Since this is something I looked up way back when I first watched Full Metal Panic, I can answer what's up with the name without spoilers: The name change is an anime only thing. They chickened out on actually setting part of the series in Afghanistan, so they changed the name when they got to this story arc, but didn't know they needed to earlier in the series. They actually did the same thing with plane hijack plotline previously, too. It was originally just North Korea where they landed.

They can pull episodes for having earthquakes when a bad one happens or being too similar to tragic world events otherwise. So setting part of a show in Afghanistan in an anime airing in 2002 specifically is definitely asking to have your show pulled from airing. I'm not surprised they changed the name now.

But yeah, now I'm imagining the the plane hijack plotline with Shinji Not-Ikari being llke "hey guys have has anyone noticed this plane's headed for north korea now? seems odd to me, but omg I can't wait to see their robots."

Edit: I thinking that airing the anime in 2002 is such strange timing, but then thought, wait what if it was SUPPOSED to air in 2001 and...
