CHARLOTTE, N.C. — Video showing the moment a former Charlotte-Mecklenburg Police officer was caught allegedly taking money from a suspect was released on Tuesday.
Henry Chapman was arrested on March 14, hours after he allegedly took $900 from a man he was arresting and hid it in his patrol car. The incident started when Chapman pulled over a driver for speeding and then learned the suspect was wanted for a federal arrest warrant. According to an affidavit, the man had nearly $8,000 in his possession during the arrest.
Body camera footage showed the suspect accusing Chapman of taking some money from him.
"I don't know if it's in your door or where it's at," the man said. "Do you see anything? That's my money, that's my money right there."
Click here to sign up for the daily WCNC Charlotte newsletter
An assisting officer said Chapman was shifting the money between his legs and moving it into the door pocket of his patrol car. The cash was found with a receipt inside the driver's door of Chapman's patrol car.
"I heard him tampering with that rubber band," the man said. "That rubber band was on that money because my girlfriend gave it to me this morning."
Chapman initially denied knowing the money was there, according to CMPD. The affidavit states Chapman later admitted to taking the money but claimed he wasn't stealing it. Chapman was charged with one count of embezzlement.
Chapman was placed on administrative leave pending the outcome of the investigation. He resigned from CMPD on March 15. He'd been on CMPD's force since 2009 and was assigned to the University City division.
An internal investigation found that Chapman violated CMPD's body camera policy during the arrest. The investigation is now in the hands of the Mecklenburg County district attorney. Chapman is expected to appear in court next month.
The video shows the arrestee asking for officers to count the cash from an evidence envelope obtained from Chapman while in a parking area at the University City Division patrol office. That was when officers searched Chapman's patrol car and found about $900 inside the driver's side door. Chapman was then placed in a separate room away from the car.
After an interview with detectives, Chapman was arrested and taken to jail.
Chief Johnny Jennings issued the following statement Monday:
“The video shows a CMPD police officer committing a crime, stealing money from a person who was in his custody. Adherence to the law is an absolute for police officers. The actions of former Officer Chapman were a contradiction to what we stand for.
I want you to know the detectives and leadership acted quickly when this incident was brought to light. Both a criminal investigation and an internal investigation were launched immediately. Chapman was arrested less than six hours after the incident following a continuous investigation and was placed on immediate unpaid administrative leave. I commend those who took those allegations serious enough to fully investigate this case which led to the arrest of one of our own.
On March 15, 2024, the day after the incident, he resigned from his employment at CMPD. The criminal case is still pending.
This incident does not represent or define the men and women of CMPD who show up every day and night to serve our community. While one officer did violate his oath, thousands more are still here and stand strong on the oath they took. I commend them for their commitment to this department and to this city. I am proud to serve with them. And we are all proud to serve you.”

four cops were killed in my city and the fucking president of the united states is coming down to visit with the families
and like I'm not one to celebrate the death of someone, death is death and I don't think those cops should have died, but it is infuriating how every piggy who dies is valorized and it's painted as such a horrible tragedy, so much so that the president feels the need to show up for the families.
all of this while the CMPD are currently on college campuses beating the shit out of peaceful protesters. it's so fucking frustrating to see the local media stop and wail over the death of four cops while there is crickets over the police beating on college kids.
it's just so obvious that cops lives matter more that normal citizens and it just makes me so fucking angry. and I don't like being this angry. but seeing Joe FUCKING Biden crawl out of his hole to comfort the family of these cops while he's actively enabling genocide in gaza makes me so angry I want to vomit blood
#personal#like idk I never want to be the kind of person who celebrates the death of anyone#but the double standard that comes out when a cop died makes me so violently angry that I don't know what to do with myself#anytime you criticize a cop it's always “don't you know how dangerous their job is?! you should be grateful they protect you”#but the second a pig dies it's always 'what a horrible tragedy oh no this is just so awful we need to put everything on pause for this'#when like???? isn't this what they signed up for? i thought violence was part of the job description????#im not saying it's not awful that they died but if a lumberjack dies in a logging accident#the president of the united states doesn't show up at the family's door

The man who killed four law enforcement officers and wounded four others in Charlotte, North Carolina, on Monday has been identified as Terry Clark Hughes Jr., a 39-year-old man with a long criminal history in the state. The Charlotte Observer reports that according to court records, Hughes had faced 49 criminal charges since 2001. His convictions include breaking and entering, reckless driving, eluding arrest, and illegally possessing a gun as a former felon. He spent time in prison in 2011 and 2013. Police say he opened fire on a US Marshals task force that was trying to serve a warrant for possession of a firearm by a convicted felon.
Investigators said Tuesday that they are still working to determine the timeline of events and they are no longer sure there was a second shooter, the AP reports. They said an adult woman and a 17-year-old female who were in the home are cooperating and have not been charged. Earlier reports said the 17-year-old was a male.
Charlotte-Mecklenburg Police Chief Johnny Jennings said Hughes, who was killed in the shootout, fired at officers from the second floor of the home, the New York Times reports. "Even though officers were trying to take cover, they were at a disadvantage because the suspect was up at a higher level and they were returning fire from a lower position," Jennings said. He said at least 12 officers returned fire. He said an AR-15 semi-automatic rifle and a 40-caliber handgun were found at the scene.
This was the deadliest attack on American law enforcement since five officers were killed in an attack in Dallas in 2016, the AP reports. The slain officers have been identified as Sam Poloche and William Elliott of the North Carolina Department of Adult Corrections; Deputy US Marshal Thomas Weeks; and Charlotte-Mecklenburg Officer Joshua Eyer. The Charlotte-Mecklenburg Police Department said Tuesday that three injured officers have been released from the hospital and a fourth is in stable condition.
Flowers in memory of the officers were placed Tuesday outside CMPD headquarters and the federal courthouse in Charlotte, USA Today reports. A GoFundMe campaign for the officers' families has raised more than $85,000. In a post on X, the CMPD offered information on how to make donations to officers' families or the police foundation.

A statement from the mother of the student arrested twice by CMPD:

(text: Watching narratives on the student protests on college campuses has been interesting.
Hearing that the campuses are run by outside agitators. Hearing that the protestors are being paid. Hearing that the protestors are somehow being led.
My son was arrested at UNC Charlotte on Tuesday, May 7th at 6:40am for protesting. He was the one person arrested. He was peaceful. He did not resist arrest and calmly went with the arresting officers.
UNC Charlotte repeatedly told the press in statements that it wasn’t clear if my son was a student since he did not give his name when he was arrested. This is an obvious lie on behalf of the university, as they suspended him and banned him from campus while he was in jail, via an email- so they definitely knew his name and status.
He was bailed out of jail by fellow protestors using a bail fund that the students had all contributed to. George Soros, unfortunately, did not provide any money for the bail fund, and it was a bunch of 18 year olds who managed it.
He returned to campus in order to go to his dorm room, his cell phone was dead and he did not have his laptop, so he had not seen the email from the university which suspended him and banned his access to campus. He was arrested for second degree trespassing at 6:40pm (same day,Tuesday, May 7th). Again, he was polite and did not resist arrest. Despite the narrative that campus police and the university have told to the press, he was no where near any protest when he was arrested for a second time.
He spent the night in jail, he was seen by the bail judge at around 11:30am the next morning, and his release took until nearly 4pm to process. During his bail hearing, the public defender pointed out that he was in jail for a crime that, if he received the maximum penalty, would only warrant a fine.
The protests were non-violent. Any argument that they are antisemitic, is heavily belied by the fact that Jewish Voice for Peace is one of the main organizing groups.
In the 1980s, university students protested apartheid South Africa and demanded that universities divest from South Africa. This is the SAME request that is being made today.
News articles are heavily weighted in favor of what the university says. How many students are the reporters speaking to? Yesterday, there were twenty students downtown in front of the Mecklenburg jail all day, waiting for my son to be released. No local reporter bothered to speak with them.
My son’s name is James Benjamen Farrell. I am proud of his moral strength in standing up for what he believes in. Both of his parents are navy veterans. His father, who is his namesake, died on active duty. We are patriots in my house, and we are also believers in the need to do good in this world.
My son spent his childhood hearing me quote the following passage to him when discussing how we must live in this world and how we must care for each other: Matthew 22:34-40 (NRSVUE) 34 When the Pharisees heard that he had silenced the Sadducees, they gathered together, 35 and one of them, an expert in the law, asked him a question to test him. 36 “Teacher, which commandment in the law is the greatest?” 37 He said to him, “ ‘You shall love the Lord your God with all your heart and with all your soul and with all your mind.’ 38 This is the greatest and first commandment. 39 And a second is like it: ‘You shall love your neighbor as yourself.’ 40 On these two commandments hang all the Law and the Prophets.”
Love God. Love your neighbor.
End the slaughter of the Palestinian people. Stop using US money to pay for Israeli bombs.
My son was arrested on a university campus, where he is a student, yesterday. Across this country, many students have been arrested for protesting the horrific destruction of Palestine and the senseless killing of tens of thousands of Palestinian civilians.
There are no universities left in Palestine. Israel has destroyed them all.
I am proud of my son. A part of me certainly wishes that he was less willing to be thrown to the lions, but I am very proud of his moral strength and insistence on using his position of privilege to be a voice for others.
I am incredibly proud of my son.
I am ashamed of UNC Charlotte, the Charlotte Mecklenburg Police, and every single reporter who uncritically simply quoted UNC Charlotte.
Feel free to share this post. It is public, and I believe that the best thing we can do is amplify youth voices and do our best to correct any incorrect narratives that we hear or see.)
UNC Charlotte Encampment crackdowns
Please check my twitter threads and the unccencampment instagram for updates as the University administration and local newspapers are completely ignoring the reporting from the campus news and spreading absurd lies in order to justify police crackdown

Charlotte-Mecklenburg Police say a local church associate pastor is facing new child sex abuse charges a decade after his initial arrest and conviction.
Early Friday morning, according to CMPD, the department’s Violent Criminal Apprehension Team arrested 56-year-old Robert Price. Price is a convicted sex offender, according to public records.
CMPD says he’s currently employed at Camino Church in the University City area of Charlotte as an associate pastor. He previously worked as a youth pastor at Kings Way Baptist in Concord, the Observer has previously reported. That church has since closed.
The Camino Church website does not list Price on its staff page. His brother serves as lead pastor. The Observer left a message at the church on Friday morning.
As The Charlotte Observer reported last year, Price has “appeared in a church podcast listed as ‘executive pastor.’ His brother in 2018 defended his decision to let Robert continue preaching to the congregation, telling WSOC that Robert Price wasn’t allowed to be with children and that ushers accompany known sex offenders to church bathrooms.”
With the latest investigation, CMPD officials said, Price is charged with 13 counts of Indecent Liberties with a Child and one count of Statutory Sexual Offense. According to police, the offenses involved juveniles between the ages of 9 and 15. The crimes, police say, took place between 2001 and 2011.
Price has already served his prison sentence — 16 months — for the earlier charges that led to conviction after a guilty plea. He was released in 2015.
CMPD said Friday “Any victims of Mr. Price’s or anyone with a tip on a case involving Mr. Price should call 704-336-7495 and ask for Detective Carey. Tips can also be submitted anonymously to Crime Stoppers by calling 704-334-1600 or visiting http://charlottecrimestoppers.com/.”
