in battery for power, it should last between three to six months on a charge and take between five to 10 hours to charge. My front door is covered by a porch and largely protected from the elements, and I was able to charge the doorbell outside while it still monitored the front yard (propped on the porch floor, against the house), but the charging cable Ring includes isn’t weatherproof or recommended for this purpose. Still, that’s a potential workaround to allow 24/7 monitoring, even when you need to charge your doorbell, as long as the charging cable and the doorbell are clear of the elements. 
Again, Ring does sell a solar accessory to limit or completely remove the need to charge your doorbell. Since my door is under a porch, that wouldn’t work, but it’s an option. Ring also sells chime accessories so you can hear your doorbell ring inside, even if it isn’t hardwired to a chime transformer. 
The easy customizability in the app stands out the most, from being able to set your own motion zones to setting your doorbell to Home, Away or Disarmed mode. You do have to pay for Ring’s optional Protect service, starting at $3 per month, to be able to view saved motion clips for up to 60 days, as well as access to Snapshot Capture. Snapshot Capture takes pictures in between video clips to show you a little more of what’s happening around your house, although I don’t find that feature particularly useful, since I only want to see what’s happening when motion is detected. 
This device also supports Ring’s People Only Mode, a feature that only works with a Ring Protect subscription that allows your doorbell to filter out all non-person motion alerts, like animals, vehicles and other activity. It works with Alexa, too, so you can ask your Alexa-enabled smart speaker to show you your camera’s live feed. I don’t have a smart display at home, but I did test this feature successfully with other Ring doorbells at the CNET Smart Home pre-quarantine.

Privacy matters
Given today’s wide and increasing variety of microphone-and-camera-enabled smart home devices, it’s important for product reviewers to factor in privacy and security alongside the hardware, so you can make the most informed decision possible. My commentary, Ring’s new privacy and security features prove that hardware isn’t the only important thing, goes into this in detail, but the gist is that reviewing products can’t just be about the hardware anymore.
Ring isn’t the only company I’ve had a complicated relationship with as a product review because of this — ahem, Facebook. But Ring’s privacy and security track record, partnership with US police stations and security concerns, like user information that was exposed in December 2019 led CNET to temporarily stop reviewing or recommending Ring products. 
However, Ring has since made improvements, including introducing a Control Center dashboard with more easy access to privacy and security settings and two-factor authentication, so we are again reviewing Ring products. 
“Protecting our customers’ privacy, security and control over their devices and personal information is foundational to Ring, and we’re constantly working to deliver on this commitment,” a Ring spokesperson told CNET over email in April. “This was demonstrated most recently when we were the first smart home security company to make a second layer of verification mandatory for all of our customers. We will continue to add features to protect user privacy and enhance data security as we work towards our mission of making neighborhoods safer.
“Ring’s products are intended to be used on private property, and we require all of our customers to comply with any applicable laws when setting up their Ring devices,” the spokesperson added. “We’ve taken steps to help customers respect people’s privacy while using their devices, including [the Privacy Zones feature and free Ring stickers].”

The verdict
The Ring Video Doorbell is a decent buzzer with decent features. Given the updates Ring added here, this $100 model somewhat catches up to the Amazon company’s other doorbells. 
The need to remove the doorbell to charge it is still a major drawback. If that doesn’t bother you — or if you plan to hardwire it anyway — this affordable doorbell might be a good choice. As always, weigh its price and performance alongside Ring’s privacy and security policies to decide if the second-gen Ring Video Doorbell is right for you.
