One of President Donald Trump’s first actions after taking office last month was to sign an executive order freezing foreign aid, much of which flows through the United States Agency for International Development (USAID), an independent agency that represents less than 1 percent of the overall federal budget. The administration later said that “lifesaving” work was exempt and could continue. But USAID employees and officials from nonprofit organizations say they are still being blocked from doing vital work on ending the global HIV/AIDS epidemic.
The consequences may be dire: “At a minimum, 300 babies that wouldn’t have had HIV, now do,” one current USAID worker estimates.
WIRED interviewed eight current and former USAID employees and contractors for this story, several of whom directly work on the agency’s HIV and AIDS programs. They were granted anonymity due to fears of retaliation and because they were not authorized to speak publicly about the agency. USAID did not respond to requests for comment.
Elon Musk’s Department of Government Efficiency (DOGE) Service has plowed through several government agencies since President Donald Trump took office last month, proposing sweeping changes to federal infrastructure. But no agency has been gutted as thoroughly as USAID. A cadre of young DOGE agents have been stationed in USAID’s headquarters since last week; after reportedly wresting control of USAID’s secure systems and placing key personnel on administrative leave, the DOGE team began cutting off staff email accounts on a rolling, seemingly random basis, with no guidance or explanation, employees claim. “It’s been absolutely hellish,” says a current USAID employee who lost access to their email on Monday morning.
“We spent the weekend feeding USAID into the wood chipper,” Musk said on social media Sunday. “Could [sic] gone to some great parties. Did that instead.”
One popular program implemented by USAID, however, has already been granted an “emergency humanitarian waiver” to keep operating: the President's Emergency Plan for AIDS Relief, or PEPFAR.
The global health program, which was founded by former US president George W. Bush and is overseen by the State Department, has saved an estimated 26 million lives since its launch in 2003. It’s implemented by a handful of government agencies, including USAID. While in theory the Trump administration’s waiver allows the program to resume some of its activities while the foreign aid freeze is still in effect, in reality, sources tell WIRED that much of its lifesaving work remains paused.
"Your money is being unfrozen but you can’t contact the people who actually froze it," a senior official at an HIV/AIDS organization told WIRED. "There’s a bigger communication blockage that is frustrating even the efforts put in place to free up the lifesaving work."
Large numbers of USAID employees have been placed on administrative leave or locked out of their emails and work servers in recent days, including those working on a variety of what they say are critical public health missions. USAID staffers say this demonstrates that the emergency waiver application process is ineffective and isn’t ensuring that aid workers can continue serving vulnerable populations.
USAID staff who still have access to their email accounts received a notice on Monday evening from Ken Jackson, the agency’s assistant to the administrator for management and resources, saying that the agency “would likely undergo a reorganization” and be integrated into the State Department. “As we evaluate USAID and ensure it is in alignment with an America First agenda, the President Trump Administration, and the efforts of the State Department, we will focus on ensuring every agency dollar is delivering targeted and results-driven aid,” the email read.
In countries like Zambia, Nigeria, Haiti, and Mozambique, medical equipment ranging from antiretroviral drugs for treating HIV to pre-exposure prophylaxis and condoms that can prevent transmission of the disease are currently sitting in limbo, according to the same USAID worker who warned of a drastic uptick in the number of children living with HIV. The aid is unable to reach its destinations because the USAID workers tasked with logistics have been placed on administrative leave.
“When a baby is born, you do an early infant diagnostic test, and if it comes back positive, you can blitz them with retrovirals, but you can’t do that if you don’t have retrovirals,” the same USAID worker says. “It’s an absolute disaster.”
In Haiti, an aid worker confirmed that HIV/AIDS medication from USAID remains inaccessible. “We cannot touch the medication,” they say. “Everything is on hold.” The worker added that nobody from USAID had answered their phone calls for days.
“The Trump administration is playing with tens of millions of people's lives, and Haiti is just one consequential example of that in our hemisphere,” says Asia Russell, the executive director of the international HIV advocacy group Health GAP.
While PEPFAR is the most well-known HIV/AIDS program implemented by USAID, the agency has a number of additional projects devoted to the issue. One current USAID worker whose research focuses on prophylactic devices primarily for women in sub-Saharan Africa says that their work has been interrupted, too. They say members of their team were abruptly cut off from their work emails this afternoon. “We hadn’t yet applied for a humanitarian waiver,” they say. “We don’t even have a way of contacting IT.”
Democratic lawmakers and dozens of USAID employees protested in front of the Ronald Reagan Building in Washington, DC, on Monday after they were denied access to USAID’s offices. “This illegal, unconstitutional interference with congressional power is threatening lives all over the world,” said Maryland representative Jamie Raskin.
A current USAID employee shared an email with WIRED they received from the agency on Monday night, informing them that USAID buildings in Washington will remain closed tomorrow. “We will continue to provide further updates as they become available,” the email reads. “Thank you for your cooperation.”

In July 2024, according to an article published today by Kirsten Grind and Megan Twohey in the New York Times, billionaire Elon Musk texted privately about his concerns that government investigations into his businesses would “take me down.” “I can’t be president,” he wrote, “but I can help Trump defeat Biden and I will.”
After appearing on stage with Trump on October 5, Musk texted a person close to him: “I’m feeling more optimistic after tonight. Tomorrow we unleash the anomaly in the matrix.” About an hour later, he added: “This is not something on the chessboard, so they will be quite surprised. “‘Lasers’ from space.”
Musk invested about $290 million in the 2024 election and, when Trump took office, became a fixture in the White House, heading the “Department of Government Efficiency.” It set out to kill government programs by withholding congressionally approved funds, a practice that courts have ruled unconstitutional and Congress expressly prohibited with the 1974 Impoundment Control Act.
Musk vowed that his “Department of Government Efficiency” would cut $2 trillion from the U.S. budget, but he quickly backed off on those numbers. In the end, DOGE claimed savings of $175 billion, but that claim is unverifiable and CNN’s Casey Tolan says it’s probably wrong: less than half of it is backed up with any documentation.
Instead, as CNN’s Zachary B. Wolf reported today, since DOGE cut staffing at the enforcement wing of the Internal Revenue Service, for example, and cut employees at national parks, which also generate revenue, its cuts may well end up costing money. Max Stier, who heads the Partnership for Public Service, suggests DOGE cuts could cost U.S. taxpayers $135 billion because agencies will need to train and hire replacements for the workers DOGE fired. Stier called DOGE’s actions “arson of a public asset.”
Grind and Twohey reported that Musk’s drug consumption during the campaign—they could not speak to his habits in the White House, although he appeared high today at a White House press conference—was “more intense than previously known.” He was a chronic user of ketamine, took Ecstasy and psychedelic mushrooms, and traveled with a box that held about 20 pills for daily use. Those in frequent contact with him worried about his frequent drug use, erratic behavior, and mood swings. As a government contractor, Musk should receive random drug tests, but Grind and Twohey say he received advance warning of those tests.
It was never clear that Musk’s role at DOGE was legal, and the White House has tried to maintain that he was only an advisor, despite Trump’s February 19 statement, “I signed an order creating [DOGE] and put a man named Elon Musk in charge.” On Tuesday, U.S. District Judge Tanya Chutkan ruled that 14 states can proceed with their lawsuit against billionaire Elon Musk and the “Department of Government Efficiency,” saying the states had adequately supported their argument that “Musk and DOGE’s conduct is ‘unauthorized by any law.’”
Trump posted today on social media: “This will be his last day, but not really, because he will, always, be with us, helping all the way. Elon is terrific!” In a press conference today, Trump reiterated that Musk “is not really leaving.”
Musk’s time at the helm of DOGE might not have saved taxpayer money, but it has changed the world in other ways. Musk has used his time in the government to end investigations into his companies, score government contracts, and get the government to press countries to accept his Starlink communications network as a condition of tariff negotiations. According to John Hyatt of Forbes, Musk’s association with Trump has made him an estimated $170 billion richer.
The implications of DOGE’s actions for Americans are huge. DOGE operatives are now embedded in the U.S. government, where they are mining Americans’ data to create a master database that can sort and find individuals. Former Ohio Democratic Party chair David Pepper called it “a full-scale redirection of the government’s digital nervous system into the hands of an unelected billionaire.”
Today, Sheera Frenkel and Aaron Krolik of the New York Times reported that Musk put billionaire Peter Thiel’s Palantir data analysis firm into place across the government, where it launched its product Foundry to organize, analyze, and merge data. Thiel provided the money behind Vice President J.D. Vance’s political career. Wired and CNN had previously reported how the administration was using this merged data to target undocumented immigrants, and now employees are detailing their concerns with how the administration could use their newly merged information against Americans more generally.
Internationally, Musk’s destruction of the United States Agency for International Development, slashing about 80% of its grants, is killing about 103 people an hour, most of them children. The total so far is about 300,000 people, according to Boston University infectious disease mathematical modeller Dr. Brooke Nichols. Ryan Cooper of The American Prospect reported today that about 1,500 babies a day are born HIV-positive because Musk’s cuts stopped their mothers’ medication.
In the New York Times today, Michelle Goldberg recalls how Musk appeared uninterested in learning what USAID actually did—prevent starvation and provide basic healthcare—and instead called it a “radical-left political psy-op,” and reposted a smear from right-wing provocateur Milo Yiannopoulos calling USAID “the most gigantic global terror organization in history.” Goldberg also recalls Musk’s tendency to call people he disdains “NPCs,” or non-player characters, which are characters in role-playing games whose only role is to advance the storyline for the real players.
Aside from DOGE, the focus of Trump’s administration—other than his own cashing in on the presidency—has been on tariffs and immigration. Like the efforts of DOGE, those show a disdain for the law in favor of concentrating power in the executive branch.
During the campaign, Trump fantasized that constructing a high tariff wall around the U.S. would force other countries to fund the national deficit, enabling a Republican Congress to extend Trump’s 2017 tax cuts for the wealthy and corporations. In fact, domestic industries and consumers bear the costs of tariffs. Trump’s high tariffs, many of which he imposed by declaring an economic emergency and then using the 1977 International Emergency Economic Powers Act (IEEPA), created such havoc in the stock and bond markets that he backed off.
Yesterday, Sayantani Ghosh, David Gaffen, and Arpan Varghese of Reuters reported that although most of the highest tariffs have yet to go into effect, Trump’s trade war has cost companies more than $34 billion in lost sales and higher costs.
Trump has changed tariff policies at least 50 times since he took office, and traders have figured out they can buy stocks cheaply when markets plummet after a dramatic tariff announcement, and sell when Trump changes his mind. This has recently given rise to Trump’s nickname “TACO,” for “Trump Always Chickens Out.”
This moniker has apparently irritated Trump so much he has taken to social media to defend his abrupt dropping of tariffs on China, saying he did it to “save them” from “grave economic danger,” although in fact, China turned to other trading partners to cushion the blow of U.S. tariffs. Trump went on to suggest China did not live up to what he considered its part of the bargain, and he would no longer be “Mr. NICE GUY!”
On Wednesday a three-judge panel at the U.S. Court of International Trade ruled that President Donald J. Trump’s sweeping “Liberation Day” tariffs based on the IEEPA are illegal. The Constitution gives to Congress, not to the president, the power to levy tariffs. Trump launched a social media rant in which he attacked the judges, insisted that “it is only because of my successful use of Tariffs that many Trillions of Dollars have already begun pouring into the U.S.A. from other Countries,” and said that he could not wait for Congress to handle tariffs because it would take too long—in fact, most of Congress does not approve of the tariffs—and that following the Constitution “would completely destroy Presidential Power.” “The President of the United States must be allowed to protect America against those that are doing it Economic and Financial harm.”
Yesterday the U.S. Court of Appeals for the Federal Circuit paused that ruling until at least June 9, when both parties will have submitted legal arguments about whether the stay should remain in place as the government appeals the ruling that the tariffs are illegal. White House senior counsel for trade and manufacturing Peter Navarro, the key proponent of Trump’s trade war, said: “Even if we lose, we’ll do it another way.”
Today Trump said he will double the tariff on steel imports from 25% to 50%.
The other major focus of the administration has been expelling undocumented immigrants from the U.S. During the 2024 campaign, Trump whipped up support by insisting that former President Joe Biden had permitted criminals to walk into the U.S. and terrorize American citizens. Trump vowed to launch the “largest domestic deportation operation in American history” and often talked of deporting the estimated 11 million undocumented immigrants in the U.S., although his numbers have ranged as high as 21 million without explanation.
The administration has hammered on immigration to promote the idea that it is keeping Americans safe. But its first target of arresting at least 1,200 individuals a day has fallen far short. In Trump’s first 100 days, Immigration and Customs Enforcement says it arrested an average of about 660 people a day.
On Wednesday, White House deputy chief of staff Stephen Miller, who along with Secretary of Homeland Security Kristi Noem is the face of the administration’s immigration policy, told the Fox News Channel that the administration is now aiming for “a minimum of 3,000 arrests…every day.” Administration officials hope to deport a million people in Trump’s first year in office.
CNN reported yesterday that those officials are putting intense pressure on law enforcement agencies to meet that goal. This means that hundreds of FBI agents have been taken off terror threats and espionage cases involving China and Russia to be reassigned to immigration duties. Some FBI offices are offering overtime pay if agents help with “enforcement and removal operations.” Officers from other agencies, including the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) have also been deployed against immigrants in place of their regular duties.
Steven Monacelli of The Barbed Wire noted today that local law enforcement and state troopers have also been diverted to immigration, using a national network of cameras that read license plates. Joseph Cox and Jason Keobler of 404 Media reported yesterday that a Texas sheriff used the same system over the course of a month to look for a woman whom he said had a self-administered abortion, saying her family was worried about her safety.
Their attempt to appear effective has led to very visible arrests and renditions of undocumented migrants to prisons in third countries, especially the notorious CECOT terrorist prison in El Salvador. The administration has deliberately flouted the right of persons in the United States to due process as guaranteed by the Constitution. The administration has met court orders with delay and obfuscation, as well as by attacking judges and the rule of law.
The administration continues to insist those it has arrested are dangerous criminals who must be deported without delay, but more and more reporting says that many of those expelled from the country had no criminal convictions. Today, ProPublica reported that the Trump administration’s own data shows that officials knew that “the vast majority” of the 238 Venezuelans it sent to CECOT had not been convicted of crimes in the U.S. even as it deported them and called them “rapists,” “savages,” “monsters,” and “the worst of the worst.”
ICE has increasingly met quotas by arresting immigrants outside of immigration check-ins and courtrooms: yesterday Dina Arévalo of My San Antonio reported that ICE arrested five immigrants, including three children, outside of an immigration court after a judge had said they were no longer subject to removal proceedings. The officers used zip ties on all five individuals.
At stake is the turn of the United States away from democracy and toward the international right wing. Yesterday the U.S. State Department notified Congress that it intends to use the Bureau of Democracy, Human Rights, and Labor to promote “Democracy and Western Values.” On Tuesday a senior advisor for that bureau, Samuel Samson, who graduated from college in 2021, explained that the State Department intends to ally with the European far right to protect “Western civilization” from current democratic governments.
It also plans to turn the Bureau of Population, Refugees, and Migration, which manages the flow of people into the U.S., into an “Office of Remigration” to “actively facilitate” the “voluntary return of migrants” to other countries and “advance the president’s immigration agenda.”
“Remigration” is a term from the global far right. As Isabela Dias of Mother Jones notes, its proponents call for the “mass expulsion of non–ethnically European immigrants and their descendants, regardless of immigration status or citizenship, and an end to multiculturalism.” Of the congressional report, a person who works closely with the State Department told Marisa Kabas of The Handbasket: “All of it is pretty awful with some pieces that definitely violate existing law and treaties. But institutionalizing neo-Nazi theory as an office in the State Department is the most blatantly horrifying.”
This concept is behind not only the expulsion of undocumented immigrants, but also the purge of foreign scholars and lawful residents. The Supreme Court blessed this purge today when, during the period that litigation is underway, it allowed the administration to end immigration paroles for about 500,000 people from Cuba, Haiti, Nicaragua, and Venezuela admitted under a Biden-era program, instantly making them undocumented and subject to deportation.
The court decided the case on the shadow docket, without briefings or explanation. In a dissent joined by Justice Sonia Sotomayor, Justice Ketanji Brown Jackson wrote: “[S]omehow, the Court has now apparently determined…that it is in the public’s interest to have the lives of half a million migrants unravel all around us before the courts decide their legal claims.”
Jackson added a crucial observation. The court, she wrote, “allows the Government to do what it wants to do regardless [of the consequences], rendering constraints of law irrelevant and unleashing devastation in the process.”

WE HAVE A FLOOR
OH THANK FUCK
So, for those of you who don't know or don't recall or just love seeing this fucking story again and again because this shit has HAUNTED me for NEARLY TWO YEARS, let's turn back the clock:
2022:
By the end of June 2022, the following things had happened to me in the year 2022:
Six sinus infections, one right after the other. Tested for Covid each and every time. Not Covid. When to the doctor on day 12, got the antibiotics, shit cleared up. And basically the moment the antibiotics cleared my system, new sinus infection.
Had so many in a row, in fact, that my my ashtma wouldn't calm down, and we had to get me on steroids for ten days to basically reset my lungs.
Went to a family wedding, first big trip since lockdown.
Came home from the family wedding and had Covid. I regularly get body pain with my fevers, and this was the worst body pain of my life. I barely remember going to the doctor for the test so I could take time off. It was bad.
Was very close to a major realization that a friendship I thought was going to last my whole life had become utterly toxic and abusive.
And then the end of June hit. And I woke up one morning to Sean cursing, which was alarming. Because I curse like a sailor, but he does not. I get up to see what the problem is.
The problem is a quarter-inch of water through most of our apartment. It was coming through our light fixtures. We are in a renovated basement of a house from the 1920s. I ran outside then up the stairs to see what was going on up there.
The house is two stories. Overnight, the toilet supply line on the second story had begun to leak. This kind of leak is a silent affair. We don't know when it started. But when we woke up, the entire living/kitchen area was flooded. The laundry room/bathroom was flooded. The water had soaked into the bedroom carpet so far that it was sopping wet from the door to about two feet in.
The office had, miraculously, not taken a drop. Still not sure how that worked.
We call the management company. We call insurance. I swear my ass off because Sean has to go to work, which means I'm stuck alone all day with the mess and a dog who does NOT understand why her paws keep getting wet.
Demo guys show up. They are very, very nice. By the time they're done on day one, there are two dehumidifiers and several large fans going in my house.
We don't have A/C by the way. And it's late June, and even in PDX, that's not great.
Three days later, the demo guys show back up to take out everything that can't be fixed. Our place looked like this:

Once they took all the wet out, we had this hole in our ceiling:

That's the original cement floor that was put in when the house was built, by the way.
And then, we spent the ENTIRE SUMMER waiting for someone to FIX OUR FUCKING HOUSE. From the end of June until FUCKING SEPTEMBER we were living with an open ceiling and no actual floor.
I'd email the management company. I'd call. They'd say "Oh, we're working on it. The owner is dragging his feet."
Put a pin in that claim. We'll come back to it.
At the end of July, I ended that friendship I mentioned. I am using it as a measurement here so you understand that a month into my house being like this, I was also going through a massive emotionally fucked up situation.
Work was so fucking busy I nearly burned out. On top of trying to get some answers about when I was gonna get a fucking ceiling and floor again.
By August, I snapped and sent a terselye worded email about how it should not take this long to make some fucking decisions. I got back, "Oh, we're trying, but the owner isn't communicating with us."
Put a pin in that claim, too.
Finally. FINALLY. After FOUR contractors came and looked and gave estimates, we got told "Okay, we're gonna fix your place. In September. It'll take three weeks."
So, for three weeks, we moved into a hotel, and it was...it was fine. But it's not home, okay. I just wanted to be in my fucking house with a fucking ceiling and floor.
Finally, three weeks later, we moved back in, and we had a ceiling! And a floor!
And then I got what I thought was food poisoning. 48 hours of some of the worst pain I've ever had, and my endometriosis is severe enough I had a full hysterectomy at 31 or 32 (I honestly don't recall). Okay. I know from pain. Went to the doctor. Got an anti-nausea injection from the biggest needle I have ever seen in my LIFE. The doctor pushed on my gall bladder and asked if it hurt. I'd been continuously sick for 48 hours. Everything hurt. I said, in all honesty, I couldn't tell.
Went home. Rehydrated. Things seemed fine. They guessed it was my gall bladder anyway, and since I had no history of issues, said "Let's try to change your diet before we go through surgery."
Fine. Whatever. Didn't care.
A week later, in the first week of October, I ended up in the ER because I was sick again. So sick, in fact, I could not keep down apple juice. It took TWO DAYS to get a surgical spot. I went through caffeine withdrawal. The Try Guys released their video about firing Ned. All I wanted to do was go home to my finally fixed house and fucking sleep.
Surgery went fine. Had a full-room hallucination that Sean and I were Chucky and Tiffany from the Chucky movies. Kept telling Sean to kill the nurse so we'd get a larger cut of the money. This has never happened before, but I've also never been on Dilaudid for several days in a row to control my pain. Apparently, when that happens, I think I'm a serial killing doll.
Go home. Rest up. Things seem fine.
In November, I walk into the kitchen one day, look down, and see a space between two of the floorboards that should not be there.
I refuse to deal with it and throw a rug over it.
Over the next several months, more boards start bubbling and warping.
The floor, it appears, has some fucking issues.
I ignore it for almost a year. Yes, I know what you're thinking, "Gayle, why?"
Because 2022 was a fucking disaster, and a major part of it was the flood, and sometimes you just gotta avoid that shit, okay?
But, finally, it's bad enough I know I gotta say something. I send the management company a note. They send a guy. He's great. Says I'll hear back in a week.
I don't.
And then I don't.
And then I don't.
And then the owner asks to inspect the property to see how things are looking.
He sees the floor and is shocked. This is not good. Why is it like this? How long has it been like this? When did I put in a maintenance request? And what was the last thing I heard?
This is November.
In December, we are informed via letter from the owner that he would like to be cc'ed on every request we send to the management company because he is not pleased with their performance.
Well, okay.
In January, we get a hard freeze. And then we got a pinhole leak in a pipe. That I discovered when walking into the kitchen and stepping into--you guessed it--a quarter-inch of water on the floor.
It was comin up from under the boards, but the hole was actually in our wall. We had glare ice. No one in PDX knows how to handle glare ice. The owner made the trip from the deep suburbs to us every day he could (he got stuck once) to get the problem fixed as quickly and neatly as possible.
I heard him on the phone with the management company several times explaining what he was doing, how long he thought it would take, and thanking them for communicating with us.
Which.
It took 4 days. I got one email. At 6:30 PM. On a day I heard him call them at 10 AM.
So. Suddenly "the owner isn't responding" and "the owner won't communicate" seem like complete fucking bullshit. Because he sure as hell responded when he found out there was a leak (we cc'ed him on the email as requested), and I fucking HEARD HIM communicate.
And then we found out that the owner had not had final say on the floor, which now had to be replaced not just for bubbling but for being fucking wrecked from NEW water damage.
But for this new floor, we just went through him, and would you look at that. Clear communication. Regular updates. We were on the concrete again for about three weeks because that's just how far out contractors are booking right now. But the work was done when he said it would be, and by god, it's clearly a much higher quality of flooring.
So. It's done. It's fucking done. It looks beautiful. The owner scrubbed our bathroom before he left for some fucking reason and was worried he'd lost the knob off our washing machine (we bought it used; it's never had that knob). When I met him the first time after the big leak, I thought he was a complete asshole, and it turns out he's actually all right. He gave us money for dinner this week and is also gonna get us a few days of rent comped for having to have people in and out. I'm never renting through this management company again, but if that dude's got other properties through someone else, I'd go there in a second.
April 5, 2024. May it be the last reference I ever have to make to a fucking floor repair in this house.
