Honduran President Xiomara Castro recently announced that she is prepared to remove American troops from the country’s Soto Cano Air Base if President Donald Trump implements his proposed mass deportation policies.
She is the first Latin American head of state to threaten the new American president over his deportation plans, which could expel up to 250,000 Hondurans from the U.S. this year according to Deputy Foreign Minister Tony Garcia.
“In the face of a hostile attitude of mass expulsion of our brothers, we would have to consider a change in our cooperation policies with the United States, especially in the military arena,” Castro said.
Honduras is not well prepared to re-absorb the deportees, most of whom left due to a combination of widespread poverty, climate disasters, and the persistent threat of gang violence. But what would kicking the U.S. military out of Honduras mean for Washington?

The Orioles At A Glance- The Orioles didn't get off to a hot start and it's gotten worse. They are (3-6) in their past nine games and (13-20) overall. Baltimore is in last place in the competitive American League East. The Orioles have had some injuries as Tyler O'Neil is dealing with a neck injury, Jordan Westburg has a hamstring injury, and Colton Cowser is out with a thumb issue. Gary Sanchez is out with a sore right wrist. Ryan O'Hearn leads the team with seven homers on the year. Cedric Mullins has knocked in twenty-one to lead the O's. The Orioles starting staff has a 5.69 ERA, which is third worst in baseball. The Twins will miss Tomoyuki Sugano, who has a 3.00 ERA on the year. Kyle Gibson has been dealing with a back issue and is out. The Baltimore bullpen hasn't been much better with a 5.08 ERA, which is third worst in MLB as well. Felix Bautista has been good with just two runs allowed over ten innings. Yennier Cano has been great with a 1.54 ERA in 11 2/3 innings as the main set-up guy. Seranthony Dominguez and Gregory Soto have ERA's in the 4.00's.
The Twins At A Glance- The Twins finished the road trip on a good note by taking two of three from the Red Sox in Boston over the weekend. The team returns home and gets healthier. Royce Lewis and Willi Castro have been activated off the injured list. Eddie Julien and Mickey Gasper were sent to St. Paul. Royce Lewis went 4-for-23 in some rehab games for the Saints. He would have gotten more at-bats, but Saturday's doubleheader was rained out in Columbus. Austin Martin has started running and could be a week away from playing games for the Saints. Michael Tonkin is getting at the end of his rehab assignment and the team will need to make a decision on him. Ryan Jeffers is getting hot with two homers and six RBI over his past seven games. Danny Coulombe has thrown 12 1/3 scoreless innings to start the year. Jhoan Duran has a 0.60 ERA in his last fifteen innings of work.
What To Watch For- The Twins lost all six games to the Orioles last year. The Orioles swept the Twins in Baltimore in mid-April and swept them in the last series of the regular season at Target Field. Cade Povich threw 5 2/3 scoreless innings in his only game against the team that drafted him. Pablo Lopez is (2-1) with a 1.59 ERA in four starts against the Orioles. Simeon Woods Richardson has never faced the Orioles before. Dean Kremer has a 15.43 ERA in two starts against the Twins. Joe Ryan has a 4.50 ERA in three starts against Baltimore. This series will be interesting with two underperforming teams dueling it out at Target Field.

Drugs: Vital Health Aid Remains Frozen Despite Court Ruling (NYT) Funds for vital health programs around the world remain frozen and their work has not been able to resume, despite a federal judge’s order that temporarily halted the Trump administration’s dismantling of the government’s main foreign aid agency. Interviews with people working on health initiatives in Africa and Asia found that parents in Kenya whose children are believed to have tuberculosis cannot get them tested. There is no clean drinking water in camps in Nigeria or Bangladesh for people who fled civil conflict. A therapeutic food program cannot treat acutely malnourished children in South Sudan. A State Department spokesperson said on Tuesday that the office of Secretary of State Marco Rubio had issued more than 180 waivers permitting lifesaving activities to resume, and that more were being approved each day. But even programs with waivers are still frozen, according to people in more than 40 U.S.A.I.D.-funded groups, because the payments system that U.S.A.I.D. used to disburse funds to the organizations has not operated for weeks. Without access to that money, programs cannot function.
Venezuela ‘Rescues’ Migrants Held in Guantanamo (Aljazeera) The United States has sent 177 deported Venezuelan migrants from the Washington-controlled military base in Guantanamo to Venezuela. The US Immigration and Customs Enforcement confirmed it transported the Venezuelans to Honduras on Thursday. Venezuelan authorities took custody of the deportees from Soto Cano—a joint US-Honduras military airbase—before flying them to Caracas. President Nicolas Maduro said the handover was the result of a “direct request” from his government to the US and added that his countrymen were “rescued”.
Threat to sovereignty (Foreign Policy) Mexican President Claudia Sheinbaum said on Thursday that she plans to propose constitutional reforms that aim to protect the country’s sovereignty against potential U.S. aggression. Her statement is a direct response to the Trump administration designating eight criminal groups, six of which are Mexican drug cartels, as foreign terrorist organizations (FTOs) on Thursday without first consulting Mexico City. Such actions have officials worried that the United States could use the FTO designations as rationale for future military intervention on Mexican soil. “The Mexican people will not accept under any circumstances interventions, interference, or any other act from abroad that could be harmful to the integrity, independence, and sovereignty of the nation,” Sheinbaum said. Trump’s border czar, Tom Homan, has threatened military action if Mexican cartels target U.S. security forces. A former Trump Secretary of Defense has already told the press that the president had considered firing missiles into Mexico to strike the cartels during his first term. Among her proposals, Sheinbaum said she wants to apply the most severe penalties to foreigners involved in gun manufacturing, smuggling, and distribution; Mexico has repeatedly demanded that Washington do more to stop U.S. guns from entering the country.
Europe Is ‘Looking Into the Abyss’ (Foreign Policy) Europe and NATO are facing an existential crisis as the Trump administration aims a wrecking ball at transatlantic relations, forcing historic allies to ask tough questions about their defensive capabilities. In recent days, the White House effectively signaled to Europe that it can no longer count on Washington to always have its back as the Trump administration moves to thaw relations with Moscow. There are now rising concerns in Europe that Trump could move to pull U.S. troops from countries across the continent—a prospect alluded to by U.S. Defense Secretary Pete Hegseth in Warsaw last Friday. “You can’t make an assumption that America’s presence will last forever,” Hegseth said. Approximately 100,000 U.S. troops are stationed across Europe, with the bulk of the presence (around 35,000 troops) in Germany, according to U.S. Defense Department statistics. This is considered to be a major deterrent against Russia. If the United States were to suddenly pull these troops, experts say that Europe would struggle to defend itself in the event of an attack. “Europeans are already one foot into a scenario where there won’t even be U.S. forces in Europe. It’ll be just them. And I can tell you right now, they don’t have the mass, they don’t have the depth, the bench to be able to do all the things that U.S. forces are doing there currently,” said Jim Townsend, who served as U.S. deputy assistant secretary of defense for European and NATO policy from 2009 to 2018. Europe is now “looking into the abyss,” Townsend said.
Germany goes to the polls (Foreign Policy) Germans will vote to elect 630 members of parliament on Sunday in a snap election that could see big wins for the far-right Alternative for Germany (AfD) party. Latest polling predicts that Berlin’s mainstream parties will suffer losses come Sunday, even as election front-runner Friedrich Merz of the CDU/CSU coalition warns that Germany’s future must lie with the West, not with right-wing populists who support Russian President Vladimir Putin. At the same time, the AfD has seen a surge in popularity as anti-immigrant sentiment across Europe grows and the far right adopts some of U.S. President Donald Trump’s talking points. A new ruling coalition, though, may be hard to come by. Analysts expect that it will be near impossible for any two mainstream parties to form a majority if they don’t also join forces with the AfD. Doing so, however, would be a dramatic break in the status quo; Germany’s mainstream parties refuse to work with the AfD due to its connections with neo-Nazi figures and anti-democratic policies.

The practice carries echoes of a method of control used widely in the Soviet Union and known as “punitive psychiatry”, even if the current scale falls far short of that seen from the late 1960s until the early 1980s. Robert van Voren, a Dutch professor and human rights campaigner who has spent decades studying what he describes as the political abuse of psychiatry in Russia, said he had documented around 23 such cases a year since 2022, when the full-scale invasion of Ukraine began, up from an annual average of around 5 between 2015 and 2021.

China repatriates more than 1,000 online scam workers rescued from Myanmar (AP) An airlift carrying more than 1,000 Chinese nationals who had worked at online scam centers in eastern Myanmar began Thursday, after the rescued workers were taken across the border to Thailand and put on chartered flights to China. Thailand, China and Myanmar have coordinated efforts over the past month to shut down the scam centers that bilked victims around the world out of billions of dollars through false romantic ploys, bogus investment pitches and illegal gambling schemes. Hundreds of thousands of people from Southeast Asia and elsewhere are estimated to have worked at such centers in Myanmar, Cambodia and Laos, and many were recruited under false pretenses for other jobs and found themselves trapped in virtual slavery.
Israel ramps up operations in West Bank after bus explosions (Washington Post) Israeli Prime Minister Benjamin Netanyahu ordered the Israeli military to conduct “an intensive operation” in the occupied West Bank after three empty buses in central Israel exploded in what officials said was a suspected terrorist attack. No one was injured in the attack, which involved a total of five explosives, three of which detonated on buses in parking lots in the city of Bat Yam, a suburb of Tel Aviv. Israeli Defense Minister Israel Katz said he has ordered Israeli troops to intensify counterterrorism operations in the West Bank. The Israel Defense Forces said it deployed three additional battalions to the area. The Saint Odisho church was blown up by the Islamic State group a decade ago, leaving Tel Tal village almost empty of residents. A local Christian who fled the attack, Ishaq Nissan, walked the streets and pointed to uninhabited homes, explaining where families had gone: U.S., Australia, Canada or Europe. This month, northeast Syria’s remaining Christians will mark the 10th anniversary of the IS attack on over 30 villages along the Khabur river. The Vatican late Thursday reported a “slight improvement” in his overall clinical condition, with his heart working well. But it will still take some time to understand if the various drug therapies are working, and outside doctors have said that regardless, recovery from pneumonia in such a fragile patient could take up to two weeks. On Thursday, some of Francis’ cardinals began responding to the obvious question circulating: whether Francis might resign if he becomes irreversibly sick and unable to carry on. Francis confirmed in 2022 that shortly after being elected pontiff he wrote a resignation letter in case medical problems impeded him from carrying out his duties. There is no provision in canon law for what to do if a pope becomes incapacitated. But there is no indication Francis is in anyway incapacitated or is even considering stepping aside. La presidenta de Honduras, Xiomara Castro, generó controversia política al advertir sobre la posible suspensión de la cooperación militar con Estados Unidos, ante las promesas de deportaciones masivas del presidente electo Donald Trump, mientras el gobierno estadounidense mantiene silencio sobre estas declaraciones.
Durante su discurso de Año Nuevo transmitido por televisión nacional, Castro manifestó su postura frente a las políticas migratorias anticipadas por Trump y señaló que Honduras reconsideraría sus políticas de cooperación con Estados Unidos, especialmente en el ámbito militar si se materializan las deportaciones masivas.
La mandataria hondureña destacó que Estados Unidos ha mantenido presencia en territorio hondureño durante décadas sin pagar un centavo y enfatizó que esta presencia perdería su razón de ser si los hondureños son expulsados masivamente, aunque expresó su esperanza en mantener un diálogo con la administración Trump.

Los indígenas rompieron así una racha de dos reveses al hilo, propinaron a los ‘Hijos del Maiz’ su octavo revés consecutivo y mañana saltarán al terreno de juego por el éxito que les dé el triunfo en la batalla directa contra los Mazorqueros.
Frente al lanzador profesional Gonzalo Ochoa, los Indios le pusieron el cascabel al gato en la parte alta del segundo rollo con doble de Javier ‘Lobito’ Encinas quien empujó a Óscar Sigala con la carrera de la quiniela de la tribu.

10 años de guantes de seda en caso de abogado conectado con narcotráfico

Todavía no ha ocurrido el juicio contra el licenciado Juan Ramón Zalduondo Viera, acusado de lavar dinero para una organización de narcotráfico.
Cuando en diciembre de 2014 el nombre del licenciado Juan Ramón Zalduondo Viera apareció como uno de 17 acusados por un gran jurado federal por supuestamente facilitar el lavado de dinero de una organización de narcotráfico, se sintió un terremoto en la esfera legal que llegó hasta el Tribunal Supremo.
Según el pliego acusatorio, Zalduondo Viera, quien era desarrollador y comerciante de propiedades, hizo depósitos de cantidades grandes de dinero, $3.2 millones en total, que llevaba a las instituciones bancarias en denominaciones pequeñas, con billetes húmedos amarrados en gomas elásticas que cargaba en bolsas plásticas. Se imputa que los depósitos eran para facilitar el lavado de dinero producto del tráfico de heroína y cocaína de la organización de Carlos “Cano Gurabo” Morales Dávila.
Las dimensiones del pliego son monumentales. Para de alguna forma quitarle los ingreso de su actividad criminal, el gobierno federal pidió la confiscación de un centenar de propiedades con valor de $1,000 millones, incluyendo urbanizaciones completas en construcción, así como lotes y estructuras en Florida y Puerto Rico, vehículos, yates y otros.
Zalduondo Viera fue recaudador del Partido Popular Democrático (PPD), miembro de la comisión en el Supremo que evaluaba el desempeño de los jueces y ejercía influencia sobre proyectos controversiales en la Reserva Ecológica del Corredor Ecológico del Norte (CEN).
Al día de hoy, los acusados en el caso están presos o ya en libertad, excepto Zalduondo Viera y otro desarrollador, Luis Santana Mendoza, quienes ni se han declarado culpables ni han tenido juicio todavía. Además del caso criminal, Zalduondo Viera también tiene una disputa civil con el gobierno federal por dinero que le incautaron antes de la acusación, pero por los mismos hechos, y que tampoco ha sido resuelta.
El caso criminal ha tenido múltiples plazos para que Zalduondo Viera se declare culpable o enfrente juicio. Invariablemente, los señalamientos quedan pospuestos o suspendidos. Incluso, el acusado había anunciado que se declararía culpable en septiembre de 2017, pero no lo hizo. Más recientemente, la recién designada jueza federal María Antongiorgi Jordán, determinó que el acusado tenía hasta el 15 de febrero para declararse culpable, o enfrentaría juicio a partir del 8 de abril. Pero el 15 de febrero llegó, y pasó, sin que Zalduondo Viera contestara el plazo de declararse culpable y el 20 de febrero su abogada, la exfiscal Sonia Torres Pabón, pidió posposición de manera confidencial. De inmediato, el fiscal José Contreras dijo que no se oponía pero que, si se posponía para Zalduondo Viera, se debía posponer para Santana Mendoza.
Santana Mendoza se opuso a la posposición. “Este caso fue radicado hace 10 años, en 2014. El Sr. Santana ha enfrentado ese proceso criminal por los pasado 10 años. Por virtud de la acusación, el gobierno pudo confiscarle propiedad valorada en millones de dólares y ha mantenido control de dichos activos por todo este tiempo. La dilación en la resolución de este caso le ha causado dolor financiero y emocional al Sr. Santana. El paso del tiempo ha perjudicado su defensa también, en una manera que todavía está por verse porque la preparación para juicio continua”, dijo en una moción su abogada, Kendys Pimentel Soto.
En el tiempo transcurrido, tanto el caso civil como el criminal han cambiado de juez (incluso se retiró de la judicatura Daniel Domínguez, quien tenía en su sala la causa penal) y también de fiscales. A Zalduondo Viera consistentemente se le han concedido solicitudes para someter mociones de manera confidencial y resolver, de la misma manera secreta, controversias dentro del caso que han conllevado la celebración de vistas con testigos tan recientes como fines de 2023. El contenido exacto de las discusiones está fuera del alcance del público, precisamente por la naturaleza confidencial en que se le ha permitido litigarlas.
Otro beneficio que ha tenido Zalduondo Viera en esta década bajo acusación federal es que no ha sido disciplinado como abogado. Normalmente, el Supremo no permite que un abogado acusado de delito se de de baja voluntariamente de la profesión.
Usualmente, como en el caso de la exrepresentante María Milagros “Tata” Charbonier Laureano, el abogado es suspendido provisionalmente tan pronto ocurre un veredicto de culpabilidad y es suspendido permanentemente cuando se extinguen las posibilidades de apelación del veredicto. Pero el Supremo autorizó en septiembre de 2022 que Zalduondo Viera escogiera por retirarse voluntariamente de la profesión. Es más fácil reactivarse después de una baja voluntaria que lograr la reactivación después de una suspensión.
A solicitud de NotiCel, la Oficina de Administración de Tribunales confirmó que, entre la incautación civil que le hizo el gobierno federal por sospecha de narcotráfico en 2012, pasando por la acusación de 2014 y hasta su baja voluntaria en 2022, Zalduondo Viera nunca enfrentó queja ética para ser disciplinado por su conducta.
A través de las entidades corporativas Lortu-TA LTD, Inc., La Cuarterola, Inc., y Juaza, Inc., Zalduondo Viera y su esposa, Magdalena Machicote Ramery, mantienen una reclamación de $73.1 millones contra el Departamento de Recursos Naturales y Ambientales (DRNA) por una expropiación forzosa de la que supuestamente fueron víctimas en varios terrenos de Luquillo que serían desarrollados para el proyecto turístico “San Miguel Four Seasons”, que fue objeto de controversia pública intensa por impactar adversamente de manera ambiental el CEN.
La jueza del proceso de quiebras del gobierno de Puerto Rico, Laura Taylor Swain, hizo una reserva en el Plan de Ajuste de Deuda para reclamaciones de este tipo, pero esto no significa que la reclamación se pagará sino que el dinero está separado por si un tribunal determina que el gobierno debe pagar algo. El DRNA dijo a NotiCel que se caso todavía está pendiente en el tribunal estatal. Antes de su acusación, el DRNA había pagado unos $12 millones a Zalduondo Viera por otros terrenos del CEN.
